HomeMy WebLinkAboutAdopt Resolution No. 2016-28 authorizing submittal of applicDept ID PW 16-021 Page 1 of 2 Meeting Date 5/2/2016 ,�►or°,god&-b ;;r-o CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 5/2/2016 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Travis K Hopkins, PE, Director of Public Works SUBJECT: Adopt Resolution No 2016-28 authorizing submittal of application for Payment Programs and related authorizations as required by California Department of Resources Recycling and Recovery (CalRecycle) Statement of Issue The California Department of Resources Recycling and Recovery (CalRecycle) requires the adoption of an authorizing resolution in order for Public Works to apply for the 15/16 Cycle of the City/County Payment Program, an annual funding program for litter reduction and beverage container recycling activities r Financial Impact Huntington Beach is eligible for $50,097 in program funding for the 15/16 funding cycle Funds will appropriated as part of the FY16/17 Annual Budget process Recommended Action Adopt Resolution No 2016-28, "A Resolution of the City Council of the City of Huntington Beach Authorizing Submittal of Application for Payment Programs and Related Authorizations " Alternative Action(s) Do not adopt resolution Public Works will not be eligible to apply for funds in the 15/16 Cycle and will suspend existing beverage container recycling activities for fiscal year 16/17 Analysis CalRecycle administers a payment program to provide cities and counties with funding to create and maintain opportunities for beverage container recycling utilizing a portion of the California Refund Value (CRV) monies collected statewide The goal of this program is to reach and maintain an 80 percent recycling rate for all CRV beverage containers --aluminum, glass, plastic and bi- metal Pursuant to Public Resources Code section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act, CalRecycle is distributing funds to eligible cities and counties specifically for beverage container recycling and litter cleanup activities CalRecycle calculates a portion share of the total funding to each eligible jurisdiction on a per capita basis For the 15/16 cycle, CalRecycle has calculated Huntington Beach's funding share as $50,997 Public Works utilizes these funds to provide and service public space recycling containers at City Hall, the Police Department, the Sports Complex, and at the Pier Public Works has been a recipient of these funds for at least the past ten program cycles Item 8. - 1 HB -108- Dept ID PW 16-021 Page 2 of 2 Meeting Date 5/2/2016 A resolution authorizing Public Works to apply for and administer the program funds is a new requirement effective with the 15/16 funding cycle The resolution must be adopted and submitted with the funding application which is due June 1, 2016 Our application will not be considered without the adopted resolution attached If not adopted, it may be necessary to suspend current beverage container recycling programs for FY 16/17 Once adopted, the resolution will be effective until rescinded Environmental Status Not applicable Strategic Plan Goal Enhance and maintain infrastructure Attachments) 1 Resolution No 2016-28, "A Resolution of the City Council of the City of Huntington Beach Authorizing Submittal of Application for Payment Programs and Related Authorizations" HB -109- Item 8. - 2 RESOLUTION NO 2016-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING SUBMITTAL OF APPLICATION FOR PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS WHEREAS, pursuant to Public Resources Code Sections 48000, et seq , the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying junsdictions, and In fuitheiance of this authority, CalRecycle has established proceduies goveining the administration of payment pi ograms, and CalRecycle's piocedures foi administering payment programs iequire, among other things, an applicant's goveining body to declare by iesolution certain authorizations related to the administration of the payment program, NOW, THEREFORE, the City Council of the City of Huntington Beach does heieby iesolve as follows 1.
