C7 On July 14, 2003, the Council's Economic Development Committee reviewed information regarding the development potential of parcel of city-owned property adjacent to Irby Park. This item was presented by the Public Works Department in response to a local developer's interest in developing part of the site for housing and using a portion of the site to treat run off from the neighborhood. J Previously, on August 27, 2001, the City Council had provided direction to staff regarding the sale of excess city and Redevelopment Agency owned parcels. At that time, the surplus portion of the Irby Park site was listed as a property to remain in the city's inventory and reserved for a possible Public Works project like the urban runoff natural treatment system. However, it was noted at the time that these second tier parcels might be reviewed again for possible sale in the future. Following the staff presentation and discussion, with Council Member Cook and me in attendance, the Economic Development Committee voted to remove the property from the list of possible surplus property sales. We wish to preserve this property in c ity ownership to continue to explore the idea of using this undeveloped area of Irby Park as an area to naturally treat run off from the Wintersberg Flood Control Channel, rather than just the immediate neighborhood. We also discussed the necessity of a Measure C vote by the people of the City if this land were ever to be sold and developed for housing. The recommendation of the Economic Development Committee is to remove the City owned parcel of land next to Irby Park for the list of parcels for possible sale, so that staff can pursue funding to use the land to treat urban run off. RECOMMENDED ACTION: To approve a motion to remove the City owned parcel of land next to Irby Park from the list of parcels for possible sale, so that staff can pursue grant funding to use the land to treat urban run off. Irby Park Development Potential- Dave Webb Webb provided an update on the Irby Park site (property in the northern part of the city) a second tier of surplus property that staff was looking at as an alternative to the primary properties to sell. Background on the property was presented and also previewed was a conceptual site plan that showed how many residential lots could be developed. During the course of discussion, Council Committee Members present felt that the land had greater value for an urban runoff natural treatment system, not only from that drainage area but also from the Wintersburg channel nearby. After a lengthy discussion concluded, it was believed that a natural treatment system would be more important than selling the property for alternative uses. With consensus, Cook motioned and Boardman seconded to remove the property from the list of possible surplus property sales list and pursue grand funding for an urban runoff natural treatment system. Ultimately, Public Works will bring this recommendation forward to the Council. 3. Economic Development Director's Report- David Biggs • Huntington Center/"Bella Terra"is redesigning its project and seeking a Site Plan review approval that should be completed shortly,which moves the theaters to the ground floor. The Site Plan is being processed through the Planning Dept.,with the approval required by the director only. Formal consent has still not been received from Burlington or Mervyn's. Delays experienced will setback the Center's opening until early 2005. • 31 Acre/"Pacific City"-The EIR should be out for public review shortly; city departments and consultant are finalizing the administrative draft. • Hyatt Regency Huntington Beach, Resort &Spa-Financial goals are being achieved; however, bookings experienced are of the short-term horizon basis as opposed to long-term basis. Verified expectation to achieve the transient occupancy tax projections anticipated for the second full year of operation. • School Issues/Sites -Lowe's EIR is out for the public review period. Should be to the Planning commission in the fall. • Blocks 104/105—"The Strand"-Working on completing their working drawings. Anticipated to start at the end of September,early October. The city is working with title issues (clearing title to property so we can convey to them within that same timeframe). • Edinger Corridor-The consultant is now revising the draft of the Specific Plan; awaiting input from the Public Works transportation division. Expect to have back and schedule community meetings starting in September and hopefully to the Planning Commission still this year. • Retail Activities-Lamb gave an update on the Beachmont Center (the renovation of the center at Brookhurst &Adams). Staff prepared a letter from the Mayor to Savon Drugs and the chain's real estate director came in and met with Mayor Boardman and Jim Lamb last week. The director promised to present the project to its real estate committee in August and hopefully be able to move forward in the fall. It was also noted that the developer of the site sent a complimentary letter to the city,thanking them for getting Savon Drugs to the table in which they were unsuccessful. • Waterfront Residential-Christopher Homes has pulled building permits for their model complex and staff expects William Lyon is expected to do so shortly. • Conference &Visitors Bureau Update-Traub provided a brief update on the CVB activities. ➢ Currently in the process of approving a contract for Internet services. ➢ Eighteen months of statistics are now available as far as key measures. Website hits have gone up 200%since they started tracking them. ➢ Solicited proposals from firms to provide public relations services and expect to do a contract for that shortly ➢ Highlighted the San Castle Festival coming up on October 5& b. Funding Source: Not Applicable. Recommended Action: 1. Approve and direct Administrative Services to initiate the process of surplusing and _ selling excess City and Redevelopment Agency owned property that retains no present or future anticipated use for either agency per Huntington Beach Municipal Code, Chapter 3.06.. Surplus Real Property and other such applicable state and federal regulations, Alternative Action(s): 1) Do not authorize the process of surplusing and selling excess City and Redevelopment Agency owned property. Analysis: The City Staff has completed a preliminary examination of both City and Redevelopment Agency-owned property assets to determine if those parcels retain no present or future anticipated use for either agency. Based upon this research, staff is presenting the attached list as the best representation of those parcels that meet the above-mentioned criteria (See Attachment#1). 1 REQUEST FOR : )U NCI L/REDEVELOPMENT ! JENCY ACTION MEETING DATE: August 27, 2001 DEPARTMENT ID NUMBER: AS 01-130 Analysis, cont'd: The City has an established procedural checklist for the disposing of Surplus Property that reflects the. requirements of Municipal Code (See Attachment #2). The Redevelopment Agency owned properties are governed by a separate sale process set forth in the State Health and Safety Code, however the same initial evaluation outlined above will be undertaken for these properties. As indicated on the procedural checklist, considerable staff time will be required to complete the General Plan conformance, possible zoning variances, appraisals and title reports. These steps would be completed prior to the preparation of a City Council Resolution/Redevelopment Agency Action directing the disposition of surplus real property. The expected timeframe for such an action, in light of the requirements, would be approximately 5 months. Upon submittal of the information indentified above, the City Council/Agency Members can evaluate the advisability of offering those parcels for sale based upon factors that may include the real estate market conditions, inputs from departments and agencies on alternative potential uses, community input, estimated proceeds, and other factors that may be raised during the review process. Attached is a proposed Request for Proposal for the vacant site. RECOMMENDATION: Authorize staff-to advertise and distribute the attached Request for Proposals (RFP) for 214 Fifth Street (Terry Body Shop). ANALYSIS: Since.the authorization has been granted to demolish the improvements on the subject site, and since consolidation of this parcel with other, adjacent parcels is not necessary to carry out the purposes of the Redevelopment Plan, it is recommended that the Agency seek proposals for the disposition of the site. The attached Request for Proposals (RFP) contains information on the condition and location of the site and the pertinent land use restrictions. It states the Agency's objectives of gaining the highest economic return from the disposition of the site and for timely construction of a new project.
