A.19-11-018 with the California Public Utilities Commission(CPUC)requesting to increase rates to fund the 2020 Flex Alert Campaign. SoCalGas requests an increase in the revenue requirement by $8.9 million in 2021. SoCalGas is requesting that the proposed rate increase become effective on January 1, 2021. SoCalGas' proposed 2020 Flex Alert Campaign is designed to educate the public in the Los Angeles area to conserve electricity during heat waves and times of high electricity demand. The CPUC will review the proposed Flex Alert Campaign and associated budget included in the application and if the CPUC approves this application, SoCalGas' revenue requirement will increase to reflect the authorized budget for the Flex Alert Campaign. ESTIMATED IMPACT OF THIS REQUEST ON GAS RATES if approved, the average monthly residential bill of 33 therms or$43.31 (present rates) would increase by $0.10, or 0.2%to $43.41 in 2021. Individual customer bills may differ. The table below show the estimated rate impact for all customer classes for year 2021. The percent change in year 2021 is compared to current rates. The CARE program offers eligible SoCalGas customers a 20 percent discount on their monthly natural gas bill. SoCalGas seeks funding approval of$281 million for 2021,$287 million for 2022,$288 million for 2023,$290 million for 2024,$292 million for 2025,and$293 million for 2026 to become effective on January 1,2021. If the CPUC approves this application,natural gas rates will change to reflect costs.The Public Purpose Program(PPP)surcharge is a component of your gas rate which funds the CARE and ESA program.In this application only the PPP Surcharge portion of your rate will increase.Gas rates will increase by$40.2 million in 2021,increase by$46.6 million in 2022,increase by$47.9 million in 2023, increase by$49.4 million in 2024, increase by$51.0 million in 2025,and increase by$52.0 million in 2026,compared to present rates. HOW WILL THIS APPLICATION AFFECT NATURAL GAS RATES? If SoCalGas'request is approved,the average monthly residential bill of a residential non-CARE customer using 34 therms will increase from $44.90 to$45.20 in 2021,$45.28 in 2022,$45.29 in 2023,$45.30 in 2024,$45.32 in 2025,and$45.32 in 2026. Compared to 2019 rates,this represents a 0.7%increase for 2021,a 0.8%increase for 2022,a 0.9%increase for 2023,a 0.9%increase for 2024,a 0.9%increase for 2025,and a 0.9%increase for 2026. The following tables show the increase in the PPP surcharge for 2021-2026 compared to present rates. Para mas detalles llame al 1-800-342-4545 NOTICE OF SOUTHERN CALIFORNIA GAS COMPANY'S REQUEST FOR COMPENSATION THROUGH THE GAS COST INCENTIVE MECHANISM APPLICATION NO. A.19-06-009 On June 14, 2019, Southern California Gas Company (SoCalGas(R) filed Application(A.19-06-009)with the California Public Utilities Commission(CPUC)to request approval of its management of savings incurred during the purchase of natural gas for its customers. Natural gas purchases are reviewed through a"mechanism referred to as the Gas Cost Incentive Mechanism (GCIM). The CPUC authorized the GCIM as a means of encouraging utilities to seek the best rates available for natural gas. Under the GCIM, a target price is set and if the utility secures a better rate, the savings is shared with customers and shareholders. If a higher rate is paid,the utility must absorb a portion of the higher rate. SoCalGas shares the savings with its "Core" customers,that is, customers who rely on the utility for all their natural gas needs, including both gas transportation and gas commodity service! In the latest GCIM year, SoCalGas purchased natural gas at$i 05.5 million below the target price during the program period of April 1, 2018, to March 31, 2019. Using the CPUC's formula to determine the incentive for purchasing gas below the target price, SoCalGas is holding $16.8 million for its shareholders. This means that these purchases provided customers a benefit of$88.7 million in lower gas costs. In this application, SoCalGas requests that the CPUC approve SoCalGas' reward of$16.8 million. If the CPUC approves this request, there will be no additional change in customer rates from this application. If the CPUC approves less than $16.8 million for SoCalGas shareholders,the difference will be credited to customers through a rate decrease. If the CPUC approves more than $I6.8 million-for SoCalGas shareholders,the difference will be charged to customers through a rate increase. EFFECT ON GAS RATES AND BILLS A typical residential customer's average monthly bill for 34 therms of gas increased by 15 cents/month, from $45.14 to $45.29. A typical residential customer's monthly summer bill for 22 therms of gas increased by 9 cents/month, from $31.96 to $32.05 /month. The impact on each customer and customer class will vary depending on individual usage and the final decision by the CPUC. Based on SoCalGas' request,the rate impact for each customer class is represented below. This chart represents an increase that has already taken place on your bill due to the GCIM program. In this proceeding, SoCalGas requests that the CPUC determine the appropriate rate of return necessary to attract capital at reasonable rates and compensate the utility for business, regulatory, and financial risks. Rate of return is the weighted average cost of debt, preferred stock, and common equity. SoCalGas also requests adjustments to its capital structure and the authorized costs of debt, preferred stock, and return on equity. If the CPUC approves this Application, the overall authorized rate of return will increase from 7.34% to 7.85%, and SoCalGas's rates for natural gas transportation service will be revised accordingly, effective January 1, 2020. Additionally, SoCalGas proposes to continue its cost of capital mechanism until the next Cost of Capital Application is filed and approved. Estimated Impact on Gas Rates and Bills In this Application, SoCalGas proposes an increase in overall transportation revenues of$40.14 million, or 1.3%for 2020. This overall increase would only apply to the transportation component of a total gas bill.
