HomeMy WebLinkAboutAdopt City Council Resolution No. 2015-54 authorizing submitDept ID AD-15-035 Page 1 of 2 Meeting Date 10/5/2015 CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 10/5/2015 SUBMITTED TO- Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Ken Domer, Assistant City Manager Antonia Graham, Energy and Sustainability Projects Manager SUBJECT: Adopt City Council Resolution No 2015-54 authorizing submittal for Grants funded by CalRecycle for street rehabilitation using rubberized asphalt concrete, playground equipment and fall -zone cushioning, and programs to reduce waste from entering the landfill Statement of Issue Each year the Department of Resources, Recycling, and Recovery (CalRecycle) offers funding opportunities authorized by the Legislature to assist public entities in the safe and effective management of the waste stream These funding opportunities include grants to fund street rehabilitation using rubberized asphalt concrete, playground equipment and fall -zone cushioning, and programs to reduce waste from entering the landfill The City desires to apply for a Tire -Derived Product grant which would fund the rubberized play area at the "Universally Accessible Playground" proposed for the Beach area This Resolution would enable staff to apply for these grants for up to five years Financial Impact There is no matching requirement for the Grant Recommended Action Adopt Resolution No 2015-54, "A Resolution of the City Council of the City of Huntington Beach Authorizing Submittal of Application(s) for All CalRecycle Grants for Which the City of Huntington Beach is Eligible " Alternative Action(s) Do not adopt the resolution and direct staff accordingly Analysis CalRecycle has established several grant programs designed to encourage activities that promote reducing the amount of waste going into the landfill Staff wishes to apply for funding under the Tire - Derived Program This grant program enables qualifying entities to apply for funds to purchase products made from recycled tires The proposed project for this grant project is the Universally Accessible Playground (aka Beach Playground) The City is eligible for up to $150,000 in grant funds for park improvements Tne grant funds will be used to fund the rubberized "fall zone," otherwise known as playground surfacing Item 6. - 1 HB -66- Dept ID AD-15-035 Page 2 of 2 Meeting Date 10/5/2015 The grant program is an annual application process so the City has the potential, based on qualified projects, to apply each year CalRecycle requires a resolution with each application but allows cities to adopt one resolution to cover a five (5) year period Accordingly, the attached resolution authorizes the submittal of CalRecycle applications for the next five years under this grant program, and identifies the City Manager or his designee as the officer authorized to sign agreements, contracts, and requests for payment In accordance with City practice, any grant awarded by CalRecycle will be brought back to Council for authorization to accept and appropriate the grant funds Environmental Status Not applicable Strategic Plan Goal Enhance and Maintain Infrastructure Improve quality of life Attachment(s) 1 Resolution No 2015-54, "A Resolution of the City Council of the City of Huntington Beach Authorizing Submittal of Application(s) for All CalRecycle Grants for Which the City of Huntington Beach is Eligible " HB -67- Item 6. - 2 RESOLUTION NO 2 015 - 5 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF HUNTINGTON BEACH IS ELIGIBLE WHEREAS, Public Resources Code Sections 40000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California's (state) efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment; and In fin-therance of this authority, CalRecycle is required to establish procedures governing the application, awarding, and management of the grants, and CalRecyle grant application procedures require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1 The City authorizes the submittal of application(s) to CalRecycle for all giants for which the City of Huntington Beach is eligible; and 2. The City Manager or his/her designee is hereby authorized and empowered to execute in the name of the City of Huntington Beach all grant documents, including but not limited to, applications, agreements, amendments and requests foi payment, necessary to secure grant funds and implement the approved giant project; and These authorizations are effective for five (5) years fiom the date of adoption of this resolution. 15-4909/126073 doc Resolution No. 2015-54 PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 5 t h day of October , 2015.
