STATEMENT.OF ISSUE: CITY 7—,ERR.
On June of 1990 a Signage and Orientation Workshop was held that focused on the
Huntington Center Redevelopment Project Area. One conclusion was that the area
could not be seen by the over 200,000 drivers who pass by this area on a regular basis
and that the intersection of I-405 and Beach Boulevard lacks a distinctive image. A new
landscape image can be created here and continued throughout the Huntington Center
Project and on Beach Boulevard. A re-landscaping concept has been prepared and
Council approval is needed prior to submission of the plan to Caltrans for final
approval. The Westminster City Administrator has approved the concept, but does not
have financial resources at this time to participate.
RECOMMENDATION:
1) Approve the re-landscaping concept, as presented, and obtain approval from
Caltrans.
2) Approve the plant palette as the preferred landscape material for the Huntington
Center Project Area and Beach Boulevard.
3) Direct staff to continue to investigate and prepare a financing program to
implement the project.
ANALYSIS:
A re-landscaping of the freeway interchange adjacent to the Huntington Center
Redevelopment Project will provide a visual corridor into the Huntington Center Project
from the freeway and provide a distinctive image for one of the major entrances into
the City of Huntington Beach. This new image can be continued throughout the
Huntington Center Project Area and down Beach Boulevard to the Main-Pier Project
Area.
A re-landscaping concept plan has been prepared and has received a preliminary
approval from Caltrans. Except for minor changes the concept plan has been approved
by Caltrans. The concept has been presented to the City of Westminster, and approved
by the City Administrator (letters attached). Caltrans requires both cities to approve
the concept.

The Design Review Board has approved the concept. They have evaluated the water
usage and have indicated that the water usage for the proposed re-planting would be in
keeping with water conservation guidelines. The eucalyptus and acacia trees would be
removed and replaced with the new landscaping. The pine trees would remain.
A final funding plan for construction and maintenance has not been formulated.
Caltrans requires construction and maintenance for four years, and after four years
Caltrans will maintain. Sources of funds under evaluation include Proposition 111, tax
increment, Measure M, assessments on private properties benefitting from this project
and AB471 grant funds.
FUNDING SOURCE:
This action will not require funding. Future actions for plan preparation, construction
and maintenance will require a funding plan.
ALTERNATIVE ACTION:
Modify the concept plan or deny approval and retain existing landscaping.

Discussion:
1. The City is proposing to upgrade the existing landscaping within the ramp areas at the Beach Blvd.
Interchange at Route 405 Freeway. This project will provide an enhanced gateway to the City.
2. The planting concept is to remove the existing acacias and eucalyptus trees, and install new
landscaping within the ramp areas. The plant palette includes Washingtonia robusta,Jacaranda
acutifolia,Abelia grandiflora, Nerium oleander'Petite Salmon', and Photinia fraseri. The existing
Pine trees will be relocated within the ramp areas.
3. Caltrans approved of the proposed design, but suggested substituting Photini;with Callistemon
citrinus or another oleander species because of previous problem(mildew)with Photinia.
4. Caltrans requires any plant removed to be replaced at a 10:1 ratio. The replacement plants are not
required to be installed at the same location.
5. The planting setbacks are generous and will accommodate a future ramp widening project.
6. Michael believes the existing irrigation system(with some modifications) will provide sufficient
coverage for the new planting. He will contact the Caltrans Maintenance Supervisor at the Bolsa Chica
Landscape (714/898-4697) to verify the condition of the existing irrigation systems.
7. Caltrans requires the City to provide maintenance for 4 years(includes a one year plant
establishment period). Caltrans will assume maintenance responsibilities after the 4 year period. See
attached sample.

*** Follow up: Further discussion is required to determine how the City can maintain the ramp areas
without affecting the adjacent landscape facilities,which-are share the same irrigation system.
Considerations:
a.require the City to provide a temporary water meter and backflow to the ramp areas.
b. require a fee assessment for the 4 years of maintenance (estimate at$4000/acre/year).

not have sufficient funds at this time to participate in this project. We

LANDSCAPE MAINTENANCE AGREEMENT
1. This permit by and between the State of California, acting by,
and through the Department of Transportation, herein referred
to as "the State", and both the (City/County) of
and (Developer) hereinafter
referred to as the "Permittee".
2. All landscape maintenance work is subject to Caltrans approval
and shall be done in accordance with State Maintenance Manuals
and current safety procedures, a copy of which shall be made
available upon request.
3 . Permittee shall maintain the roadside landscaping within the
limits shown under this permit.
4 . Each request for maintenance access shall be subject to
approval of the State Permit Inspector a minimum of three (3)
working days prior to the start of any landscape maintenance
work.
5. Damage to landscaping resulting from accident, storm, neglect
or other causes beyond the control of the State is the
responsibility of the Permittee.
6. The State will maintain all highway signs, paved drainage
structures and other non-landscape highway appurtenance.
7 . All planting will be maintained by the Permittee in such
condition that it does not interfere with the free flow of
traffic, including maintaining adequate site distances and
visibility of signs. Trees will be maintained to avoid
falling branches and to avoid obscuring advertising signs.
8 . Permittee shall provide and maintain all water and irrigation
systems including utility costs. Irrigation systems shall be
maintained and operated to avoid slope damage and water run-
off or spray onto the pavement.
9.. Landscape paving or other unplanted areas along the roadway
• within the limits shown on the attached plans, exclusive of
paved drainage facilities, will be maintained by the
Permittee. Any graded drainage swales will be maintained so
as not to obstruct the flow of water. The State will be
responsible for maintaining paved drainage structures.
10. Various future State projects may be implemented which will
require removal and/or modification to all or a portion of
Permittee's landscaping. Upon completion of work which
affects the limits of maintenance, a revised Exhibit will be
prepared and will supersede the original limits shown on the
original permit plans.

11. It is understood that if Developer decides at some future
date not to continue maintenance of the landscaping, or if
the planting is not maintained at a reasonable level subject
to Caltrans' consent, State will bring the project into a
condition which the State is willing to maintain at
Permittee's expense.
12 . City's/CountyIs resolution regarding the approval of the
terms and conditions of this permit is required prior to
issuing the permit.
13. Permittee is responsible for maintenance and liability of
proposed landscaping for four (4) years.
•14. Indicate your acceptance of all terms and conditions of this
permit by signing and returning the original to this office.

Interchange Route 405/Beach Blvd.
On November 13, 1990, Mike Barren representing Heinberger-Hirsh and myself met with
Kevin Tong and Emmitt Heard of Cal Trans.
The conceptual landscape plan presented by Mr. Barren was well received by the Cal
Trans representatives.
Mr. Tong indicated that a four year plant establishment period in addition to the
alloted construction phase would be required of the City of Huntington Beach through
an encroachment permit issued by Cal Trans. I inquired if the plant establishment
period could be accomplished by a private sector contractor as part of a total contract
package for the proposed project. This approach was acceptable to Mr.Tong.
It was requested by Mr. Tong that the conceptual plan be presented to the Cal Trans
Maintenance Division for their approval. Mr. Barren indicated he would set up a
meeting with the appropriate Maintenance Division personnel.
I would suggest that perhaps the Cal Trans Encroachment Permit Divison personnel for
District 12 be included in the meeting with the Maintenance Division.

KIRK KIRKLAND MADE A MOTION TO APPROVE THE MINUTES OF THE
FEBRUARY 7, 1991 MEETING AS DRAFTED. DARYL SMITH SECONDED THE
MOTION AND IT PASSED 4-0. KELLY ABSENT.

Applicant : City of Huntington Beach/Redevelopment Agency
Request : Review of landscaping improvements .
Location: Beach Boulevard and Interstate 405
Action: Recommendation to Planning Commission
Thomas Andrusky, staff planner, displayed a site plan,
preliminary landscaping drawings and a model of the proposal .
A detailed presentation followed.
The main goal of the request is to enhance one of the most
important City-entrances with the full support of the
commercial community.
DARYL SMITH MADE A MOTION TO RECOMMEND THAT THE PLANNING
COMMISSION APPROVE THE LANDSCAPING IMPROVEMENTS AS PROPOSED

not have the financial resources to participate in the 405/Beach Boulevard
Freeway Relandscaping Project. However, the City of Westminster is not
opposed to the City of Huntington Beach proceeding with the relandscaping
if it wishes to do so at its own expense.

The City Manager and I have reviewed the conceptual landscape design for
the Beach Boulevard interchange at the San Diego Freeway.
After reviewing the City .and Redevelopment Agency budgets and the
proposed cost of the project, we have come to the conclusion that we do
not have sufficient funds at this time to participate in this project. We
appreciate your interest on our behalf and look forward to sometime in the
future when we may be able to afford to participate in this project.
