STATEMENT OF ISSUE:
The terms of the current members of the llain-Pier Project Area Committee have
expired. Attached are the applications received for the nine member committee.
RECOMMENDATION:
Reappoint the current members of the Alain-Pier Project Area Committee that have
expressed a willingness to continue and request the City Council liaisons to the
Committee to Interview other applicants for the two remaining vacancies.
ANALYSIS:
I=
In January 1987, the City Council extended the life of the Alain-Pier Project Area
Committee for an additional three years. Also at that time, the City Council liaisons
Interviewed a number of candidates for the Committee and the full Council made
appointments to fill the nine member Committee. The term of these appointments was
one year.
Reappilntment of the current members expressing interest In continuing on the Project
Area Committee will fill seven of the nine positions. One member of the Committee
has resigned and a second has not expressed Interest In continuing to serve (a residentlal
tenant and a business tenant, respectively). To fill these vacancies it Is recommended
that the City Council liaisons Interview the other candidates from whom applications
have been received (the current membership roster and all applications received are
attached).
FUNDING SOURCE:
Operation of the Alain-Pier Project Area Committee Is a Redevelopment Agency
expense.

STAIEMENT OF ISSUE:
On March 1, 1989, Carl Hayward resigned from the Main-Pier Project Area Committee.
WATION:
Accept, with regret, Mr. Hayward's resignation from the Main-Pier Project Area
Committee (category of business owner) and direct the Clerk to post this vacancy as
appropriate.
ANALYSIS:
Members to the Main-Pier Project Area Committee were most recently appointed by
the City Council in February, 1989 for one year terms. Mr. Hayward's resignation
brings the total vacancies on the Committee to three (3), from the r'ne (9) Member
Committee.
FUNDING SOURCE:
Not applicable.
ALTERNATIVE ACTION:
None.

This Monday, September 81 several staff members including myself, met with a group of
residents and business representatives to review the status of our Implementation efforts I
In portions of the Main-PIer Redevelopment Project Area. I arranged the meeting as a
follow-up to earlier discussions of the plain-Pier City Council/Planning Commission
Committee, as well as discussions with Individual members of the City Council and
Planning Commission. The Initial meeting Included representatives from the original Blue
Ribbon Committee, which Included a cross section of the community. Representatives
from the'Project Area Committee, Huntington Beach Tomorrow, Pacific Mobile Home
Park, Driftwood Beach Park, and the Council on Aging were also present. A list of those
In attendance at this Initial meeting Is attached.
Following an overview of the 3D/I preliminary plan, discussion was held regarding the role
of a committee of this type and committee membership. There was a consensus of the
group that representation should be expanded to include a representative from the
historical society as well as other Interested groups and organizations. Based upon the
comments of those present, staffs analysis is that the committee as envisioned would not
be a recommending body to either the Planning Commission or the City Council/Agency,
but would rather be an advisory forum for a conceptual review of projects and plans for
the downtown project area. The committee would meet, as appropriate, prior to formal
public hearings by the Planning Commission and City Council over the weeks and months
ahead.
Additionally, at last right's Planning Commission study session, the subject of this
committee was discussed. Based upon their discussion, the Commission has requested that
the committee he expanded to include as varied a cross-section of community Interests as
possible, seeking representation, in addition to those who attended Monday's meeting, to
Include all of the school districts, the Environmental hoard, Mobile Home Owners
Association, the Historical Society, League of Women Voters, and Board of Realtors (see
Attachment • t
The committee would not replace the Project Area Committee which has certain specific
functions to perform under law, (see Attachment 2), but would rather be a review forum
that would serve as a conduit between various organizations and citizens at large, and the
formal public hearing process,. It can serve also as a clearinghouse for Ideas concerning
the project area and a public information forum.
With this memorandum 1 would seek your approval of officially designating such an
advisory planning committee, and with your concurrence we will expand the
representation to Include at least one representative from each of the organizations
Identified In this memorandum. The intent again, is for this committee to meet weekly,
or as often as appropriate, to review those matters pending before either the Planning

PR03ECT AREA COMMITTEE
If the project area contains a substantial number of low and moderate Income residents
who will be displaced by the redevelopment project„ the legislative body Is obligated to
form and approve a representative ptoject area committee (the "PAC") within 60 days
after the project area Is selected. ":'he PAC membership should Include, as applicable,
residential owner occupants, residential'tenants, businessmen and members of existing
community organizations In the project area. The PAC serves as an advisory body to the
redevelopment agency,and the redevelopment agency must consult with the PAC,
concerning policy matters which deal with the planning and provision of residential
facilities for residents displaced by the project and on other policy matters which affect
the residents of the project area. The redevelopment plan must be submittedio the PAC
for review and the PAC may prepare a report and recommendation to the legislative
body. Where the PAC recommends against the redevelopment project, the legislative
body may only adopt it by a two-thirds vote.
If formation of a PAC Is not required, an agency may either (1) choose for form a PAC,or
