As a long-time Huntington Beach manufacturer, we would like to communicate to you our strong support for this well conceived and very much needed road improvement project . Our company, Pedigo Products , has been manufacturing hospital equipment at the SWC of Gothard and Edinger since 1961 . As the City grew around us , the accessability of our plant to employees , suppliers, and common carriers , has been diminished due to in- creased traffic flows and frequent congestion on Beach Blvd. and Golden West . We feel the completion of Gothard as an alternative east/west thoroughfare , will improve access to our facility and increase the efficiency of our operation . RECOMMENDATION: Receive and File. ANALYSIS: This is in response to Councilman Silva's question at the September 16th Council meeting. I The State Public Utilities Commission application, 60% complete construction drawings and the Environmental Impact Report (second screen check draft) have all been submitted by IWA Engineers, our design consultant, for City review. Estimated return date to IWA is the week of September 23rd. IWA plans to incorporate our proposed changes and submit the documents to the City of Westminster for their comments. After their review, formal submittal to the PUC is expected at the end of October. The PUC application is necessary due to the proposed crossing of the Southern Pacific rail line by the new connector. Since the crossing must be at an acute angle, the Commission staff will be opposing Commission approval. If the Commission denies the application, it appears that our only remaining option would be to negotiate with S.P. to buy the railroad right-of-way. ' During public comments at the September 16th Council meeting, a resident of Cascade Lane said that the City of Westminster is opposed to the Gothard/Hoover Project. Thus fad,hov�ver, the Westminster City Council is on record supporting the project. IWA will make a brief presentation to the Council and be available for questions. [A Yes [ ] New Policy or Exception Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments: STATEMENT OF ISSUE: At the March 5, 1990 Council meeting, IWA Engineers was awarded a contract for $330,435.00 to prepare plans, specifications and cost estimates for the Gothard-Hoover Extension. Approximately 60% of this phase of the project is complete and authorization is being requested to file a joint application with Westminster to the Public Utilities Commission regarding the railroad crossings. Also, Council authorization is requested to jointly apply with Westminster for funding from Measure M and other outside sources. The estimated cost for the project is between $6 million and $8 million. RECOMMENDATION: 1. Authorize staff to proceed and file a joint application with the City of Westminster to the California Public Utilities Commission regarding the rail crossings aspect of the Gothard-Hoover Extension. 2. Authorize staff to apply jointly with Westminster to obtain needed funds from Proposition M and other outside sources. 3. Authorize Mayor to write a letter to the Westminster Mayor and Council requesting that Westminster Council take action to file with the Public Utilities Commission and to apply jointly for Measure M funds and other outside sources as appropriate. ANALYSIS: The Gothard-Hoover Extension will improve traffic circulation for the Huntington Beach/Westminster area by relieving traffic flow on Beach Boulevard and Goldenwest Street. Attached is a list of traffic circulation benefits and two project location diagrams. PIO/1/85 RAA RH 91-07 March 4, 1991 Page two The City of Huntington Beach and the City of Westminster have been actively working together since 1986 and in 1989 the Orange County Board of Supervisors approved this street project as part of the Orange County Master Plan of Arterial Highways. Our current engineering service contract is progressing in a timely manner. Our next step is to apply to the State of California Public Utilities Commission for approval relative to the railroad crossings. It is recommended that the Public Utilities Commission filing be a joint application with Westminster. The Gothard-Hoover Extension between McFadden Avenue and Bolsa Avenue is in the City of Westminster and a portion of the project is in Huntington Beach and is located south of McFadden for a distance of 600 feet. Funding for the project to date has been provided by the City of Huntington Beach Redevelopment Agency and we have funded $1 million for right-of-way and an estimated $360,000 in engineering professional service fees. There are significant outside sources of funds available that could be used in the Gothard-Hoover Extension, and one of those sources is Measure M. A key element for the construction of the Gothard-Hoover project is a funding plan. Westminster has agreed to joint application for outside sources of funding. It is recommended that Council authorize staff to begin planning for joint application of funds with Westminster and that we apply for reimbursement of funds already expended wherever possible. FUNDING SOURCE: Existing appropriation from the Huntington Center Tax Allocation Bonds budgeted on Account No. E-TH-PC-914-6-39-00. No funds required for this action. ALTERNATIVE ACTION: Deny approval. This action would stop work now being done on the plans and specifications for the Gothard-Hoover Extension. ATTACHMENTS: 1. Goldenwest Street: Would reduce congestion through the I-405 interchange and improve traffic flow between Bolsa Avenue and Edinger Avenue. McFadden Avenue: Would reduce traffic congestion on Goldenwest through the I-405 interchange and Bolsa Avenue and provide an alternate route to the Westminster Mall from the south. Huntington Center: The extension would provide improved access by providing an alternate route from the north. Goldenwest College: Would improve access from the north. Redevelopment Area at Bolsa/Hoover Street in Westminster: Would provide an additional north/south route to and from this area. Target-Pavilions Center (Beach Boulevard/Heil Avenue: Would improve access by reducing some congestion on Beach Boulevard and provide an alternate route for traffic coming from the north. Bolsa Business Park: Improved access and egress to this business park located in the southwest quadrant of the Bolsa/Hoover intersection. Residential Area: Would provide a north/south alternative and discourage through traffic using the streets in the residential area located in the southeast quadrant of Bolsa/Hoover. Southern California Edison: Improved access and egress located in the northwest quadrant of the Bolsa/Hoover intersection. RECOMMENDATION: 1. Approve the selection of IWA Engineers for the design of the Gothard/Hoover project. 2. Establish a design budget of $330,000.00 (this will include the consultant agreement of $308,435.00 and $21,565.00 for incidentals) 3. Authorize the Redevelopment Chairman and Agency Clerk to execute the attached Consultant Agreement with IWA Engineers for a fee not to exceed $330,000.00 ANALYSIS: The Gothard/Hoover Street connection is a stated goal for the Huntington Center Commercial District Redevelopment area as one of the regional traffic circulation improvements. The project will construct a roadway paralleling the Southern Pacific Railroad between McFadden Avenue and Bolsa Avenue. This will allow a direct connection from our commercial area to the Garden Grove Freeway, 2.5 miles to the north. This project will be constructed with the cooperation of the City of Westminster as the project is within that city; however, benefitting ours. Caltrans, Southern Pacific Railroad, Public Utilities Commission, Orange County Sanitation District and the Southern California Edison Company are other parties with interests in the project. A feasibility study was completed and a portion of the.right of way as acquired in 1987. The roadway was added to the Arterial Highway Master Plan in 1990. Proposals to accomplish the Environmental Processing, the permit processing, design and construction documents were requested from five firms. Four proposals were received and each firm was interviewed by a committee of staff representing Redevelopment, Public Works, Community Development and the City of Westminster. W Yes [ ] New Policy or Exce tion (� Statement of Issue, Recommendation,Analysis, Funding Source,Alternative hctions, Attachments: STATEMENT OF ISSUE: The City Council has a committee that meets with the Westminster Council on the Gothard-Hoover Extension. The committee members were Councilman Green, Councilman Kelly and Councilwoman Winchell. A replacement is needed for Councilman Kelly. Also it is timely that this project move ahead. A meeting with Westminster is needed to discuss a timetable for implementing this traffic circulation improvement project. RECOMMENDATION: Appoint a Council Member to the Gothard-Hoover Extension Council Committee and authorize a letter to be sent by the Mayor to request a meeting with the Westminster City Council in February 1989. ANALYSIS: The proposed Gothard-Hoover Extension provides improved traffic circulation in both the City of Westminster and for the City of Huntington Beach. Since the portion of the Gothard-Hoover Extension between McFadden Avenue and Bolsa Avenue is located in the City of Westminster this project is ideally suited for a joint effort. Informally, Westminster Council Members and staff have expressed positive support for the Gothard-Hoover Extension. To date, the following.key actions have been completed toward implementation of the Gothard-Hoover Extension: 1. Engineering feasibility has been completed. 2. Traffic Impact Report has been completed. 3. Discussions have been held with the City of Westminster. 4. A precise alignment between McFadden Avenue and Center Avenue has been approved by Huntington Beach City Council. 5. Meetings with numerous property owners in the Huntington Center Redevelopment Project have resulted in support for the project. PI O 5/85 RH 89-03 January 3, 1989 Page Two 6. Contacts have been made with OCTD, SCE, Cal Trans, O. C. Transportation Commission, Golden West College, O. C. Department of Environmental Management, Westminster School District, Vons Pavilion Shopping Center in Westminster and Southern Pacific Transportation Company. 7. Right-of-way located between Center Avenue on the south and the I-405 Freeway on the north has been purchased by the City of Huntington Beach Redevelopment Agency. Actions needed to continue to move the Gothard-Hoover project to completion are as follows: 1. Huntington Beach and Westminster Council Committees meet in early 1989. 2. Joint resolution of Westminster and Huntington Beach approving the concept of the Gothard-Hoover Extension. 3. Joint application to Orange County for addition of the Gothard-Hoover Extension to the O. C. Master Plan of Arterial Highways. 4. Westminster takes action to add the Gothard-Hoover Extension to their Specific Street Plan. 5. Huntington Beach and Westminster formulate a Specific Action Plan to complete the Gothard-Hoover Extension. Attached are (a) a diagram showing the location of the Gothard-Hoover Extension, and (b) a list of benefits to traffic circulation provided by the Gothard-Hoover Extension to the Huntington Beach/Westminster area. FUNDING SOURCE: The funding source for the Gothard-Hoover Extension will be from the Huntington Center Commercial District Redevelopment Project, possible transportation grants and other sources that may evolve from discussions with Westminster. Pacific Coast Corporation has been in discussion with Southern Pacific relative to possible lease of lands that lie between Center Drive and the I-405'Freeway. The goal of the meeting was to explore plans that would result in :City .of Huntington Beach obtaining needed right-of-way for the Gothard-Hoover Extension, the Southern Pacific Transportation selling land not needed for operating rail line and Pacific. Coast -Corporation- being able to .lease or -buy land desired for development. A portion..of the land under discussion is approximately one hundred feet wide and lies between Center Drive and the I-405 Freeway. This portion of land has been appraised and the City has requested a copy of the appraisal. The portion of land between Center Drive and McFadden•Avenue: is in the. City of Huntington Beach and the land between McFadden Avenue and the .1-405 Freeway is in the City 'of Westminster. : The Redevelopment Agency may purchase land in another city if the project will.directly benefit the redevelopment area that provides the funding. The Gothard-Hoover Extension will benefit the Huntington Center Commercial District Redevelopment Project. Also discussed was -railroad land that is located between the I-405 Freeway north to Bolsa Avenue in the City of Westminster. The railroad indicated it would be willing to discuss. the sale of this land, but indicated that appraisals have not been done and further discussions with officials in Los Angeles would be needed. Authorization .from the City Council/Redevelopment Agency to pursue purchase of needed right-of-way is requested. RECOMMENDATION: Staff recommends that the City Council/Redevelopment Agency authorize City Administrator/Executive Director - Redevelopment Agency to proceed with discussions to purchase needed right-of-way for the Gothard-Hoover Extension from the Southern Pacific Transportation Company and to proceed with discussions relative to possible land leases or sale with Pacific Coast Corporation. ANALYSIS: The Gothard-Hoover Extension will improve traffic circulation by providing an alternative north-south route to Beach Boulevard and Goldenwest Street. To date, the following major actions have been completed toward implementation of the Gothard-Hoover Extension: Engineering feasibility has been completed. Traffic Impact Report has been completed. Preliminary discussions have been held with the City of Westminster. P10 4/84 % R H 87-50 June 5, 1987 Page Two A precise alignment between McFadden Avenue and Center Drive has been approved by the City Council. Meetings have been held with property owners in Huntington Beach that would benefit from the new road. Meetings have been held with OCTD, Southern California Edison, and Southern Pacific Transportation Company to discuss obtaining needed right-of-way for the Gothard-Hoover Extension. A meeting was held with City staff, Southern Pacific Transportation Company, and Pacific Coast Transportation Company relative to the impact of the proposed Gothard-Hoover Extension on development plans. Pacific Coast Corporation has been in discussion with Southern Pacific relative to possible lease of lands that lie between Center Drive and the I-405 Freeway. The goal of the meeting was to explore plans that would result in City of Huntington Beach obtaining needed right-of-way for the Gothard-Hoover Extension, the Southern Pacific Transportation selling land not needed for operating rail line and Pacific Coast Corporation being able to lease or buy land desired for development. A portion of the land under discussion is approximately one hundred feet wide and lies between Center Drive and the I-405 Freeway. This portion of land has been appraised and the City has requested a copy of the appraisal. The portion of land between Center Drive and McFadden Avenue is in the City of Huntington Beach and the land between McFadden Avenue and the I-405 Freeway is in the City of Westminster. The Redevelopment Agency may purchase land in another city if the project will directly benefit the redevelopment area that provides the funding. The Gothard-Hoover Extension will benefit the Huntington Center Commercial District Redevelopment Project. Also discussed was railroad land that is located between the I-405 Freeway north to Bolsa Avenue in the City of Westminster. The railroad indicated it would be willing to discuss the sale of this land, but indicated that appraisals have not been done and further discussions with officials in Los Angeles would be needed. In order to implement the Gothard-Hoover Extension, right-of-way is needed for the roadway. A significant portion of the right-of-way needed for the Gothard-Hoover Extension is available from a willing seller. This appears to be the right time to proceed. Authorization to proceed would allow staff to further define the specifics of the land sale and land lease options that would be available to us to obtain needed right-of-way for the Gothard-Hoover Extension. Authorization to proceed would mean that staff would: Discuss with Southern Pacific Transportation Company purchase of land needed for the Gothard-Hoover Extension. s R H 87-50 June 5, 1987 Page Three Discuss with Pacific Coast Corporation possible options regarding leasing or purchasing land from City/Redevelopment Agency not needed for the Gothard-Hoover Extension. Make contact with the City of Westminster to formulate an action plan to (1) amend their specific street plan, (2) prepare a joint application to County of Orange to amend the County Master Plan of Arterial Highways, and (3) to formulate a joint plan for implementation of the Gothard-Hoover Extension. FUNDING SOURCE: The funding source for the Gothard-Hoover Extension will be from the Huntington Center Commercial District Redevelopment Project and from possible transportation grants. ALTERNATIVE ACTIONS: An alternative action would be not to proceed with needed Gothard-Hoover Street connection. This alternative eliminates an opportunity to improve traffic circulation in the area of Goldenwest, Beach Boulevard, and the I-405 Freeway. ATTACHMENT: 1.
