Statement of Issue City Council is requested to approve in concept the initiation of a
Huntington Beach Collaborative, a network of service providers created to heighten
community awareness, share information, and assist in improving the quality of life through
interactive participation City Council will authorize staff to issue a request for proposals
(RFP) for a professional consultant to assist in organizing the Huntington Beach
Collaborative during the first year

Recommended Action
1 Move to approve in concept the creation of a Huntington Beach Collaborative, a
network of service providers to increase community awareness, share information, and
assist in improving the quality of life in the Huntington Beach community
2 Move to authorize staff to issue a request for proposals (RFP) for professional services
to assist the Collaborative in establishing its mission and vision organize various task
forces (clusters), maintain membership lists, and provide for general administrative
support for one year

Analysis
Initial interest has been demonstrated in establishing a Huntington Beach Collaborative
The community collaborative concept is taken from a successful model in the City of
Westminster that has increased the awareness of services available and heightened the
effectiveness of the various service providers The Westminster Collaborative, officially
created in 1995, is the community's way of connecting the public, non-profit, and for profit
agencies together to maximize resources and avoid duplication of effort The Westminster
Collaborative diagram is shown as Attachment 3 The Volunteer Exchange, a non-profit
organization, is providing administrative support to the Westminster Collaborative To
provide an estimated cost for administrating a community collaborative on an ongoing basis,
the one year operating budget for the Westminister Collaborative is approximately $10,000
The member organizations support the administrative costs and the Collaborative members
have held a minor fund-raiser Importantly, due to the collaborative effort of the members
the Westminster Collaborative can be credited with successful grant awards totaling $ 6
million in the three years since its inception
With the encouragement of Mayor Bauer and Mayor Pro Tempore Dettloff, three
investigative meetings were held to explore the collaborative concept A draft mission and
vision statement (Attachment 1) was authored by staff to be given to a steering committee
for further consideration if the collaborative concept is approved by City Council
At the last meeting on May 14, attendees were asked about their interest in participating in a
steering committee, those volunteers are identified in Attachment 2 These persons are
aware that the collaborative will not be a board, commission, or committee of the City of
Huntington Beach, however, several city programs will be involved in the Collaborative as
members The City's involvement is primarily to serve as the initial catalyst to enable the
service providers to become organized With City Council's appoval of the concept of a
Huntington Beach Collaborative, this group will meet again
It is anticipated that a consultant may be needed to assist with the formative effort Due to
the administrative nature and outreach element of creating the collaborative, the cost of
hiring a consultant is eligible as an administrative cost in the Community Development Block
Grant program Responses to the RFP will be analyzed for cost effectiveness before
selecting a consultant Through the CDBG administrative budget sufficient funds will be
available during the 1997/98 grant year that begins July 1, 1997 If City Council approves
the collaborative concept, the steering committee will assist Economic Development staff
with refining an RFP and selecting a consultant After six months, the members shall assess
the ongoing administrative needs of the Collaborative to determine future costs
