They fully recognize that land prices are constantly increasing which lends a degree of urgency to such acquisition. They also recognize that funds for improvement are scarce but they feel that as many sites as possible should be acquired immediately and their improvement postponed to a future date. To this end, the Planning Commission unanimously recommends that the City Council give serious con- sideration to using the power of Eminent Domain to acquire sites after all other methods tail. Therefore, we are unable to acquire property in the area. Re: PROPOSED PARK SITE. Lot 61, Tract Noo4037. City of Huntington Beach. App. No.10. City of Huntington Beach, City Hall, Civic Center, Huntington Beach, California. Attention: Mr. Doyle Miller, City Administrator. Gentlemen: Pursuant to your request and authorization per letter dated March 23rd, 1963 , I have made an appraisal of the property located at Ruth Drive, Sycamore Lane and Sylvia Drive, City of Huntington Beach and submit herein my appraisal report. The purpose of this appraisal was to estimate the market value of the subject property for park purposes. Property rights appraised are the fee simple estate assuming the property as being clear and free of all liens. Market Value is defined as the highest price estimated in terms of money which the property will bring if exposed for sale in the open market, with a reasonable time allowed to find a purchaser, buying with full knowledge of all the uses and purposes to which it is best adapted and for which it is capable of being used. Following is my appraisal and opinion of value: Property Description: Owner: Margaret Kettler. Location: Southerly of Heil Avenue, between Golden West Street and Edwards Street, Huntington Beach. as iz 3 2 City of Huntington Beach, Viand Acquisition Service, Inc. , Attn: Mr. Doyle Miller. April 3rd, 1963. Legal Description: Lot 61, Tract No.4037. Present Use: Vacant. Highest and Best Use: Park or Recreational Facility. Dimensions: Irregular. Area: 3.05 Acres. Shape: Generally rectangular. Topography: Below street level, some irregularity. Soil: Contains considerable organic material. Utilities: All available. Streets: Ruth, Sylvia and Sycamore are standard residential streets. Assessorts 1962-63 Date: A.P. No. Land Imps Total - 146-172-9 $21040 $ -0- $21040 Improvements: None. The general area is rather low and subsequent development has been slowed somewhat by the Orange County Flood Control program. Presently this situation has been resolved to a great degree. Westerly of the subject property, on both sides of Springdale Street, there is considerable new development of above average single family residences. The subject property itself falls within the general boundaries of Tract No-4037. Of primary consideration in the value approach is the fact that the subject property contains excessive peat and organic material. A report dated 6-5-62 by Donald R. Warren Company indicates the subject parcel is not considered adequate to support structural loads. It was felt the cost to cure this condition might be as high as half the value of satisfactory acreage, This contention is based upon the fact that the developer of Tract No.4037 deleted the parcel from the tract due to excessive cost to cure. Inform- ation as to the actual depth of the unsatisfactory soil was unavailable to this appraiser. 3 City of Huntington Beach, Land Acquisition Service, Inc. , Attn: Mr. Doyle Miller. April 3rd, 1963. The valuation noted herein was arrived at by adjusting indicated acreage values for the sale of potential R-1 acreage. This adjustment was arbitrarily set at 50%. The best and most recent sale in the area was of 5 acres to the Ocean View School District on 3-23-63 at the rate of $18,000 per acre. Sales in the greater Huntington Beach area of comparable acreage tend to substantiate this value. Practically speaking, it is obvious that the only compatible use for the property is for a park site, and the 50% adjustment is therefore subject to negotiation based on detailed engineering on the cost to cure. By reason of my investigation and analysis, and by virtue of my knowledge, education and experience as a real estate appraiser, I have formed the following opinion of value, as of April 1st, 19630 TWENTY SEVEN THOUSAND FIVE HUNDRED ($27000-00) DOLLARS I hope the above information is sufficient for your purpose. Supporting data used, in part, in arriving at my conclusion of value is available in my files. Should it be necessary I would be pleased to prepare a comprehensive report on the subject property. Basic to this is a recognition that certain park and recreation fees are about to be released for use which. will create a demand upon the city to purchase playground and park sites. Thus, a purely objective approach to site selection is desirable so that these funds will return the greatest benefit for the dollar spent. At the outset, it was found necessary to limit the scope of this interim study to neighborhood parks and playgrounds . There are two important reasons for this decision. First, the most pressing need for recreational facilities appears ,to be at the neighborhood level. Second, and foremost, a comprehensive recre- ation plan must necessarily include all types of recreational facilities - neighborhood level, community level; district level, and city-wide or regional level. Obviously the time factor would not permit such. an undertaking, particularly in view of the eminent release of some $400,000 in funds for which there will, no doubt, be a tremendous demand upon the city to purchase playground and park sites . Therefore, this interim approach. has been taken with, only one objective in mind, and that is to provide a good factual basis for deciding what neighborhood playground and park sites should be purchased in the immediate future. In order to establish. basic criteria for the selection of neighborhood recreational facilities, it was deemed necessary to review the generally accepted standards and recommendations of - 1 - r-- various responsible associations and committees. These findings are presented under the heading, STANDARDS FOR THE SELECTION OF NEIGHBORHOOD PLAYGROUNDS AND PARKS . Commensurate with, this, a complete inventory of existing and planned parks within the City of Huntington Beach and within our neighboring cities was made. From this point, based on land use and the availability of sites, proposals for future playground and park sites were made. These are graphically displayed on the en- closed map. Subsequently, we launched into a process of evaluation of these proposals, which is fully explained under the heading, BASIS FOR .RECOMMENDATIONS . Finally, certain recommendations are made. These recommendations represent conclusions drawn from a site-by- site analysis of the various proposals. 2 F- STANDARDS FOR THE SELECTION OF NEIGHBORHOOD PLAYGROUNDS AND PARKS Standards used by most cities for recreation areas have, for many years , been based on those developed by the National Recre- ation Association. In a few cities, these standards have been varied to fit local conditions, expecially with respect to popu- lation density; however, in most cases these variations have been minor. The standards presented here are based on those developed by a number of national recreation groups. They are essentially a composite of standards established by the National Recreation Association, American Public Health. Association, Athletic Institute, and the California Committee on Planning for Recreation, Park Areas and Facilies. Combined Recreation - School Centers. Recreation facilities should be combined with school facilities. The two are closely related and their purposes, programs and activities overlap. Moreover, it is more efficient to design, construct, maintain and operate these facilities jointly. Recreation facilities and schools also have .the same service areas and can be most practi- cally planned on a neighborhood basis . A service area radius of one-quarter mile is considered the ideal radius for a neighborhood p and the combined school-recreation center should be located near the center of this service area. 3 - NEIGHBORHOOD PLAYGROUNDS, The following standards a•re given in terms of : age groups served, size of facility, population served, preferred location, and maximum radius of service area. Normally, an analysis of this nature includes the types of build- ings and equipment that should be provided. However, the types of buildings and equipment that are needed will depend on the recreation programs that are to be carried out. Thus, facilities planning should follow after ® not come before ® program planning. Age Groups Served, Neighborhood playgrounds are the chief outdoor center for elementary school children. Equipment which permits a wide range of normal play activities should be provided. The playground should also be a place where preschool children can play in a protected area under the supervision of a parent or ._ . . _ older . chi1d, and where high school children and adults can enjoy games that require little spaced Size of Facility and Population Served, The range of play- ground sizes is limited by the minimum area that will accommodate required activities, and by the maximum number of children that can conveniently participate in all activities . The smallest playground that can accommodate a good range of equipment and activity space is approximately 2.75 acres , It should not serve more than 1,000 people , Playground sizes for more than 1,000 people should be increased according to the stand- ards in TABLE IQ Six acres is considered the maximum size for a standard playground. Where the population exceeds 5,000 persons, 4 two playgrounds should be provided. However, where a single elementary school serves more than 5,000 persons it may be im- practical to provide two standard playgrounds. In such cases, the additional area required may be provided either by adding to the school playground or by providing additional play spaces with less than full equipment . A neighborhood playground should be located in the center of a neighborhood and adjacent to the elementary school. Moreover, a playground site should be so located that children do not have to cross a hazardous condition, such. as an arterial highway, railroad, industrial development or business center. Maximum Radius of Service Area. TABLE II depicts maximum travel distance for neighborhood playgrounds and parks. Shade, walks, benches and a pleasant view are the chief requirements for passive recreation areas. Definitely desirable is an informal free-flowing design of park space, so that many families may enjoy close proximity to a park and may walk through it on their way to various activities. Age Groups Served. All ages, but particularly mothers with small children and senior citizens. Size- of Facility and Population Served. A minimum of 12 to 2 acres is recommended for any neighborhood park. Park area re- quirements in relation to th.e size of a neighborhood are given in TABLE III. In these recommendations a distinction is made between - 6 - developments where families have private outdoor space and those lacking private yards , because it is felt that standards should reflect the special importance of parks in areas of high density. In any form, the park should present a leisure atmosp ere-. BASIS FOR RECOMMENDATIONS The approach taken in evaluating neighborhood playground and park needs was, of necessity, broad in nature, It was considered a mandatory requirement that all developed, partially developed, And areas subject to rather immediate development be within the scope of study.3 This may seem deceptive at first consideration; however, a recognized need for recreational, facilities does or will exist, to varying degrees, in all residential areas. Thus, thirty-eight sites were proposed as possible areas for playground and park development. Coupled with. these proposals, existing and planned recreational facilities within the city and within our neighboring cities were inventoried in order to present a total picture. It was then hypothesized that out of the thirty- eight proposals there would emerge several playground and park sites that would be ideal or near ideal in nature. TABLE IV delineates the process of evaluating these propoded sites6 First it was necessary to establish an estimate of popu- lation within the effective service distance of a site. This was done by coupling data from the recently completed U. S. Census with existing and anticipated land use information. 3 In. view of their master plan programs, Huntington Harbour, Huntington Beach Company and Signal Oil and Gas holdings were ex- cluded from the evaluation process . 8 The previous section, STANDARDS FOR THE SELECTION OF NEIGHBOR- HOOD PLAYGROUNDS AND PARKS, establi'shed criteria for site selection. These criteria then determined acreage requirements (based on es- timated population) and become evaluaters in TABLE IV, A point system was devised that would be applicable to the process . Sub- sequently, each proposed playground and park site was subjected to an evaluation and received a score based on how the proposed site fit the various criteria. It was possible to attain a maximum score of forty-five points. The scores ranged from a maximum of forty-five to a low of twenty-one. Thus, the original hypothesis was borne out. Several proposed sites did emerge and are now recognized as being ideal or near ideal in nature. 9 RE COMENDAT I ONS It should be recognized, from the be'ginning, that certain areas within the City of Huntington Beach. will have a deficit in recrer- ational facilities. The City can not meet all recreational needs ; therefore, park and playground sites that will best serve a given population should receive first consideration. The following table presents specific recommendations based on the order of desirability. These recommendations fall into groups because of the evaluation procedure. This merely indicates that any given site within Group 1, for example, is as desirable as the next. Certain points of conjecture do arise in a process of this nature. For example, Sites 25 and 30 have received the highest rating possible. Present population within the effective service distance of these sites is low, and the immediate need is not there. Howeverb both, sites represent an opportunity to purchase good- re- creational areas in anticipation of the future need. On the other hand,, Sites 9 and 13 fall into Group 3 on the Desirability Rating, Present population within the effective service distance of these sites indicates an immediate need; however, these sites do not meet the established criteria as well as those in Group 1. Certainly cost considerations and actual site acquisition will alter desirability and the order of purchase. Nevertheless, this does not affect the validity of the following recommendations. The members of the Bolsa Chica Homeowners Association respect- fully request that you initiate the necessary action to purchase a park site with a minimum of ten acres in the 880 acre Industrial Park located north of Edinger, west of Springdale and east of Bolsa Chica, 2. There are approximately 3500 homes bordering the Industrial Park, with a population of approximately 14.,:000 people* This will increase with the completion of the Scandia Trailer Park at the northeast corner of Heil and Bolsa Chica, and the proposed apartments at Kona Lane and. Bolsa Chica. It is.; illegal to play in the streets; school grounds cannot be used during school hours and are not suited for family outings; traffic is continually increasing, all of which constitute a safety problem as well as a serious morale problem. We feel there is definitely a need for a park.. 3. The existing park sites, Golden West, Murdy and Dump Site, are a tremendous asset to the northwest area of Huntington Beach,, but they are just out of reach of our area., and as homes and other dwellings begin to surround these sites, they will. not be: able to accommodate the entire area. Fortunately, the city fathers have planned ahead by assessing each builder $50.00 per lot, now increased to $100.00, for the acquisition of park sites. The 3500 homes referred to above constitute an investment of approximately $175,000 not counting the anticipated continued development in this area. It is recommended that these funds be used for the acquisition of the requested park site* 4. The development of a sizeable park adjacent to the Marina High School would inhance the appearance of the school and, being centrally located, would allow for maximum utilization. Some arrangements might also be made with the school board to use the outdoor recreational facilities of the school. The completion of Sugar Avenue and Graham Avenue through the Industrial Park will provide entry to the park site depending on your selection of a suitable location. A- buffer park zone between the high school and the Robinwood tract would also isolate the industry in the area to maintain a rural appearance. 5* In summary we feel that: a. A requirement exists, b. Present sites are not adequ6te; c., The land is available via eminent domain or outright purchase d.. Funds are, or will be available. A bond issue is recommended if necessary.
