Statement of Issue: There is a need to purchase six encyclopedia lots within Huntington
Central Park offered by the Lee Family.
Funding Source: Park Acquisition & Development (PA&D) Fund Account Number E-SK-
CS-340-601-6-10-00 in an amount not to exceed $70,000. f/D_/5,2-0 9
Recommended Action: Motion to approve the purchase of the followin six lots from the
Helen Lee Family with Assessor Parcel Numbers 110-152-09, 110-162-19, 110-182-03, 110-
184-04 and 110-186-04 (2 lots) located in Huntington Central Park north of Ellis and east of
Edwards, and authorize the City Clerk to affix the City's acceptance when approved as to
form by the City Attorney and record said deeds with the Orange County Recorder.
Alternative Action(s): Do not move forward with the purchase of small lots at this time.
Analysis: As part of the Fiscal Year 1998/99 Capital Improvement Projects budget for the
Park Acquisition & Development (PA&D) Fund, City Council approved $100,000 for the
purchase of small lots located in Huntington Central Park. Originally, there were three
hundred lots that were given to purchasers of encyclopedias in the early 1900s. The city has
approximately fifty-two small lots still remaining to be acquired. Last year, the city purchased
four lots from the Lee Family and they are now offering their last six lots at a price of $10,000
per lot, with the city paying closing costs. The total expense to the PA&D Fund including
purchase plus escrow and title costs shall not exceed $70,000

The six lots proposed for acquisition are within the designated borders of Huntington Central
Park. Their acquisition is in conformance with the Recreation and Community Services
Element of the General Plan. The Park Acquisition Goal RCS-2 states
Provide adequately sized and located active and passive parklands
to meet the recreational needs of existing and future residents, and
to preserve natural resources within the City of Huntington Beach
and its sphere of influence.
Central Park is identified within Table RCS-1 "City Parks and Recreational Facilities" and
includes the encyclopedia lots of which this purchase represents six of the three hundred
such parcels. On May 20, 1980, the Planning Commission took action to certify that the
acquisition of the encyclopedia lots in Huntington Central Park was in conformance with the
General Plan (G.P.C. #80-7).
These lots will be part of the urban forest that is being proposed for development in
Huntington Central Park. Staff recommends purchase of these lots so that the city could
ultimately develop this section of Huntington Central Park. The funding for the purchase of
these small lots was recommended for approval by the Community Services Commission
and staff as part of the PA&D Fund budget. The City Council approved funding for the
purchase of Huntington Central Park small lots in the Fiscal Year 1998/99 budget. The city is
moving forward with preparation of deeds; however, per city policy the City Council must
formally approve the acquisition of the six lots in question, A.P. Ws 110-152-09, 110-162-19,
110-182-03, 110-184-04 and 110-186-04 (2 lots)

As I discussed with your son, Jason, the city is willing to purchase your family's six lots in
Huntington Central Park at $10,000 each for a total of$60,000. The city will pay escrow and
title costs and will use First American Title Insurance and Escrow to finalize the paper work with
the escrow papers and deeds. It will be necessary for this request for purchase to go to the City
Council for approval. Once that approval is received, we will move forward with the title and
escrow process.
I apologize for the long delay in bringing this process to fruition, but there were funding issues
and the city's real estate agents retired creating the delay. Thank you for working with the city
in selling these lots for use in Huntington Central Park. If you have any questions, please call

the sale of the six lots to the city. Also, please send the original copy of this letter with your
