Wilson, City Manager PREPARED BY: Bob Hall, Assistant City Manager SUBJECT: Authorize issuance of a Request for Proposal (RFP) for a Private/Public Partnership to determine development feasibility of the 11.5 acre County -owned former Gothard Landfill property Statement of Issue: The City Council is asked to authorize the issuance of a Request for Proposal (RFP) for a Private/Public Partnership to determine development feasibility of the 11.5 acre County -owned former Gothard Landfill property located just south of the Gothard Street and Talbert Avenue intersection. Financial Impact: None Recommended Action: Approve and authorize the City Manager to issue a Request for Proposals for a Private/Public Partnership to determine development feasibility of the 11.5 acre County Owned Former Gothard Landfill property. Alternative Action(s): Do not authorize the issuance of the RFP and direct staff accordingly. Analysis: Staff is requesting approval from the City Council to issue an RFP for a Private/Public Partnership to determine development feasibility of the 11.5 acre County Owned Former Gothard Landfill property located just south of the Gothard Street and Talbert Avenue intersection. The subject property is located immediately east and adjacent to the City -owned former Gun Range property and consists of two parcels identified as Assessor Parcel Numbers 111-071-35 and 111-071-37. A small portion of the vacant property was formally occupied by the Job Center and may soon be the location of the Beach Cities Interfaith Services, Inc. Food Bank Facility. The City does not control the subject site, though the County has indicated it would like to transfer its ownership interest to the City. Staff envisions a recreation -oriented use on the property that would complement Central Park and the Sports Complex. Given the site's history as a former landfill, any such endeavor would be costly and require substantial investment. In the past year, several Developers have expressed an interest in developing the site. On March 11, 2013, the project was presented to the Economic Development Committee. The Committee recommended an RFP be issued to gauge the development community's interest in the project. KB -227- Item 9. - I Dept. ID ED 13-07 Page 2 of 2 Meeting Date: 4/15/2013 Staff is -seeking approval to work with the County to issue an RFP to determine the site's development feasibility. Upon selecting a Developer, staff would prepare an Exclusive Negotiation Agreement (ENA) for Council approval. The ENA would provide the selected Developer assurance that the City would work exclusively with the selected Developer for a specified time period. In return, the Developer would agree to conduct a thorough site due diligence review and development feasibility study. Upon the end of the ENA term, both parties would have to have to mutually agree to proceed with the project. The RFP/ENA process is expected to take 12 to 18 months. A site development project would take three to five years to complete. Environmental Status: No project is currently proposed at the site.
