Application 06-07-001
On July 3,2006,Southern California Edison Company("SCE")fled an application with the California Public Utilities Commission
("CPUC")asking for increases in SCE's electric revenues. The application,designated as A.06-07-001 by the CPUC,requests that the
CPUC authorize an increase of$6.3 million in electric revenues. If approved by the CPUC,the electric revenue requirement will
increase electric rates by approximately 0.05%in 2007.
LOW INCOME ASSISTANCE PROGRAMS
In the application,SCE requests CPUC approval of SCE's proposed program plans and budgets,which will allow SCE to continue to
'effectively and efficiently administer critical Low Income Assistance Programs,namely the California Alternate Rates for Energy
(CARE)Program,the Low-Income Energy Efficiency(LIEF)Program,and the Cool Centers Program. In order to fully implement
these programs in 2007 and 2008,SCE is requesting an increase in its Low Income Assistance Program funding of$6.3 million,which
compared to revenues at present rates,is an increase of approximately 0.05%. The following table shows an estimate of proposed
revenue and rate changes by customer group:

from those presented-in the application.
After considering all evidence presented,the CPUC will issue a decision on the application.The actual plan adopted by the CPUC may

NOTICE OF FILING OF APPLICATION FOR
INCREASE IN ELECTRIC RATES
A.06-06-020
On June 26,2006, Southern California Edison Company(SCE)filed an application referred to as A.06-
06-020 with the California Public Utilities Commission(CPUC),asking for increases in SCE's electric
rates to recover SCE's incremental costs of restoring utility service to customers and repairing damage to
facilities pursuant to the unprecedented rainstorms that struck Southern California in late December 2004
and early 2005.The rainstorms and the resulting floods and landslides inflicted severe and widespread
damage on SCE's infrastructure in the affected areas within the Counties of Santa Barbara,Ventura,
Orange, San Bernardino,Riverside,and Los Angeles.Governor Schwarzenegger issued a series of State
of Emergency Proclamations and President Bush declared that a major disaster existed in the State of
California as a result of these rainstorms.
The Application requests an increase in SCE's revenue requirement of$18.082 trillion, or 0.16 percent,
to recover the incremental costs SCE incurred in response to these rainstorms. Incremental costs are those
costs incurred solely due to the rainstorms that are not part of SCE's normal business operations(and
therefore are not funded through existing rates).If approved by the CPUC, a portion of SCE's request will
become effective in 2007 and a portion will become effective in 2009.
In Resolution E-3238, the CPUC adopted a mechanism called the Catastrophic Event Memorandum
Account(CEMA)to compensate California utilities for incremental costs incurred as a result of a
catastrophic event, such as an earthquake,fire,or in this case,unprecedented rainstorms. SCE has
recorded its incremental costs associated with.these rainstorms in its CEMA.In this proceeding,the
Commission will determine the reasonableness of these recorded costs. Assuming the CPUC finds SCE's
$18.082 million of CEMA costs to be reasonable,the estimated 2007 one-time revenue requirement
increase associated with the Rainstorm CEMA will be approximately$10.939 million,and the estimated
2009 one-time revenue requirement increase associated with the Rainstorm CEMA will be approximately
$7.142 million.
The following table shows an estimate of the proposed revenue increase and percentage rate change by
customer group for SCE to recover its incremental Rainstorm CEMA costs.The percentage increase in
SCE's total revenue is 0.16 percent.The table shows the proposed changes based on current authorized
revenues.Any revenue change resulting from this Application will be consolidated with revenue changes
from other SCE applications.

On January 20,2005,SOUTHERN CALIFORNIA EDISON COMPANY (SCE) filed an Application Proposing Default Rate
Design for Large Customers(Application)with the California Public Utilities Commission(Commission). SCE was required to
file this Application which proposes a critical peak pricing(CPP)default rate structure for all customers with demands of 200kW
or greater. If approved by the Commission,this request would change rates for affected customers beginning as early as June 5,
2005.
The proposed CPP rate has been designed to be revenue neutral to the class of affected customers,meaning that total revenues
recovered from the affected rate groups,as well as SCE's overall revenues,will not increase or decrease as a result of the proposed
rate. However,it is likely that individual customers' bills will be impacted,depending on individual load patterns and energy
usage. For illustrative purposes only,projected rates by customer class before and after this application are as follows:

Evidentiary Hearing on Compliance Application
The Commission may conduct an evidentiary hearing on SCE's Application. Evidentiary hearings are conducted before an
Administrative Law Judge,who may be joined by one or more of the Commissioners. At the evidentiary hearings,sworn testimony
is heard from SCE representatives,interested parties,and the Commission's independent Office of Ratepayers Advocates(ORA).
The ORA employees include engineers,accountants,economists.attorneys,and other regulatory professionals. They
independently evaluate utility proposals and present their analyses and recommendations to the Commission. In its final decision,
the Commission can accept,reject,or modify the recommendations of any of the parties. Therefore,the approved rates or the
adopted ratemaking mechanisms may differ from those requested in SCE's Application.

On December 2,2004,SCE filed an application with the California Public Utilities Commission(CPUC)asking for
changes in SCE's electric rates due to the firestorms that ravaged Southern California in October and November of
2003. The CPUC designated the application as A.04-12-003. The application requests an increase in SCE's revenue
requirement of$16.9 million,or 0.2 percent,most likely effective in 2006.
The CPUC adopted a mechanism called the Catastrophic Event Memorandum Account(CEMA)to compensate SCE
for costs it incurs associated with a catastrophic event,such as earthquake or fire. SCE has recorded its
incremental costs of restoring service to customers and repairing damage to its facilities associated with the 2003
firestorms in its CEMA. In this proceeding,the Commission will determine the reasonableness of these costs which
total$37.2 million. Assuming that SCE's CEMA costs are found to be reasonable by the CPUC,the estimated 2006
revenue requirement increase related to the firestorms will be approximately$15.9 million.
In October and November of 2003,a series of devastating wildfires struck wide areas of SCE's service territory in
Los Angeles,San Bernardino,Ventura and Riverside counties. Governor Gray Davis issued State of Emergency
Proclamations in all four counties and President George W.Bush declared a major disaster existed in the State of
California. These firestorms,which affected hundreds of thousands of SCE customers,were some of the most
destructive fires in United States history. SCE is requesting compensation through its CEMA of costs related to the
j firestorms that are not part of SCE's normal business and therefore not funded through existing rates.
If the CPUC were to allocate the requested increase in SCE's annual revenues to SCE's customer groups on a
System Average Percentage Change basis,the impact on each customer group would be as shown in the following
table. However,the increases in the table are illustrative only. SCE proposes that the revenue allocation and rate
design associated with the revenue requirement resulting from this application be consolidated with other pending
revenue changes such as those addressed in the pricing phase(Phase 2)of SCE's 2006 general rate case or such
other proceeding as the CPUC may designate. As shown in the table,the percentage increase in SCE's total
revenue is less than one percent.

I.
INTRODUCTION
Pursuant to Rule 45, of the California Public Utilities Commission's
(Commission) Rules of Practice and Procedures and pursuant to Administrative
Law Judge Thomas'August 13, 2004 request, Southern California Edison Company
(SCE) hereby makes a motion to Supplement its July 1, 2004 Application Regarding
Low-Income Assistance Program for Program Year 2005.
II.
SCE'S MOTION TO SUPPLEMENT ITS APPLICATION
Pursuant to Rule 45 of the Commission's Rules of Practice and Procedure,
SCE hereby requests the Administrative Law Judge (ALJ) to permit SCE to
supplement its July 1, 2004 Application in this proceeding. SCE would supplement
its initial Application with two additional exhibits and its Verification of Public
Notice. Subsequent to filing the Application on July 1, 2004, SCE was asked to
respond to two separate data requests by ORA. SCE provided ORA responses to
those requests on August 6, 2004 and August 10, 2004, respectively.

A. SCE-3 -LIEE Budget Support
ORA, in its Limited Protest, raises a concern "over the lack of documentation
supporting SCE's request for an increase of more than 70 percent in its LIEE
budget."1 ORA further states that based on the answers provided by SCE on
August 6, 2004, in response to the data request, ORA is satisfied that SCE's request
is reasonable.? ORA concludes with the recommendation that SCE supplement its
Application with the response to ORA's data request.
SCE hereby requests the ALJ to supplement the Application with SCE's
response to the ORA's data request titled "Southern California Edison Company
Data Request No. ORA-2 LIEE 2005 Budget Support" marked SCE-3 and sponsored
by Mr. John Nall. (SCE-3 is attached hereto.)
B. SCE-2 -Estimated CARE Subsidv
ORA's Limited Protest recommended further review of SCE's estimated
CARE subsidy costs.! ORA expressed a concern over the subsidy cost increases over
the past few years and sought an explanation from SCE in a data request.
ORA indicated they did not object to this issue if it is properly supported.
ORA thus suggested SCE should provide supplemental information to its
Application explaining how this increase came about. SCE did provide a response
to ORA's request on August 10, 2004, which explained the factors leading to the
increase in CARE subsidy from 2002 -2005. ORA acknowledged receipt of SCE's
response on August 10, 2004. ORA stated ". . . an initial review of the response

• appears to satisfactorily explain the increases; such information should be

C. Rule 24 Compliance
Rule 24 of the Commission's Rules of Practice and Procedure, requires the
application to (a) notify the state, each county and each city by mail about the
application and proposed rate increase and (b) to publish in a newspaper of general
circulation in each county a notice of the application and general terms of the
proposed increase. Proof of such publication should be filed with the Commission
prior to the opening of any hearings. Rule 24 also requires a notice in the
customer's regular bill if the increase if for other than a pass through of only
incurred costs for services or commodities furnished by it. SCE's proposed increase
per the Application is only for a pass through of costs for services and commodities
and, therefore, exempt from the bill insert notice.
SCE has prepared a Verification of Public Notification documenting
compliance with Rule 24. The Verification of Public Notification, with attachments,
is also attached hereto to supplement SCE's Application.

24 La. The $96.5 million CARE subsidies and benefits listed in SCE's CARE
25 Annual Report for 2002 includes only the revenues associated with the
26 20%discount required by statute. The portion of the difference between
27 CARE rates and standard domestic rates attributable to surcharge
28 exemptions was not included in the reported CARE subsidy. CARE
29 customers were exempt from surcharges adopted by the Commission in
30 2001 in response to the energy crisis. The recorded average annual
31 number of CARE participants in 2002 was 748,890.

33 CARE participation increased in 2003 to an annual average of 838,409
34 with a corresponding increase in recorded CARE subsidy. In addition,
35 SCE filed post-PROACT rates August 1, 2003, lowering rates for
.36 Domestic customers by 8% on average. Energy surcharges adopted in
37 2001 were technically eliminated in post-PROACT rates, though the

2 rates was maintained. Whereas this difference had formerly been the
3 result of a specific exemption adopted by the Commission, in post-
4 PROACT rates it simply became part of the CARE subsidy. These two
5 factors, participation increases and the elimination of the surcharge
6 exemption in rates, account for the increase from 2002 to 2003.
s l.b. Average annual participation for 2004 was estimated at approximately
s 923,000, which accounts for a portion of the increase in CARE subsidy
10 between 2003 and 2004. A larger portion of the differential is again
11 attributable to the same factor as in the later half of 2003 — the
12 elimination of energy "surcharges"per se and their inclusion in the
i3 standard rate. Whereas this change impacted only the last 5 months of
14 2003, it is reflected in the entire year of the 2004 subsidy estimate.

16 l.c. Average annual participation for 2005 was estimated as approximately
17 960,681 compared to 923,000 for 2004. All other things equal, this
18 increase in participation would have resulted in an increase in total
19 CARE subsidy. However, SCE is proposing to return the CARE
20 differential (the difference between CARE and non-CARE domestic
21 rates) to approximately 20% in Phase 2 of the 2003 GRC. This rate
22 design change would be effective in 2005 and has the effect of reducing
23 the CARE subsidy. The net effect of the increase in participation and
24 the reduction in the CARE differential is a small increase in the
25 forecasted CARE subsidy from 2004 to 2005.

If the applicant for an authorization to increase rates in a gas, electric,
telephone, telegraph, water, or heat utility, . . . applicant shall name
its application, and within ten days after the filing of its application
with the Commission, mail a notice to the following stating in general
terms the proposed increases in rates or fares: (1) the State, by
mailing to the Attorney General and the Department of General
Services, when the state is a customer or subscriber whose rates or
fares would be affected by the proposed increase; (2) each county, by
mailing to the County Counsel (or District Attorney if the county has
no County Counsel) and County Clerk, and each city, by mailing to the
City Attorney and City Clerk, listed in the current Roster published by
the Secretary of State within, from, to, or in which the proposed
increase is to be made effective; and (3)any other parties whom
applicant deems appropriate. Applicant shall promptly notify the
Commission of such mailing . . . (emphasis added).
On July 1, 2004, SCE filed its Application Regarding Low-Income Assistance
Programs for Program Year 2005 with the Commission. On the same day, SCE mailed
copies of the Application and Testimony to all parties identified as "Appearances" or
"State Service." On July 13, 2004 after receiving approval from the Public Advisor's
Office of the California Public Utilities Commission, SCE mailed the Notice of Filing of
Application for Increase in Electric Rates A.04-07-012 to the entities identified in Rule
24. I have attached a list of the government agencies and a copy of the notice we sent
to them. The notice sent to the government agencies and included in our newspaper

On July 1, 2004,SCE filed an application with the California Public Utilities Commission (CPUC)asking for
changes in SCE's electric rates due to increases in Low-Income Assistance programs for 2005. The CPUC
designated the application as A.04-07-012.
In this Application,SCE requests Commission approval of SCE's proposals that will allow SCE to continue
effectively and efficiently administering the critical Low-Income Assistance Programs,namely California Alternate
Rates for Energy (CARE),Low-Income Energy Efficiency(LIFE)and Cool Center programs.
First,SCE seeks approval of its CARE program plans and proposed budget,adoption of which will further the
Commission's objective of increasing the participation in this program by eligible customers. Second,SC E seeks
approval of its LIEE program plans and proposed budget to further the Commission's objective of ensuring the
continuation of this important program. Third,SCE seeks approval of its proposed Cool Center Program and
proposed budget to further the Commission's objective of providing energy efficiency assistance to the economically
disadvantaged living in remote,hot,dry climates. In order to fully implement these programs in 2005,SCE is
requesting an increase in its Low Income Assistance funding of$13.4 million. Compared to revenues at present
rates as of'January 1,2004, SCE is requesting a revenue increase of less than one percent,in 2005. The following
table shows an estimate of proposed revenues and rate changes by customer group. Any revenue change resulting
from this application will be consolidated with revenue changes from other SCE applications.

On July 1, 2004,SCE filed an application with the California Public Utilities Commission
(CPUC)asking for changes in SCE's electric rates dut to increases in Low-income Assistance
programs for 2005. The CPUC designated the application as A.04-07-012.
In this Application,SCE requests Commission approval of SCE's proposals that will allow SCE
to continue effectively and efficiently administering the critical Low-Income Assistance
Programs, namely California Alternate Rates for Energy (CARE), Low-Income Energy
Efficiency(LIEF)and Cool Center programs.

First,SCE seeks approval of its CARE program plans and proposed budget,adoption of which
will further the Commission's objective of increasing the participation in this program by
eligible customers.Second,SCE seeks approval of its LIEF program plans and proposed budget
to further the Commission's objective of ensuring the continuation of this important program.
Third: SCE seeks approval of its proposed Cool Center Program and proposed budget to
further the Commission's objective of providing energy efficiency assistance to the economicalh,I
disadvantaged living in remote,hot,dry climates. in order to tutly implement these programs
