Statement of Issue: Accept grant from the Bill and Melinda Gates Foundation for $25,500 to replace
computers.
Funding Source: New Grant — from the Bill and Melinda Gates Foundation not anticipated in,the 2005-06
budget adoption.
Recommended Action: Motion to: 1) Accept grant award in the amount of $25,500 from the Bill & Melinda
Gates Foundation; 2) Authorize expenditures of $25,500 for new computers; and 3) Appropriate funds into
Account Number to be determined by the Finance Department.
,,,Alternative Action(s): Do not approve the grant amount and return the $25,500 to the California State Library
'and fund computer replacements from the General.Fund.
Analysis: In 2000, The Bill and Melinda Gates Foundation awarded the library a grant to.help provide free
Internet access to the public. The library purchased 20 computer workstations to provide that service. Since the
lifespan of this hardware is around 3 years, by 2005 it was necessary for the library to replace those
computers. The current grant will allow replacement funds through 2008,,when the current equipment will need
to be replaced yet again. This money will defray the costs of technology upgrades paid from the General Fund.

Public-Access Hardware Upgrade Program(PAC HUG)
Your library is eligible for funding from the Bill and Melinda Gates Foundation PAC HUG program.
Please see the attached report of the number and type of public access computers that are the basis
for. your`funding offer of $25500 ($1500 per computer). This letter is to inform you of,this
opportunity and to ask you to apply based on the criteria and stipulations detailed below.-
How Funds Are To Be Used. The primary objective of this grant program is to enable replacement
-of your library's older public access computers.
If you still employ public access computers purchased with funds from a previous Foundation-grant
(Priority 1 on the attached report), then these new grant funds must.first be spent to acquire new
public access,computers to replace them (see Definition of Public Access Computer on page 2). The-
new computers(or system)must be installed in your library.by December 31, 2006.
After replacing the original public access computers acquired with Foundation funds the remainder
(Priority 2 on the attached report) must be replaced or added to,withnew computers (or system) and
be installed in your library by.December 31, 2008.
Grants funds can only be used for"Eligible Expenditures"which-include the following:
* Complete public access computer systems (CPUs, monitors,,keyboards and mice).
* -Individual components as part of a new computer'system (hard drives, additional memory,
video,networking, or other cards).
* Any software for public access computers.
* Support services purchased for the computers, such as extended warranty or technical
support and replacement services purchased from the original equipment manufacturer or
other support vendor.

* Installation and configuration or customization of security settings of the public access
computers to ensure long-term sustainability(e.g., the purchase, installation or configuration
of public access computer,software or hardware security solutions).
Each grantee library is responsible for the selection and procurement of hardware,and software.
Resources to assist you in the selection of appropriate hardware and software are available from
Califa (htbp:Hcalifa.or-�.
Funds cannot.be used either to replace or upgrade staff computers or other infrastructure,
networking or peripheral equipment (e.g., furnishings; network cabling, electrical wiring, switches,
firewalls, or printers).
Public Access Computer definition:
* The computer is available for access by the public at no.cost and without intervention by
staff;
* The computer provides access to external information resources (e.g. the Internet and
bibliographic databases); and
* The computer can access personal productivity or reference software (e.g. word
processing,presentation, spreadsheet, encyclopedia or other educational software).
By submitting this application'to the California State Library Foundation, you agree:
* That any grant fluids awarded to,you will only be used for the purposes of the Program in
accordance with the criteria and requirements set forth in this application. All funds must
be expended for program purposes by December 31, 2008.
* To submit a survey report in January 2007 for any original public access computers
replaced and in January 2009 for all other replacements. Instructions for using the
TechAtlas survey tool for this purpose will be sent to you at that time, a narrative report
(Attachment B)may also,be requested at that time.
* That there may be' ,costs associated with receiving a grant that are not covered by the
grant. These expenses may include, but are not limited to, staff, construction/renovation,
furniture, materials, supplies, ongoing telecommunication costs and non-granted
hardware and software.
* That good faith efforts will be made to ensure that all computers and peripheral
equipment acquired with grant funds are kept fully operational and appropriately
supplied. Also, good faith.efforts will be made to ensure adequate public funding for the
proper maintenance and eventual.replacement of the equipment provided by this grant.
* That you understand what expenditures are allowable and acknowledge the Foundation's
definition of a public access computer.
