Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments
STATEMENT OF OBJECTIVE: The City has been acquiring right-of-way along
Yorktown Avenue between Delaware Street and Beach Boulevard in anticipation of the
subject project. The acquisition of the parcel at the southwest comer of Yorktown
ny ni a anri Florida c+ract is necessary to improve the stree and pedestrian access and
increase the likelihood of future grant funding for the project.
RECOMMENDED ACTION:
1. Authorize the Director of Real Estate Services to acquire for the City the
property at 620 Yorktown Avenue, relocate tenants, and demolish of the
structure including removal and disposal of any asbestos, for a total amount
not to exceed $250,000; and
2. Authorize the City Clerk to accept the deed on behalf of the City; and
3. Authorize the Director of Public Works to advertise the demolition of the
residence at 620 Yorktown Avenue and solicit bids for the work; in
anticipation of the Yorktown Street Widening Project, from Delaware Street to
Beach Boulevard; CC-884.
ANALYSIS: Design is complete for a project which is comprised of a series of spot
widening along Yorktown Avenue, between Delaware Street and Beach Boulevard. The
Florida/Utica Task Force has identified this as an extremely important project. The
project is necessary, primarily, in order to establish safe street right-of-way and sidewalk
areas for pedestrians so that they are not forced to walk in the bicycle lane on the street
pavement.
The City was unsuccessful in applying for outside funding for the project during the last
round of Measure M applications. Therefore, it is anticipated that this $2.4 million project
will be phased over several years. That, however, doesn't preclude future Measure M
grants. By completing the design and moving ahead with a first phase of right-of-way

acquisition future grant applications will stand a better chance of success. There is
$525,000 set aside in the 1994/95 Fiscal Year Gas Tax Budget for the first phase of a
right-of-way acquisition. It was originally intended as a possible local match for a grant.
Staff has negotiated an agreement for purchase of this parcel needed for right-of-way
and the residence on it for $210,000 plus closing costs.
The City will need to remove the residence on the property which sits astride the
necessary street right-of-way easement. Because there is currently a tenant in the
residence, staff will relocate them as required by law. The home will be demolished
when the tenant has been relocated. The above funding will cover costs of relocation
and demolition as well as acquisition.
ENVIRONMENTAL STATUS: No study.
FUNDING SOURCE: 1994/95 Fiscal Year Gas Tax Funds
ALTERNATIVE ACTION: Forego this right-of-way acquisition.
