SUBJECT: APPROVE THE POLICE DEPARTMENT TO APPLY FOR THE COPS
HIRING RECOVERY PROGRAM (CHRP)

Statement of Issue: The City Council is asked to approve the Police Department to apply
for the COPS Hiring Recovery Program (CHRP). Approval will initiate the on-line application
of this grant. After the grant agency awards the grant, staff will submit the award amount and
expenditure plan for City Council's approval at a later date.
Funding Source: N/A
Recommended Action: Motion to:
Authorize the Chief of Police or his designee to apply for the COPS Hiring Recovery Program
(CHRP) grant, to sign the grant application, and to act on the City's behalf with respect to any
issues that may arise during processing of this application.
Alternative Action(s):
Do not approve the Chief of Police or his designee to apply for the COPS Hiring Recovery.

Analysis:
On March 16, 2009, the Office of Community Oriented Policing Services (COPS Office)
announced the opening for applications requesting funding under the COPS Hiring Recovery
Program (CHRP). CHRP is a competitive grant program that provides funding directly to law
enforcement agencies having primary law enforcement authority to create and preserve jobs
and to increase their community policing capacity and crime -prevention efforts. Up to $1
billion in grant funding is available for the hiring and rehiring of career law enforcement
officers. There is no local match requirement for CHRP, but grant funding will be based on
current entry-level salary and benefits packages, and therefore any additional costs for
higher salaries or benefits for particular individuals hired will be the responsibility of the
grantee agency.
CHRP grants will provide 100 percent funding for approved entry-level salaries and benefits
for three years (36 months) for newly -hired, full-time sworn officer positions (including filling
existing unfunded vacancies) or for rehired officers who have been laid off, or are scheduled
to be laid off on a future date, as a result of local budget cuts.
The City must retain all sworn officer positions awarded under the CHRP grant for a period of
one year (12 months) following the conclusion of grant funding. The Police department will
use this grant to fill 4 currently unfunded Police Officer positions.
Staff will submit CHRP grant application online via the COPS Office web site at
www.cops.usdoo.gov beginning March 16, 20089 through April 14th, 2009.
