Analysis: In 1999, the City received a federal grant to construct and implement a project
to establish a communication link between the City and the local Caltrans traffic
management center. The main purpose of the link is to enable the sharing of various traffic
information among the agencies and eventually provide real-time information to motorists.
The communication link would also be used to provide information to emergency services
to monitor traffic conditions and expedite various response scenarios. Caltrans could also
use this link to establish communication with traffic signals and other equipment under their
control within the City.
The project has been delayed for various reasons since the grant was awarded. The
biggest challenge has been designing the communication link within the grant budget. Staff
has solicited bids for a fiber optic based project on two occasions and both times the bids
received significantly exceeded the project budget. Staff is confident that new technology
in wireless communication offers a cost effective solution to completing this effort within the
remaining budget. The project also represents a significant and valuable step towards a
regional, integrated approach to management of the transportation system.
The state and federal governments are taking a critical look at previous funding obligations
due to heightened budget concerns. The delays in completing this project have resulted in
it being reviewed for continued funding by the State Department of Finance. To retain the
grant funds, the City must submit an extension request for consideration. City Council
support for the request is required. The Department of Finance will have sole discretion
over whether to approve the extension of the grant project funding.
