Wilson, City Manager PREPARED BY: Ken Domer, Assistant City Manager Kellee Fritzal, Deputy Director, Business Development SUBJECT: Adopt City Council Resolution No. 2015-06 approving the application for Housing -Related Parks (HRP) Program Grant Statement of Issue: The City Council is requested to adopt a Resolution authorizing the application for a Grant. The Department of Housing and Community Development (HCD) released a Housing -Related Parks (HRP) Program Grant. The grant program, totaling approximately $35 million, is for affordable housing activity between the years of 2010 —2014. The City of Huntington Beach could be eligible to receive $554,000 for improvements to Bartlett Park. Financial Impact: There is no matching requirement for the Grant. Recommended Action: Adopt Resolution No.2015-06, "A Resolution of the City Council of the City of Huntington Beach Authorizing Application for Housing -Related Parks Grant."` Alternative Action(s): Do not adopt the Resolution and direct staff accordingly. Analysis: HCD°s Housing -Related Parks Program uses voter -approved funds from the Housing and Emergency Shelter Trust Fund Act of 2006 to expand and improve the availability of parks and recreation facilities within communities. Communities can apply for the funding if they meet a threshold of requirements, including having submitted an approved Housing Element plan. The. amount of the award is based on the number of new affordable housing units the city or county has permitted, as well as affordable units preserved, rehabilitated and/or acquired since 2010. The City of Huntington Beach is eligible for up to $554,000 in grant funds for park improvements. The attached Resolution asks for $664,800. The additional amount takes into consideration the Resolution requirements as set forth by,HCD that states that applicants should assume an increase of up to 50 percent of the amount requested (i.e. "not to exceed") for the purposes of any "bonus amount" awarded by the Department. If awarded funds through this grant program, Staff has proposed Bartlett Park as the park next in line for currently programmed improvements. This park has a Master Plan that is approved by the Community Services Commission and the City Council. Phase I Construction is a Capital Item 10. - 1 HB - 12- Dept. ID ED 15-06 Page 2 of 2 Meeting Date: 2/17/2015 Improvement Project (CIP) funded through the Parks Acquisition and Development Fund. For the current Fiscal Year 2014/15, $130,000 is programmed and up to $1,175,000 is proposed for Fiscal Year 2015/16. The award of grant funds will help expedite the project as well as relieve the Parks Acquisition and Development Fund for improvements to other parks within the City. The grant funds will be used for the following improvements: Installation of safety lighting (LED/energy saving technology) Interpretive signage Monument signage Installation of a split rail fence along the existing trail Application of mulch Parking lot resurfacing and striping Construction of a trash and recycling enclosure Installation of parking lot gate Environmental Status: Not applicable. HB -113- Item 10. - 2 RESOLUTION NO. 2015-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING APPLICATION FOR HOUSING -RELATED PARKS GRANT WHEREAS, the State of California Department of Housing and Community Development (Department) has issued a Notice of Funding Availability dated December 10, 2014 (NOFA), under its Housing -Related Parks (HRP) Program; and The City of Huntington Beach (Applicant) desires to apply for a HRP Program grant and submit the 2014 Designated Program Year Application Package released by the Department for the HRP Program; and The Department is authorized to approve funding allocations for the HRP Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application Package, and Standard Agreement. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. Applicant is hereby authorized and directed to apply for and submit to the Department the HRP Program Application Package released December 2014 for the 2014 Designated Program Year in an amount not to exceed Six Hundred Sixty -Four Thousand Eight - Hundred Dollars ($664,800.00). If the application is approved, the Applicant is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement) in an amount not to exceed Six Hundred Sixty -Four Thousand Eight -Hundred Dollars ($664,800.00), and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the Department, and all amendments thereto (collectively, the`HRP Grant Documents). 2. Applicant shall be subject to the teens and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. Applicant hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package. 3. The Deputy Director of Business Development or designee is authorized to execute in the name of Applicant the HRP Program Application Package and the HRP Grant Documents as required by the Department for participation in the HRP Program. 15-4561/116414.doc Resolution No. 2015-06 PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 1.7th day of February 17 , 2015.
