Funding Source: Not Applicable Recommended Action: Motion To: 1. Conduct a public hearing and to receive staff presentation and public testimony on progress of the Five Year Implementation Plan for the Southeast Coastal Redevelopment Project Area (2002 —2007). Alternative Action(s): None Analysis: California Community Redevelopment Law requires that redevelopment agencies periodically adopt five-year implementation plans for each redevelopment project area. The Five-Year Implementation Plan includes the goals of the redevelopment plan, the proposed projects, programs and expenditures for a five-year period and how implementation of the projects and programs would alleviate the blighting conditions. REQUEST FOR ACTION MEETING DATE: 7/18/2005 DEPARTMENT ID NUMBER:ED-05-12 The Southeast Coastal Implementation Plan was adopted in conjunction with the approved Redevelopment Plan on June 17, 2002. The Implementation Plan envisions a limited scale of redevelopment activities during the five-year period based on a "pay as you go" approach, contingent upon the availability of tax increment revenues. Most of the goals and objectives of the Implementation Plan involve environmental improvements to facilitate development and ensure the safety of the local residents. The goals include efforts to mitigate impacts from the AES power plant, cleanup of contaminated properties, protect and restore wetlands, facilitate the reuse of properties, and monitor hazardous material cleanup activities. This staff report summarizes the status of the Redevelopment Agency's redevelopment efforts at this point in time. AES Generating Power Plant The AES power plant accounts for 98.7% of the base year value for the Project Area. Shortly after the adoption of the project area, the State Board of Equalization revised the assessment procedures for power-generating plants that resulted in a notable decrease in tax increment revenue for the Project Area. As a result, the Project Area has not generated the amount of tax increment revenue projected. The non-housing revenue for the first two years (2003-04 and 2004-05) was estimated to be $967,407 at the time of adoption. However, the Redevelopment Agency has received 37 percent less, approximately $607,293, of non-housing Revenue as of June 2005. The Redevelopment Agency has contracted with VanHorn Consulting to study the factors the State Board of Equalization uses in their assessments. The purpose is to ascertain factors that would identify the power plant's fair market value in an effort to reassess the facility and generate more tax increment revenue. Proiect Area "Design for Development" The Redevelopment Agency proposed that, during the five-year planning period, it would work with the City Council's Southeast Committee to create a task force of Project Area's property owners, business owners, and residents to formulate "Design for Development" policies and have them adopted. Since the anticipated tax increment revenues have not been realized, this planning endeavor is on hold. Clean-up of AsconlNesi Landfill Site The Redevelopment Agency will continue to monitor and, where appropriate and necessary, assist with Cal EPA's ongoing effort to implement a remediation plan for the closed 38-acre AsconlNesi Landfill property. Since adoption of the Project Area, the site was sold to Cannery Hamilton Properties, LLC, an entity formed by several of the companies that intend to remediate the site. The Department of Toxic Substances Control (DTSC) received a Draft Groundwater Remediation Investigation Report from the Responsible Parties in January. Since then, the DTSC and Responsible Parties have continued to refine the report. However, the Responsible Parties still must submit a Feasibility Study to DTSC that offers options for clean-up and associated costs. DTSC expects the Feasibility Study by the end of 2005. DTSC will then have to approve the type of clean-up and perform an Environment Impact Review (EIR). No Redevelopment Agency expenditures are anticipated during this period. Public Infrastructure and Facility Program Utility Undergrounding: Southern California Edison (SCE) has initiated the preliminary design of undergrounding existing above grade utilities. The Public Works Department has continued with this design effort using Traffic Impact Fees (TIF) since the first phase of utility undergrounding project will be undertaken in conjunction with a planned TIF funded project for improvements to Newland Street. The Redevelopment Agency will reimburse the Traffic Impact Fee fund once tax increment revenues are available. SCE and the City have also had discussions with CalTrans and California State Parks about ways to reduce the cost of undergrounding the utilities along Pacific Coast Highway (PCH), for instance, connecting to an existing underground electrical line on the west side of PCH under the State Beach parking lot. Both State agencies have preliminarily agreed to cooperate in this effort. The allocation from the Capital Improvement Program for the Undergrounding of Utilities is $1,470,000. Huntington Beach Wetlands Wildlife Care Center. The Care Center is now being renovated to include a state-of-the-art wildlife treatment hospital, a recovery ward, flight cages, an education facility, and exhibits. On November 15, 2004, the Redevelopment Agency approved a $270,000 grant to assist the Huntington Beach Wetlands Conservancy with the construction of a 1,200-foot decorative block wall separating it from Pacific Coast Highway. Of the $270,000 grant, the current balance of the grant is $163,169. It is expected that the entire grant amount will be spent during this fiscal year. Affordable Housing Program By Law, 20 percent of the tax increment revenue from a project area should be dedicated to the Redevelopment Agency's Housing Set-Aside Fund. Originally, the projected allocation for FY 2003-04 and FY 2004-05 totaled $322,469; however, due to the decrease in the actual tax increment revenue as of June 21, 2005, approximately $151,823 will have been deposited in the Housing Set-Aside Fund from this Project Area for FY 2003-04 and FY 2004-05. The Redevelopment Agency does not anticipate developing any residential units within the Project Area during the next five years. Environmental Status: Not applicable.
