Funding Source: Not applicable. Recommended Action: Motion to: 1. Approve the submittal of a Proposition 10 grant application; and 2. Request that the Children's Needs Task Force bring a full report back to City Council in August for final approval. Alternative Action(s): Do not apply for the Proposition 10 grant. Analysis: The Children's Needs Task Force (CNTF) is an effective, working group of well connected and committed community members implementing a well-developed action plan with great success. Recent evidence includes the initiation of the citywide Character Awards and the wide distribution and endorsement of the city's Resolution for Children and Families. The CNTF is now working on its next major goal, one that has been "on the burner" since the Task Force was convened by Mayor Moulton-Patterson in 1995...that of a Family Resource Center. Mayor Pam Julien Houchen and Shirley Dettloff, CNTF council liaisons, are in agreement with the CNTF concerning the need for the center. Communities with healthy and enriched children and families are communities that flourish. With the passage of Proposition 10 and the inception of the Orange County Children and Families Commission, hundreds of thousands of dollars have been distributed to cities and agencies throughout the County in order to promote the health of children aged zero to five, access to counseling and education for families with these children, and school readiness. U~ f *EQUEST FOR COUNCIL ACION MEETING DATE: June 18, 2001 DEPARTMENT ID NUMBER: CS 01-042 The CNTF is collaborating with highly successful agencies and school districts to bring a Family Resource Center and network to Huntington Beach. Partnerships will include but not be limited to the Huntington Beach Library, Huntington Beach Community Clinic, West County Counseling Services, Huntington Beach Union High School District's Adult Education/Parent Education Department and Coast High School Pregnant and Parenting Teen Program, Huntington Beach City School District, Ocean View School District, West Orange Consortium for Special Education (WOCCSE), and the Latino Health Access. The CNTF has now received the assistance of a consultant from FaCT (Families and Children Together), funded by Proposition 10, to assist us in our planning, grant submission, and early implementation. Our city is in need of these resources now available from the county. Huntington Beach has been identified as an underserved area with the capacity for an outstanding Center. Proposition 10 funding will provide the catalyst for a solid start-up effort and sustained implementation in the years to follow. Similar resource centers county-wide have gone on to earn FaCT funds, private donations, non-profit foundation grants, school district in-kind support, Federal grants, and community agency support. However, if the source of this effort, Proposition 10, is eliminated or this grant should terminate, the CNTF will dissolve the Center, or relocate and reduce its operations. It is the intent of the CNTF that the General Fund will not pick up the costs of this program if outside funds are not able to fully pay for it. The purpose of the Family Resource Center is to provide Huntington Beach families with a "One-stop Center" for children's needs including educational resources, health and medical options, parent education and parenting classes, child and family counseling resources and referrals, Distance Learning through Adult Education, early identification of needs, and school readiness. Several sites are under consideration for the Family Resource Center, among them the Boys & Girls Club, Huntington Beach Central Library and closed school sites. The resources for lease/rental etc. for the site are reflected in the grant budget. Children's Needs Task Force Recommendation The CNTF unanimously endorses this application process and the plans for this Center and requests Council to approve the submittal of the grant application. The CNTF will continue to develop and revise the application, budget, and action plan prior to submitting to the O.C. Commission on June 25t . The CNTF recognizes that the City Council will have an opportunity to discuss and approve the plans for the Family Resource Center as soon as the draft proposal is prepared. Analysis: As stated in the previous Request for,Council Action dated June 18, 2001, the Children's Needs Task Force (CNTF) is cotl6borating with highly successful agencies and school districts to bring a Family Resource Center to Huntington Beach. At the June 18, 2001 meeting, there were concerns expressed by some members of the City Council, in particular the idea that the CNTF might be moving too fast in going after a "full program" grant. The CNTF has, after some reflection, decided that it would be more prudent to apply for a "planning" or Capacity Building Grant. Capacity Building Grants are intended to provide one-time start-up funding for agencies to assist in developing the organizational and service infrastructure to effectively provide services in the future.
