FRANZ, Deputy City Administrator SUBJECT: YORKTOWN STREET WIDENING PROJECT FROM DE STREET TO BEACH BOULEVARD, CC-1017 l ARE Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachments) Statement of Issue: The City has been acquiring right-of-way along Yorktown Avenue between Delaware Street and Beach Boulevard in anticipation of the subject project. The acquisition of a residential parcel between Beach Blvd. and Florida Street, on the north side of Yorktown is necessary to improve the street and pedestrian access and increase the likelihood of future grant funding for the project. Funding Source: 95/96 Measure "MI" Fund Recommended Action: 1. Authorize the Director of Real Estate Services to acquire for the City the property at 2501 England Street for an amount not to exceed $200,000,including Relocation Benefits, and an amount not to exceed $15,000 to cover asbestos mitigation and demolition, for a total of $215,000. 2. Authorize the opening and closing of escrow in the amount of $177,000 plus costs. 3. Authorize acceptance and recordation of said deed by the City Clerk on behalf of the City at such time said deed is provided and approved by the City Administrator and the City Attorney. f- , I D RCAYKTN2.DOC -2- 01/04/96 12:14 PM O QUEST FOR COUNCIL ACMN MEETING DATE: 01/18/96 DEPARTMENT ID NUMBER: AS96-01 Alternative Action(s): Forego this right-of-way acquisition. Analysis: Design. is complete for a project which is comprised of a series of spot widenings along Yorktown Avenue, between Delaware Street and Beach Boulevard. The Florida/Utica Task Force has identified this as an important project. The project is necessary, primarily in order to establish safe street right-of-way and sidewalk areas for pedestrians so they are not forced to walk in the bicycle lane on the street pavement. This is the first parcel needing to be acquired in the second phase of the project adjacent to the England/Yorktown intersection. The City was unsuccessful in applying for outside funding for the project during the last round of Measure M applications. Therefore, it is anticipated that this $2.4 million project will be phased over several years. By completing the design and moving ahead with a first and second phase of right-of-way acquisition, future grant applications will stand a better chance of success. Staff has negotiated an agreement for purchase of this parcel needed for right-of-way for $177,000 plus closing costs and relocation benefits in the amount of approximatrely $8,300.
