Attachments: '�j STATEMENT OF ISSUE.- Transmitted for Redevelopment Agency's consideration is a request from staff for the preparation of an engineering feasibility analysI; that would provide preliminary plans and cost estimate for a new driveway into Huntington Center, opposite the intersection of the south bound on/off ramps of Interstate 405 send Center Drive. RECOMMENDATION: 1 � Staff recommends that the Redevelopment Agency authorize staff to contract w)th the firm of Mohte, Grove & Associates in the amount of $3,500 to prepare an engineering feasibility analysis for a possible new entrance to Huntington Center opposite the Intersection of Interstate Route 405-south bound on/off ramps and Center Drive. .ANALYFIS: The Huntington Center Commercial District Redevelopment Plan has a goal to Improve traffic circulation and one specific improvement recommended in the plan Is to provide direct access to Iuntington Center at the intersection of Center Drive and the south bound ramps of I-405. Traffic Engineering Consultant Donald FrIscher submitted a report dated October 28, 1985 and recommended in Conclusion Number 3 the following: "A driveway with only in bound straight and right turning movements Is recommended opposite the intersection of the south bound ramps of Interstate Route 405 and Center Avenue." Attached is the cover letter from the FrIscher report. ` V I FIO/1/ES RII 86 28 March 28, 1986 Page Two The Frischer report analysis indicated that upon the completion of One Pacific Plaza (two major components yet to be built are the holiday Inn and a 12-story office building), Huntington Center Mall expansion and the Park and Ride facility (Center and Gothard Street) there would be unstable traffic flow at peak hours at Center Drive and to south bound freeway ramps. City staff (Public Works, Development Services, Pollee-Traffic, and Redevelopment) concur that a direct entrance to Huntington Center should be considered. Redevelopment staff has discussed the concept of a direct entrance to the Huntington Center with Tom Love of the MacDonald Corporation. Mr. Love Indicated that the MacDonald Corporation does not desire to build a new driveway now due to the potential disruption that may be caused to existing; tenants In the area of the proposed new 0 iveway; however they had no objection to an engineering feasibility study to ana' the possibility of a new driveway entrance to be t►sed in long range planning effol FUNDII. '1RCE: Contractual services within the budget for the Huntington Center Commercial District Redevelopment Project. ALTERNATIVE ACTIONSt Not do the engineering feasibility analysis for the proposed new entrance to Huntingyton Center. The purpose of.this ' report is to inform you of the findings and conclusions of the study;and to obtain your'concurrence befor: we proceed with a p�aliminary plan and estimate of construction costs. We have concluded the following: 1. A new, full-service driveway should be built on Center Avenue at the One Pacific Plata driveway. 2. The existing eastern driveway of Huntington Center should be retained, but outbound, left-turning movements should be prohibited. The enter- ing, left-tuming movement and the entering and exiting right-turning' movements should be retained. ' 3. This proposal is based on your verbs! request for proposals and may moating with you and Bruce Gilmer. Background Recommendation No. 3 of the Donald Frischer & Associates report datad October 28, 1985 recommended "a driveway with only inbound straight and right turning movements is recocoonded opposite the intersection of the southbound ramps of.Interstaca Route 405 and Center Avenue." It is desired by the City that this recommendation be reviewed to determine the feriibtlity and preliminary construction cost estimates required to implement this recommendation of the Frischer report. Intent of Study The intent of the study would be to determine the horizontal and vertical alignment adequate to decide the functional feasibility of the Frischer recommendation. This construction cost estimate would include the necessary modification to the existing signal system at the intersection. o Present Final recommendations to tits City staff, including 15 copies of a succinct written report with a cost estimate summary together with the aerial layout including a centerline profile. I " o Make presentation to Council if desired by City etaff. Time Constraints We are prepared to begin work on the study immediately upon notice to proceed by the City. It is estimated that we can complete tho study within a 45 day period. As we understand the scope of the project, the City wants to provide more direct vehicular -.ccess to Huntington Center from sr-uthbound traffi= exiting from the Interstate Route 405. This proposed access will require a ramp to transition from the intersection of Center Avenue and freeway on/off lades to the finished surface of the shopping center parking lot. The City wishes to minimize the impacts to the shopping center parking lot and nearby buildings by incorporatLng retaining walls into the ramp design. To accomplish a thorough review of the feasibility of this proposed project, the following tasks will, be undertaken by BSI CONSULTANTS, INC. ; 1. Field review the project site. 2. RevLow the traffic study prepared by Donald Frischer and Associates. 3 . - Review project feasibility documents prepared by City staff. 4. Critically review planimetric alternatives, vertical S alignment compatibility and constraints for the feasibility of a suitable ramp configuration. Following the public hearing , the City Council and the Agency may take actions which will result in the adoption of the Plan. The City Council must adopt certain Resolutions before introducing the ordinance adopting the Plan. The proper resolutions and the ordinance is attached. RECOMMENDATION: Take the fo71cwing actions : 1. Adopt a motion receiving the Redevelopment Plan, Report to C1-;y Council on the Redevelopment Plans and other documents submitted by the Agency. 2. The Planning Ccmmission directed staff to incorporate the public comments into the Final EIR by the following role call : AYES: LIVENGOOD, HIGGINS, WINCHELL, MIRJAHANGIR, PORTER, ERSKINE NOES: NONE ABSENT: NONE ABSTAIN: NONE On October 16, the Planning Commission adopted Resolutior, 1335 recommending to the City Council that the Huntington Center Commercial District Redevelopment Plan be adopted by the fo%lowing role call : AYES : LI` ENG00D, HIGGINS, WINCHELL, MIRJAHANGIR, PORTER, ERSKINE NOES: NONE ABSENT: SCHUMACHER (OUT OF ROOM) ABSTAIN : NONE The required actions constitute an official record of the City Council 's actions and deliberations in regard to the proposed Redevelopment Plan.
