SUBJECT: APPROVE APPOINTMENTS/REAPPOINTMENT TO THE
CHILDREN'S NEEDS TASK FORCE

Statement of Issue: There is one adult vacancy and three student vacancies on the
Children's Needs Task Force.
Funding Source: Not applicable
Recommended Action: Motions to:
1. Approve the appointment of students Stephanie Morley and Lesley Stahl to the Children's
Needs Task Force for a term of August 1, 2005 to June 30, 2006;
2. Approve the reappointment of student Katherine Do for a term of August 1, 2005 to June
30, 2D06; and
3. Approve the appointment of Robert Hart for a term of August 1, 2005 to July 30, 2009.
Alternative Action(s): Do not make appointments/reappointment to the Children's Needs
Task Force at this time, and request further review by the Council liaisons.
Analysis: There are currently two students and one adult applying for appointment to the
Children's Needs Task Force, and one student applying for reappointment. The vacancies on
the task force were posted at City Hall. A press release was also published in local
newspapers. A flyer and application were sent to all middle and high schools in the
Huntington Beach Union and Ocean View School Districts, as well as private schools for
grades six through twelve. The proposed candidates were reviewed by the Council liaisons,
and their qualifications were deemed suitable for the Children's Needs Task Force. Each
candidate demonstrates a committed interest in the welfare of children:

1. Katherine Do has become an integral part of the Children's Needs Task Force.
Katherine actively participates in Task Force events to further educate the
community on the needs of children, and contributes to each meeting in a positive
and effective manner.
2. Lesley Stahl works within her school organizations to help improve the overall
condition of her school's environment. She feels it is important that her community
has the best environment and activities available for the youth in Huntington Beach.
3. Stephanie Morley sets a positive example for her peers by demonstrating leadership
and integrity on a regular basis. Stephanie's willingness to assist other students by
tutoring, conflict management, and her position as class representative, are
examples of her dedication to education and civic mindedness.
4. Robert Hart is a Registered Nurse and father of two who has dedicated his life to the
health and welfare of others. Robert has a sincere desire to help the children in the
community by becoming involved in the development of programs to assist them and
shape their futures.
Staff concurs with the recommendations of the Council liaisons.

to August 31, 2008;
2. Approve the appointments of Adam Buttons and Rebecca Keene to the Children's Needs
Task Force for a term of September 1, 2004 to August 31, 2008;
3. Approve the appointment of student Katherine Do to the Children's Needs Task Force for
a term of September 1, 2004 to April 30, 2005; and
4. Approve the reappointment of student Travis Holler for a term of September 1, 2004 to
April 30, 2005.
Alternative Action(s): Do not make appointments/reappointments to the Children's Needs
Task Force at this time.
Analysis: There are currently six (6) adults and two (2) students applying for reappointment
or appointment to the Children's Needs Task Force due to the expired terms of Ian Collins,
Patricia Guidotti, Phyllis Lembke, Catherine McGough, and Jolene Miller, and the resignation
of Frank Berry. Student representative Travis Holler is seeking reappointment, and Katherine
Do is applying for a student vacancy created by Veronica Gomez.
The vacancies were posted at City Hall and the libraries. A press release was also published
in local newspapers. A flyer and application were sent to all middle and high schools in the

Huntington Beach and Ocean View School Districts, as well as private schools for grades six
through twelve. As more applications are received, staff will try to fill the other two student
vacances on the task force. The proposed candidates were reviewed by the Council liaisons
and their qualifications were deemed suitable for the Children's Needs Task Force. Each
candidate demonstrates a committed interest in the welfare of children:
1. Adam Buttons wishes to make a difference in Huntington Beach by serving his
community. He believes that it is important to set an example for young people and to
give back to the community.
2. Ian Collins possesses 31 years of school administration experience and has a sincere
desire to meet the needs of children in Huntington Beach.
3. Katherine Do sets a positive example for her peers and believes that children are the
future. She recognizes the importance of giving children a stable environment and a
voice.
4. Patricia Guidotti has served the Huntington Beach community for 17 years and believes
in helping today's young people become productive citizens who will give back to their
community.
5. Travis Holler is a student who gives 110% in all of his endeavors. He believes that his
involvement with many different youth programs allows him to be very attentive to the
needs of the youth of Huntington Beach.
6. Rebecca Keene brings 17 years of experience as an elementary educator and is
passionate about the needs and rights of children and their families.
7. Phyllis Lembke brings to the task force 30 years of experience as an adult educator and
20 years of early-childhood education experience. She wishes to continue in the work
that she began with CNTF in 2000.
8. Catherine McGough was appointed in 2000 and brings to her volunteer service 30
years in high-school teaching and administration, and 17 years in adult education.
Staff concurs with the recommendations of the Council liaisons.
