City of Huntington Beach CJTY W[ntington Beach, California Gentlemen: The Planning Commission at their February 20, 1968 meeting requested postponement of further action or negotiation on the acquisition of five residential lots adjacent to the H.B.--JU-"fiiUf""High School Site and the Edison Company right-of-way, -north of Hamilton Avenue and west of Brookhurst Street. This action was taken so the Planning Commission can conclude their investi- gation- and make a recommendation as to the desirability of acquiring these lots . This matter was originally considered by the Planning Commission at their January 16,, 1968 meeting; ,however, action was postponed to allow time for evaluating the possibility of providing parking elesewhere. The Planning Commission also requested that the City Council consider withholding action on matters requiring Planning Commission recommendations until such recommen- dations are rendered. It is rather disconcerting to realize that the cityls attitude is as inflexible as is indicated in your letter. The time and money spent to acquire the interest that the city wishes to be dedicated for street widening is considerable and worth many more times the value of Lot 27. I believe I have done the city a service in creating a useable parcel out of a conglomerate of lots that were distressfully entangled with legal problems. Certainly the city should be aware of the practical difficult- ies in their demand for additional compensation and should realize that this creates an unnecessary hardship on my part. However, in I a further attempt to justify a trade for the cityt-s parcel, I propose to offer the following 3 lots : Lot 39, 61 and 63 in Block D of Tract No, 392. Please let me hear from you with regard to this proposal and I am sure you understand my position in this matter. Inasmuch as all developers within the city are required to dedicate for street widening purposes and to improve same, your proposal would be in violation of our existing ordinance code. If you own an additional lot in Block C or D of the above mentioned tract of equal fair market value, the City Council would possibly consider a trade. Box 190 Huntington Beach, California 92648 Dear Mr. Miller: Pursuant to our conversation last month, I am enclosing a plat map indicating the property that I own, outlined in red, at the northeast corner of Goldenwest and Warner Avenue, My request at our last meeting was that I wished to acquire Lot 27 from the city of Huntington Beach at no additional cost to me. In exchange, I will dedicate as required, all of Lot 25 and what other dedication rights and improvements the city requests . The reasoning for my wish to trade these respective interests I is due to the fact that the grouping of these lots has covered a period of seven years work and at a considerable expense. This assembly does not consist of acreage where a simple dedication of j frontage for street widening would be of little concern. Lot 25, for instance, entailed my opening or dealing with six probate estates and negotiating with approximately 25 different individuals and attorneys. Lot 25 is the lot that will be lost entirely by dedication for street widening. The acquisition of the remaining lots were all equally as difficult and costly. The time and money that I have expended in this project is a prohibitive one and an additional cost for lot 27 plus the dedication for street widening, would make this an unprofitable venture. Dear Sir: At the present time I lease the property on which my Sandblast and Metallizing Company is located, at 8671 Edison and 8641 Edison, from the City of Huntington Beach. As per our telephone conversation, I respectfully request that I be given the opportunity to purchase these parcels of land,. in order that I can improve it and expand my business. At present I am operating from several make shift sheds, and during inclement weather I am forced to close down operations. I have inquired as to the possibility of constructing a building on this property, however, the bank will not loan money to construct a commerical building on this leased property. The advantages would be many; I would not only clean up and improve the present sites but having the only industry of this type within the community, when I enlarge my business it would create additional industry and payroll for our fine City. I respectfully request that I be given the opportunity to discuss with you and members of the Council, in order that we might negotiate a financial arrangement that would be beneficial to all parties concerned. I would appreciate this matter being expedited at an early date, and T - -2— would be grateful for any consideration you and the Council might make.
