SUBJECT: PROPERTY ACQUISITION - FOUR ENCYCLOPEDIA LOTS

Statement of Issue: The City has been acquiring encyclopedia lots north of Ellis Avenue
as part of Huntington Central Park for the last 15 years. The City Council has budgeted an
amount each year for acquisition of these lots.
Funding Source: Budget Park Acquisition and Development funds in the amount of
$50,000.
Recommended Action: Approve the acquisition of four encyclopedia lots Assessor's
Parcel #110-183-07, 08, 09, & 16 and authorize the City Clerk to accept the deeds and
recordation through escrow.
Alternative Action(s): Do not approve the purchase and acceptance of the deeds at this
time.
Analysis: There are 300 encyclopedia lots in the designated Huntington Central Park area
north of Ellis Avenue, between Goldenwest and Edwards St. The City has acquired all but
about 60 of the lots in the last 15 years. The lots are being acquired as the owners come
forward offering to sell to the City at the established market value for these lots and as the
City budgets for further acquisition. It has not been necessary to acquire any of these lots
by eminent domain for park purposes.
REWEST FOR COUNCIL ACTION

The four lots recommended for acquisition are currently owned by Hsi Hsiang Lee and
Chen Hsiu Lee, H/W. The owners are willing to sell the lots to the City for $10,000 each,
which is the price the City has offered based on appraisals and past acquisitions. The
balance of the costs necessary to acquire these lots including title and escrow will be
covered by the remaining alotted funds.
