SUBJECT: Supplemental Communication regarding Agenda Item No 9 — resolution
approving parking rate modifications for the 2016 Fourth of July weekend
There is a need revise the recommended action for Agenda Item No 9 requesting an increase
in daily parking rates for the 2016 Fourth of July Celebration weekend to state that the revenues
will be deposited into the city's General Fund
Financial Impact:
No additional appropriations are requested as part of the recommended action Estimated new
parking revenues of $81,000 will be deposited to the city's General Fund 4' of july Fund 204d
Recommended Action
A) Adopt Resolution 2016-31, "A Resolution of the City Council of the City of Huntington
Beach amending Resolution No 2009-33 Which Established a Citywide Schedule for
Charges for Facility Rentals and all Supplemental Resolutions Thereto (Supplemental Fee
Resolution No 9) for 2016 only to
a Temporarily increase parking rates at South Beach lots on July 2"d and July 3rd from .
$15 to $25 per day, and on July 41h, from $25 to $30 per day, as described in Exhibit A,
and,
b Temporarily double the hourly parking rates at the Main Promenade Parking Structure
on July 2"d and July 3rd, and to raise the rate from $27 to $30 per day on July 41h
8} Authorize the Director of Community Services or her designee to deposit the additional
parking revenues collected and defined in Exhibit A of Resolution 2016-31 to the city's

Statement of Issue

Recommended Action

Alternative Action(s)
Do not adopt Resolution 2016-31 and direct staff accordingly
Analysis
Currently, parking rates are increased from $15 to $25 per day at the South Beach parking lots and
from $17 to $27 per day at the Main Promenade Parking Structure on the Fourth of July holiday
only, generating approximately $32,000 in additional revenue
At the May 16, 2016 City Council Meeting, the City Council liaisons to the Fourth of July Board
proposed an expansion and increase in these daily parking rates for the entire 2016 Fourth of July
Celebration 3-day weekend Specifically, the City Council discussed raising the rates at both the
South Beach lots and the Main Promenade Parking Structure to $25 per day on July 2nd and 3rd and
to $30 per day on July 4tn

Subsequent conversations with the Fourth of July Board and the Council liaisons to the Fourth of
July Board yielded the following recommendations
South Beach Lots
Saturday, July 2, 2016 — from $15 per day to $25 per day
Sunday, July 3, 2016 — from $15 per day to $25 per day
Monday, July 4, 2016 — from $25 per day to $30 per day
Main Promenade Parkino Structure
Saturday, July 2 and Sunday, July 3, 2016
First 30 Minutes No charge
Up to two hours (includes first 30 minutes) $2 00/hour
After two hours $2 00/each 20 minutes
Monday, July 4, 2016 — from $27 per day to $30 per day
Staff estimates that the proposed modifications to the parking rates shown above will produce
$81,000 in new revenue
Specifically, on Saturday, July 2"d and Sunday, July Td, increasing the South Beach lots to $25 per
day could produce approximately $55,000 in new revenue In addition, doubling the hourly rates at
the Main Promenade Parking Structure as proposed on July 2"d and Sunday July 3d is estimated to
generate $12,000 in new revenue
For Monday, July 4th, raising the daily rate to $30 per day at the South Beach lots (instead of $25)
and the Main Promenade Parking Structure to $30 per day (instead of $27) will generate
approximately $14,000 in new revenue
It is important to note that customers who wish to come downtown to shop or dine have several
parking options available
1 Annual Beach Parking Passes will be valid for the entire weekend, and provide for in -and -
out access to all applicable parking
2 The North parking lot has easy access from 6th street and will have an hourly parking
provision as spaces become available throughout the day
3 All downtown parking meters will be hourly with a 2-hour maximum

RESOLUTION NO 2016-31
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AMENDING RESOLUTION NO 2009-33
WHICH ESTABLISHED A CITYWIDE SCHEDULE FOR CHARGES FOR
FACILITY RENTALS AND ALL SUPPLEMENTAL RESOLUTIONS THERETO
(SUPPLEMENTAL FEE RESOLUTION NO 9)
WHEREAS, on June 15, 2009, Resolution No 2009-33 was adopted, amending the
Citywide fee for public access and use of certain City property, and
The City Council desires to revise a portion of the Fee Resolution to temporarily increase
existing parking fees on July 2-4, 2016, and
Upon adoption of this Resolution, the fee listed in the "Proposed Changes" column shall
be in effect until July 5, 2016,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows
The new charges set forth in Exhibit "A" and adopted by this Resolution shall be
effective immediately following the adoption of this Resolution, and continue thereafter
All other charges or fees set forth in Resolution No 2009-33 shall remain in effect
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 20th day of Ju P 2016
