The City Council/Redevelopment Agency currently has a committee system which `
involves the assignment of various members to provide direction on individual o
redevelopment projects. The committees meet on an as needed basis for meetings
called by staff to review project negotiations and design. To provide a more coherent
structure and give better direction to staff and developers, a reorganization of the
committee system is recommended.
RECOMMENDATION:
Staff recommends establishment of a "Redevelopment Committee" consisting of three
City Council/Redevelopment Agency members and two members of the Planning
Commission to act as a liaison to the City Council to provide direction to staff on-'
redevelopment projects. The Redevelopment Committee shall establish such procedures
as necessary for its operation. Committee members will be appointed at the next
regular Council meeting.
ANALYSIS:
With the seating of the new City Council/Agency members on December 3, 1990, there
is a need to reorganize the Council Committee structure and appoint new members to
oversee the development and negotiations of various projects within redevelopment.
The current committee system is lacking in that there are only two members for most
committees; a variety of members are assigned without regard to type of project;
meetings are held on an irregular basis with limited time availability; and there is a lack
of continuity and uncertainty as to the kind of input requested of committee members.
Staff recommends a restructuring of the Council Committee system to create a
"Redevelopment Committee" to review redevelopment projects. The purpose of the
Redevelopment Committee is to advise staff on redevelopment area goals and
objectives, provide input on general policy issues such as housing and budgets, and
provide direction during negotiations on specific projects. However,.it is recognized
that any significant decisions must be made by the City Council as a whole.

The establishment of a Redevelopment Committee may include the following
components.
1. Three Council/Agency members are to be appointed to a "Redevelopment
Committee" to review and provide direction on all projects within redevelopment
areas. In addition, two Planning Commission members will be asked to serve on the
Committee and act as liaison between the Council and the Planning Commission in
reviewing redevelopment projects.
2. The Committee will establish such procedures as necessary to operate including
meeting on a regular basis at a standing date, time and place. Meetings are
suggested for every two weeks with an agenda to review projects and issues. Staff
from both redevelopment and planning will present redevelopment projects and
background information for committee review and discussion. Developer
presentations will be made as required.
3. Summaries of the Committee meetings will be sent to all Council members and
Planning Commissioners for information purposes. In addition to the
Redevelopment Committee, use of executive sessions of City
Council/Redevelopment Agency will be made to brief the full Council on the
progress of negotiations and direction to staff, as necessary.
Establishment of the -Redevelopment Committee will alleviate the problems that
have been experienced in the past as indicated above. This system does, however,
restrict the ability of Council members not on the committee from formally
participating in the Committee process.
FUNDING SOURCE:
Not applicable.
ALTERNATIVE ACTION:
Do not establish a Redevelopment Committee and continue with the present system of
establishing a committee for each separate redevelopment project.

STATEMENT OF ISSUE:
The City Council/Redevelopment Agency previously formed a committee which involved
the assignment of various members to provide direction on individual redevelopment
projects. During the past year, the City Council/Redevelopment Agency met on a
monthly basis in work study sessions to consider redevelopment projects. In order to
provide a more coherent structure and give better direction to staff and developers,
staff recommends that a committee be formed and reinstated.
RECOMMENDATION:
Staff recommends establishment of a "Redevelopment Committee," consisting of three
City Council/Redevelopment Agency Members to act as a liaison to the City Council to
provide direction to staff on redevelopment projects. The Redevelopment Committee
shall establish such procedures as necessary for its ' operation. Members of the
Redevelopment Committee shall be appointed annually by the Mayor.
