BEARDSLEY, PE, DIRECTOR F PUBL C WORKS SUBJECT: APPROVE REQUEST FOR FUNDING EXTENSION OF FEDERAL TRANSPORTATION FUNDING GRANT Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: Staff has recently been notified of an urgent need to request an extension of grant funding by the State of California to avoid the loss of funds for a communication network with the local Caltrans District. City Council approval of the extension request is required for the submittal. Funding Source: The project is currently included in the City's 2005/06 Capital Improvement Program. The initial grant funding was $791,470 and $493,758 remains in the unspent balance. Recommended Action: Motion to: Support the funding extension request and authorize the Mayor to endorse a letter indicating City Council support for the request. Alternative Action(s): Deny the support of the request and forfeit the balance of the grant funA La �L co =- ,N REQUEST FOR ACTION MEETING DATE: 12/19/2005 DEPARTMENT ID NUMBER:PW 05-086 Analysis: In 1999, the City received a federal grant to construct and implement a project to establish a communication link between the City and the local Caltrans traffic management center. The main purpose of the link is to enable the sharing of various traffic information among the agencies and eventually provide real-time information to motorists. The communication link would also be used to provide information to emergency services to monitor traffic conditions and expedite various response scenarios. Caltrans could also use this link to establish communication with traffic signals and other equipment under their control within the City. The project has been delayed for various reasons since the grant was awarded. The biggest challenge has been designing the communication link within the grant budget. Staff has solicited bids for a fiber optic based project on two occasions and both times the bids received significantly exceeded the project budget. Staff is confident that new technology in wireless communication offers a cost effective solution to completing this effort within the remaining budget. The project also represents a significant and valuable step towards a regional, integrated approach to management of the transportation system. The state and federal governments are taking a critical look at previous funding obligations due to heightened budget concerns. The delays in completing this project have resulted in it being reviewed for continued funding by the State Department of Finance. To retain the grant funds, the City must submit an extension request for consideration. City Council support for the request is required. The Department of Finance will have sole discretion over whether to approve the extension of the grant project funding.
