Funding Source: Not applicable. Recommended Action: Direct staff to solicit proposals for a consultant to analyze surplus school sites, youth sports, and recreation open space needs for the community. Alternative Action(s): Do not solicit for a consultant. Analysis: The school districts and the city have been discussing the youth sports issues and park issues as they relate to recreation open space citywide including closed school sites. It has been determined that a consultant is required to inventory existing facilities and analyze current and future needs of the community. Such a study would be especially useful as closed schools are being considered for alternative uses such as residential and commercial. The reuse of closed schools could result in the loss of recreation open space in the community that could impact thousands of youth who participate in organized sports as well as individual neighborhoods that utilize school sites for recreation open space. REQUEST FOR COUNCIL ACTIuN MEETING DATE: 11/20/95 DEPARTMENT ID NUMBER: CS 95-043 A committee of school districts and city representatives has prepared a task list (attached). Staff is seeking City Council permission to solicit for proposals to determine the cost of such a study. The city and school districts will then discuss the issue of payment for the consultant (example: city pay 50%; school districts pay 50% of total costs). When the cost of the study is known, staff will return to City Council with a recommended consultant and proposed funding. Environmental Status: Attachment(s): 1. Task list 0015358.01 -2- 11/14/95 8:51 AM REQUEST FOR PROPOSAL TASK LIST RB Schools Youth Sports Parks and Other Recreation Open Space The City of Huntington Beach, Ocean View School District, Huntington Beach City School District, Huntington Beach Union High School District, Fountain Valley School District, and Westminster School District are soliciting proposals to study the reuse of school sites, parks and other recreation open space . and the impact of future development on youth sports and recreation open space. A financial analysis and an examination of recommended alternatives Will be included as part of the study. In addition to the study, a facilitator is being requested as pan of the project to assist in identiMng and explaining the issues and recommendations to the public. ALTERNATIVr 1 The City and the School Districts »ill submit to the consultant an inventory of vouch spore facilities on city and school properr, including acreage, type of fields, and number of fields. The School Districts will pro%ide the consultant with the current school facilities master plans to determine projected demographics and future utilization of school sites. The folloaing.tasks need to be addressed M° the consultant in the study and a proposed cost for each task should be identified: TASK 1. Survey youth sports groups, including total number of yoLLh and nam. ber of Huntington Beach residents in each group and verify number of youth by providing copy of youth group's mailing list. Determine frequency of use and the impact (i.e., hours needed for practice and game schedules). 7:4SK 2. Identify issues and possible solutions relative to youth sports such as facility development and maintenance, lights, parking, resrooms, etc. TASK 3. Evaluate current and future needs of each sport and the corresponding impact on parks and school sites. This v6ll include examining alternative scenarios as to -which school sites are used for youth sports field space and identifying alternative sites for field space when a school is going to be reused as residential or commercial TASK 4. Evaluate the need for neighborhood parks in quarter sections with closed schools (include acreage). Evaluate the need for neighborhood parks if there is no park in the quarter section if the existing park space is inadequate. Compare sections of the city where no closed school site is available to other sections where potential school space is available. RECOMMENDATIONS TASK 5. Provide recommendations as solutions for reuse of school sites, parks and other recreation open space and the impact of future development on youth spore and recreation open space.
