The application,designated as A.06-07-001 by the CPUC,requests that the CPUC authorize an increase of$6.3 million in electric revenues. If approved by the CPUC,the electric revenue requirement will increase electric rates by approximately 0.05%in 2007. LOW INCOME ASSISTANCE PROGRAMS In the application,SCE requests CPUC approval of SCE's proposed program plans and budgets,which will allow SCE to continue to 'effectively and efficiently administer critical Low Income Assistance Programs,namely the California Alternate Rates for Energy (CARE)Program,the Low-Income Energy Efficiency(LIEF)Program,and the Cool Centers Program. In order to fully implement these programs in 2007 and 2008,SCE is requesting an increase in its Low Income Assistance Program funding of$6.3 million,which compared to revenues at present rates,is an increase of approximately 0.05%. The Application requests an increase in SCE's revenue requirement of$18.082 trillion, or 0.16 percent, to recover the incremental costs SCE incurred in response to these rainstorms. Incremental costs are those costs incurred solely due to the rainstorms that are not part of SCE's normal business operations(and therefore are not funded through existing rates).If approved by the CPUC, a portion of SCE's request will become effective in 2007 and a portion will become effective in 2009. In Resolution E-3238, the CPUC adopted a mechanism called the Catastrophic Event Memorandum Account(CEMA)to compensate California utilities for incremental costs incurred as a result of a catastrophic event, such as an earthquake,fire,or in this case,unprecedented rainstorms. SCE has recorded its incremental costs associated with.these rainstorms in its CEMA.In this proceeding,the Commission will determine the reasonableness of these recorded costs. Assuming the CPUC finds SCE's $18.082 million of CEMA costs to be reasonable,the estimated 2007 one-time revenue requirement increase associated with the Rainstorm CEMA will be approximately$10.939 million,and the estimated 2009 one-time revenue requirement increase associated with the Rainstorm CEMA will be approximately $7.142 million. The following table shows an estimate of the proposed revenue increase and percentage rate change by customer group for SCE to recover its incremental Rainstorm CEMA costs.The percentage increase in SCE's total revenue is 0.16 percent.The table shows the proposed changes based on current authorized revenues.Any revenue change resulting from this Application will be consolidated with revenue changes from other SCE applications. A.05-01-018 On January 20,2005,SOUTHERN CALIFORNIA EDISON COMPANY (SCE) filed an Application Proposing Default Rate Design for Large Customers(Application)with the California Public Utilities Commission(Commission). SCE was required to file this Application which proposes a critical peak pricing(CPP)default rate structure for all customers with demands of 200kW or greater. The CPUC designated the application as A.04-12-003. The application requests an increase in SCE's revenue requirement of$16.9 million,or 0.2 percent,most likely effective in 2006. The CPUC adopted a mechanism called the Catastrophic Event Memorandum Account(CEMA)to compensate SCE for costs it incurs associated with a catastrophic event,such as earthquake or fire. SCE has recorded its incremental costs of restoring service to customers and repairing damage to its facilities associated with the 2003 firestorms in its CEMA. In this proceeding,the Commission will determine the reasonableness of these costs which total$37.2 million. Assuming that SCE's CEMA costs are found to be reasonable by the CPUC,the estimated 2006 revenue requirement increase related to the firestorms will be approximately$15.9 million. In October and November of 2003,a series of devastating wildfires struck wide areas of SCE's service territory in Los Angeles,San Bernardino,Ventura and Riverside counties. Governor Gray Davis issued State of Emergency Proclamations in all four counties and President George W.Bush declared a major disaster existed in the State of California. These firestorms,which affected hundreds of thousands of SCE customers,were some of the most destructive fires in United States history. SCE is requesting compensation through its CEMA of costs related to the j firestorms that are not part of SCE's normal business and therefore not funded through existing rates. If the CPUC were to allocate the requested increase in SCE's annual revenues to SCE's customer groups on a System Average Percentage Change basis,the impact on each customer group would be as shown in the following table. However,the increases in the table are illustrative only. SCE proposes that the revenue allocation and rate design associated with the revenue requirement resulting from this application be consolidated with other pending revenue changes such as those addressed in the pricing phase(Phase 2)of SCE's 2006 general rate case or such other proceeding as the CPUC may designate. As shown in the table,the percentage increase in SCE's total revenue is less than one percent. INTRODUCTION Pursuant to Rule 45, of the California Public Utilities Commission's (Commission) Rules of Practice and Procedures and pursuant to Administrative Law Judge Thomas'August 13, 2004 request, Southern California Edison Company (SCE) hereby makes a motion to Supplement its July 1, 2004 Application Regarding Low-Income Assistance Program for Program Year 2005. II. SCE'S MOTION TO SUPPLEMENT ITS APPLICATION Pursuant to Rule 45 of the Commission's Rules of Practice and Procedure, SCE hereby requests the Administrative Law Judge (ALJ) to permit SCE to supplement its July 1, 2004 Application in this proceeding. SCE would supplement its initial Application with two additional exhibits and its Verification of Public Notice. Subsequent to filing the Application on July 1, 2004, SCE was asked to respond to two separate data requests by ORA. SCE provided ORA responses to those requests on August 6, 2004 and August 10, 2004, respectively. r A. SCE-3 -LIEE Budget Support ORA, in its Limited Protest, raises a concern "over the lack of documentation supporting SCE's request for an increase of more than 70 percent in its LIEE budget."1 ORA further states that based on the answers provided by SCE on August 6, 2004, in response to the data request, ORA is satisfied that SCE's request is reasonable.? ORA concludes with the recommendation that SCE supplement its Application with the response to ORA's data request. SCE hereby requests the ALJ to supplement the Application with SCE's response to the ORA's data request titled "Southern California Edison Company Data Request No. ORA-2 LIEE 2005 Budget Support" marked SCE-3 and sponsored by Mr. John Nall. (SCE-3 is attached hereto.) B. SCE-2 -Estimated CARE Subsidv ORA's Limited Protest recommended further review of SCE's estimated CARE subsidy costs.! ORA expressed a concern over the subsidy cost increases over the past few years and sought an explanation from SCE in a data request. ORA indicated they did not object to this issue if it is properly supported. ORA thus suggested SCE should provide supplemental information to its Application explaining how this increase came about. SCE did provide a response to ORA's request on August 10, 2004, which explained the factors leading to the increase in CARE subsidy from 2002 -2005. ORA acknowledged receipt of SCE's response on August 10, 2004. ORA stated ". . . an initial review of the response 1 ORA Limited Protest dated August 13, 2004 at p. 2. 2 Id. at P. 3. ! Rule 24 Compliance Rule 24 of the Commission's Rules of Practice and Procedure, requires the application to (a) notify the state, each county and each city by mail about the application and proposed rate increase and (b) to publish in a newspaper of general circulation in each county a notice of the application and general terms of the proposed increase. Proof of such publication should be filed with the Commission prior to the opening of any hearings. Rule 24 also requires a notice in the customer's regular bill if the increase if for other than a pass through of only incurred costs for services or commodities furnished by it.
