SUBJECT: Accept Office of Criminal Justice Planning (OCJP) Grant for 2013
Violence Against Women Program; and, approve appropriation and
expenditure of funds
Statement of Issue: The Police Department applied for a grant through the State of
California Office of Criminal Justice Planning for funding the Violence Against Women
program. The Police Department was notified of its award of $276,161. City Council
approval is necessary to fully execute the agreement between the State and the City. The
grant is funded from January 1, 2013, to December 31, 2013.
Financial Impact: A 25% matching amount of $69,040 is required and has been included in
the Police Department's budget. The total project cost for the 2013 calendar year is
$276,161 with the grant award offset by new revenue of $207,121. A new grant fund will
be established upon approval by the City Council. No additional appropriation of funds is
necessary.
Recommended Action:
A) Accept the grant between the State of California, Office of Criminal Justice Planning,
California Emergency Management Agency (Cal EMA) and the City of Huntington Beach;
and,
B) Approve the appropriation and expenditure of $276,161 of which $207,121 is to be fully
reimbursed by the grant from the California Emergency Management Agency. The
remaining $69,040 will be funded from appropriations in the Police Department's budget.
Alternative Action(sl: Do not approve the grant and reject the grant funding from the
Office of Criminal Justice Planning and direct staff accordingly.
Analysis: The Police Department applied to the California Emergency Management
Agency (Cal EMA) for the Domestic Violence Program. The grant funding is for $276,161,
with a $69,040 match. The majority of the grant will pay for the services of two Victim
Advocates. The Victim Advocates are contracted through the Community Service
Program, Inc. and Interval House.

This collaboration, has been in effect since 1998. Since the inception of the Violence
Against Women project, the Advocates have been continuously funded through a series of
grants. The goal of the program is to help heal the family and stop the cycle of violence.
Without this grant, the Police Department would not be able to offer the services of the
Victim Advocates to victims of domestic violence. The Advocates work closely with a
Police Department investigator to form a cohesive team to assist victims.
The acceptance of this grant will pay for the collaboration involving the Police Department
through December 31, 2013. The cash match of $69,040 is located within the existing
Police Department budget. In addition, the agreement with Interval House offers priority
shelter for domestic violence victims and their children from Huntington Beach on a 24
hours basis. The grant also funds two part time investigators for a total of 1,545 hours to
investigate domestic violence incidents in a timely manner, resulting in increased services
to victims.
