SUBJECT: Approve the California Emergency Management Agency Grant Violence
Against Women,Program for 2010

Statement of Issue: The Police Department applied for a grant through the California
Emergency Management Agency, Law Enforcement and Victim Services Division, for funding
the Violence Against Women program. The total project cost for the period of January 1,
2010 through December 31, 2010 is $194,667. City Council approval is necessary to fully
execute the agreement between the State and the City as well as appropriate matching funds
to meet the total project cost.
Funding Source: A 25% matching amount of $48,667 is required which has been included
in the Police Department's budget. The total project cost for the 2010 calendar year is
$194,667 with the grant award offset by new revenue of $146,000. A new grant fund will be
established upon approval by the City Council. No additional appropriation of funds is
necessary.
Recommended Action: Motion to:
1. Accept the grant between the California Emergency Management Agency and the City of
Huntington Beach;
2. Approve the appropriation of $194,667 of which $146,000 is to be fully reimbursed by the
grant from the California Emergency Management Agency. The remaining $48,667 will
be funded from appropriations in the Police Department's budget;

3. Authorize the expenditure of funds of $194,667 plus interest to pay for the professional
services contract between the City of Huntington Beach and Community Service Program,
Inc. for Victim/Witness Advocate, and some operating costs related to the Domestic
Violence Program;
4. Approve and Authorize the Mayor and City Clerk to execute the professional services
contract between the City of Huntington Beach and Community Service Program, Inc. for
VictimANitness Advocate.
Alternative Action(s):
Do not approve the grant and reject the grant funding from the Office of Criminal Justice
Planning and direct staff accordingly.
Analysis:
The Police Department applied to the California Emergency Management Agency (Cal EMA)
for a grant to pay for a Domestic Violence Program. The grant funding is for$194,667, with a
$48,667 25% match. The majority of the grant will pay for the services of a Victim's
Assistance Counselor. The Victim's Assistance Counselor is contracted through the
Community Service Program, Inc.
This program has been in effect since 1998. Since the inception of the Domestic Violence
Program, the Counselor has been continuously funded through a series of grants. The goal
of the program is to help heal the family and stop the cycle of violence. Without this grant,
the Police Department would not be able to offer the services of the Victim's Assistance
Counselor to victims of domestic violence. The counselor coordinates the program with a
Police Department investigator to form a cohesive team to assist the victim.
The acceptance of this grant will pay for counseling services through December 2010. The
Police Department will include appropriate funding for this contract in the department's
budget in subsequent fiscal years. If Cal EMA approves the future years funding, the
professional services agreement will continue.

As required by Resolution 4832, this Fiscal Impact Statement has been prepared for
"Approve the California Emergency Management Agency Grant Violence Against
Women Program for 2010."
If the Council approves this action there will be no effect on any city fund balance.
The 25% matching funds required to receive this grant was budgeted in the Police
Department's Adopted Budget and is still designated for this purpose despite the
recent budget reductions. The remainder of the expenses associated with this grant
will be fully reimbursed, resulting in no impact to the General Fund, or any other City
funds.
