Analysis:
The Habitat Conservation Fund (HCF) Program allocates approximately $2 million per year to the
California Department of Parks and Recreation to provide grants to local entities to protect fish,
wildlife, and native plant resources, to acquire or develop wildlife corridors and trails, and to provide.
for nature interpretation programs and other programs which bring urban residents into park and
wildlife areas. The California Wildlife Protection Act of 1990, Fish and Game Code, Chapter 9,
defines the program and authorizes grant funding to local agencies.
Grant requests generally do not exceed $200,000. However, there are no maximum or minimum
grant amounts. The City is requesting $70,000 to improve and enhance a portion the Central Park
Multipurpose Trail. This portion of the trail links the Urban Forest area to the developed trails in
Central Park, which lead to Huntington Lake, Shipley Nature Center, and the newly constructed
Senior Center in Central Park. The trail is in major need of improvements to better define the path
of travel and improve uneven surfaces over sections of the trail. Decomposed granite will be

applied over the existing native soil. Landscape timbers and interpretive signage will also be
placed along the trail. These much needed improvements will enhance the enjoyment and safety of
those who wish to traverse this portion of Central Park. If awarded funding, the City will be able to
properly rehabilitate this portion of the approved trail system, thereby increasing accessibility to the
City's largest Park. The project will significantly increase trail opportunities for Huntington Beach
residents and visitors to experience a passive recreation opportunity in the midst of a suburban
setting. Visitors will experience native plants and wildlife as the trail is adjacent to the Raptor
Foraging Habitat site. Should the City be awarded funding through this grant program, the City
would be required to provide a 50-percent match.
Environmental Status:
The project is categorically exempt pursuant to Section 15301, Class 1 (existing facilities) and
Section 15304, Class 4 (minor alterations to land) of the California Environmental Quality Act
(CEQA) guidelines. The project includes restoration of an existing trail in Central Park, involving
the installation of decomposed granite over the existing trail path, interpretive signage, landscape
timbers and native, drought tolerant vegetation to delineate and enhance the existing trail. No
grading or tree/vegetation removal would occur.

RESOLUTION NO. 2016-64
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH APPROVING THE APPLICATION
FOR GRANT FUNDS FROM THE HABITAT CONSERVATION FUND
WHEREAS, the People of the State of California have enacted the California Wildlife
Protection Act of 1990, which provides funds to the State of California for grants to local
agencies to acquire, enhance, restore or develop facilities for public recreation and fish and
wildlife habitat protection purposes; and
The State of California Department of Parks and Recreation has been delegated the
responsibility for the administration of the Habitat Conservation Fund Program, setting up
necessary procedures governing project application under the program; and
The procedures established by the State Department of Parks and Recreation require the
application to certify by Resolution the approval of an application before submission of the
application to the State of California; and
The applicant will enter into a contract with the State of California to complete the
proj ect.
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
Approves the filing of an application for the Habitat Conservation Fund Program.
2. Certifies that the applicant has or will have available, prior to commencement of
any work on the project included in the application, the required matching funds
and sufficient funds to complete the project.
Certifies that the applicant has or will have sufficient funds to operate and
maintain the project.
4. Certifies that the applicant has reviewed, understands and agrees to the provisions
in the contract shown in the Grant Administration Guide.
Delegates authority to the City Manager or his or her designee to conduct all
negotiations, execute and submit all documents, including, but not limited to
applications, agreements, amendments, and payments requests, which may be
necessary for the completion of the project.
6. Agrees to comply with all applicable Federal, State and Local laws, Ordinances,
rules, regulations and guidelines.
