Statement of Issue: A Council resolution is necessary to apply for grant funds under the
State of California, Department of Boating and Waterways for the Development of A Boat
Pumpout/Dump Station Facility at Huntington Harbour Public Dock.
Funding Source: Not applicable. Funding is for 100 percent of grant request.
Recommended Action: Motion to:
Adopt Resolution No.am5- 30 , A Resolution of the City Council of the City of Huntington
Beach Requesting a Grant from the Department of Boating and Waterways for the
Development of A Boat Pumpout/Dump Station Facility at the Huntington Harbor Public Dock.
Alternative Action(s): Do not adopt a resolution authorizing staff to apply for State of
California, Department of Boating and Waterways grant.
Analysis: The Department of Boating and Waterways has funds available, through a
competitive grants program, for the construction and development of boat pumpout/dump
station facilities. This grant is for the replacement of the existing city -owned pumpout facility
within Huntington Harbour. In order to meet current regulations developed by the State of
California, Department of Boating and Waterways, the city intends to upgrade the pumpout
unit and add a new dump station per regulations recently enacted by the Regional Water
Quality Control Board. This is a reimbursement program with one hundred percent of the
actual expenditures, up to the grant limit, to be refunded upon completion of the project.

The cost of replacement of the existing pumpout and addition of a new dump station within
Huntington Harbour is $15,550. If successful, the city would be reimbursed for 100 percent
of this cost by the Department of Boating and Waterways. Indications from the Department
of Boating and Waterways are that this project is a good candidate for funding under this
grant. Community Services staff has prepared a Council Resolution that is required by the
Department of Boating and Waterways to fund this project. Notification of successful
application should be received May 2005.
Environmental Status: Project being funded under the grant program and will be
completed under the necessary guidelines.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH REQUESTING A
GRANT FROM THE DEPARTMENT OF BOATING
AND WATERWAYS FOR THE DEVELOPMENT OF A
BOAT PUMPOUT / DUMP STATION FACILITY AT
THE HUNTINGTON HARBOR PUBLIC DOCK
WHEREAS, the City of Huntington Beach is desirous of replacing existing boat pumpout
and dump station facilities at the Huntington Harbor Public Dock to meet the needs of the
boaters and to provide public access to these facilities; and
The Department of Boating and Waterways is authorized to provide grants to cities,
counties, districts and other public agencies for the construction and development of boat
pumpout / dump station facilities; and
The City Council of the City of Huntington Beach is willing to enter into an agreement to
provide for the operation and maintenance of the proposed facilities at no cost to the State,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Huntington Beach hereby requests that the Department of Boating and Waterways provide a
grant for the purpose of replacing an existing public use boat pumpout and dump station facility
at the Huntington Harbor Public Dock.
BE IT FURTHER RESOLVED that the City Council of the City of Huntington Beach
agrees to accept the grant and hereby authorizes the Director of Community Services to sign the
grant agreement and accept the grant for the purpose stated above.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the j gth day of April , 2005•
