HomeMy WebLinkAboutAdopt Resolution No 2015-45 authorizing execution of grant a Dept ID PD-15-006 Page 1 of 2 Meeting Date 9/8/2015 CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 9/8/2015 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Robert Handy, Chief of Police SUBJECT: Adopt Resolution No 2015-45 authorizing execution of grant agreement for Office of Traffic Safety (OTS) STEP Grant, in the amount of $500,000, authorize appropriation and expenditure of funds, and fund an additional sworn position Statement of Issue On June 1, 2015, the Police Department received notice from the California Office of Traffic Safety (OTS) that the City of Huntington Beach was tentatively awarded a new one-year traffic safety grant The Selective Traffic Enforcement Program (STEP) grant #PT1649 provides funding in the amount of $500,000 These funds are intended to reimburse our ® costs associated with Sobriety/Drivers License checkpoints, one full time DUI officer, and multi-faceted traffic enforcement details These events are designed to reduce traffic collisions, injuries, and fatalities through enforcement, education, and media attention Financial Impact This one-year reimbursable grant is funded by the California Office of Traffic Safety The amount of $500,000 is to be utilized between October 1, 2015, and September 30, 2016 The appropriation request is fully offset by the estimated revenues Recommended Action A) Adopt Resolution No 2015-45, "A Resolution of the City Council of the City of Huntington Beach Authorizing the Police Chief to Accept Grant Funds From the State of California Office of Traffic Safety for Selective Traffic Enforcement Program," and, B) Approve and accept the OTS STEP Grant agreement #PT1649 between OTS and the City of Huntington Beach for $500,000, and, C) Approve appropriations and estimated revenue in the amount of$500,000, and, D) Establish a separate business unit for this funding and authorize the Chief of Police to expend up to a total of $500,000 plus accrued interest on the Selective Traffic Enforcement Program (STEP) grant, and, 0 E) Increase the Police Department's number of funded positions by one Police Officer Alternative Action(s) Do not approve and direct staff accordingly Item 9. - I xB -78- Dept ID PD-15-006 Page 2 of 2 Meeting Date 9/8/2015 Analysis The City of Huntington Beach has always been concerned with the safe and efficient movement of vehicular, bicycle, and pedestrian traffic on our highways, streets and bike paths The City of Huntington Beach is currently going through several development projects, some of which will add to both seasonal and yearlong traffic related issues In 2014, the Huntington Beach Police Department arrested over 752 DUI drivers This grant will allow us to use progressive and innovative enforcement techniques to increase our DUI enforcement efforts In addition to the DUI enforcement, we will be working to improve our ranking in several categories The most recent OTS statistics indicate Huntington Beach is ranked first out of 56 comparable cities for alcohol involved collisions, second for collisions where drivers 21- 34 have been drinking, and third in both the total fatal and injury collisions and bicyclist involved collision categories Huntington Beach also falls within the top 16 for drivers under 21 years old who have been drinking, motorcycle involved, pedestrians under 15, pedestrians over 65 years of age, speed related, and nighttime collisions (9 00 PM to 3 00 AM) We are seeking to use the proposed funding to increase traffic enforcement actions and work to identify behaviors that contribute to the root causes of collisions Further, we would like to provide additional methods of education to residents and inform them that careless and negligent behaviors will result in drastic consequences to themselves, their passengers, or other affected citizens in and around our roadways This particular grant will reimburse the City of Huntington Beach for expenditures associated with Sobriety/Drivers License Checkpoints, one full time DUI officer, and a variety of traffic related details This will bring the total number of funded sworn positions from 216 FTEs in the Police Department to 217 FTEs for Fiscal Year 2015/16 If the grant funding is discontinued, it is recommended this position be absorbed through attrition OTS will administer and handle the grant funds for the Selective Traffic Enforcement Program Environmental Status N/A Strategic Plan Goal Enhance and maintain public safety Attachment(s) 1 Resolution No 2015-45 2 Letter from OTS notifying the Police Department of the tentative grant award 3 Grant Agreement for OTS STEP Grant#PT1649 4 OTS Rankings 2012 HB -79- Item 9. -
