[x] Yes [ ] New Policy or Exception Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments: STATEMENT OF ISSUE: The residence at the southeast corner of Yorktown Avenue and England Street is for sale. The acquisition of this parcel is necessary for the Yorktown Widening Project. RECOMMENDED ACTION: 1. Authorize the Director of Real Estate Services to acquire for the City the residence at 602 Yorktown Avenue (at the southeast corner of England Street) for an amount not to exceed $185,000. 2• Authorize the City Clerk to accept the grant deed on behalf of the city. .. ANALYSIS: Design is nearing completion for a project which is comprised of a series of spot widenings along Yorktown Avenue, between Delaware Street and Beach Boulevard. The Florida/Utica Task Force has identified this as an extremely important project. The project is necessary, primarily, in order to establish safe sidewalk areas for pedestrians so that they are not forced to walk in the bicycle lane on the street pavement. The City was apparently unsuccessful in applying for outside funding for the project during this recent round of Measure M applications. Therefore, it is anticipated that this $2.4 million project will be phased over several years: That, however, doesn't preclude future Measure M grants. By completing the design and moving ahead with a first phase of right—of—way acquisition, future grant applications will stand a better chance of success. There is $200,000 set aside in the 93-94 Fiscal Year Gas Tax Budget for the first phase of right—of—way acquisition. It was originally intended as a possible local match for a grant. Our Real Estate staff has learned of a residence for sale within the project area. Staff has negotiated an agreement for purchase of the parcel and residence for $185,000 including closing costs. It is felt by staff that such an acquisition, during this economic climate, would be advisable. Because there is currently a tenant in the residence, staff intends at this time to only remove overgrown landscaping along the Yorktown side of the home and install a temporary asphalt sidewalk to get pedestrians out of the street. The home would be demolished in the future when the tenant vacates. FUNDING SOURCE: Gas Tax/Account Number E-SF-PC-890-6-10-00. ALTERNATIVE ACTION: Forego this right-of-way acquisition.
