SUBJECT: Approve and authorize execution of one-year grant agreements with
the California Office of Traffic Safety (OTS) for Driving Under the
Influence (DUI) and Traffic Enforcement Programs FY12/13; and,
approve appropriations and establishment of separate business units
Statement of Issue: In August 2012, the Police Department received notice from the
California Office of Traffic Safety (OTS) that the City of Huntington Beach was tentatively
awarded two grants. Grant No. SC13184 was awarded for the "Sobriety Checkpoint Grant
Program" in the amount of $107,500.00, and Grant No. PT1368 was awarded for the
"Selective Traffic Enforcement Program" in the amount of $90,469.00. The awarded funds
are intended to reimburse our costs associated with DUI enforcement and selective traffic
enforcement details. These events are designed to earn media attention, thus enhancing the
overall deterrent effect. City Council action is required to accept the grant awards and
appropriate the funds.
Financial Impact: The one year reimbursable grant agreements are funded by the State of
California Office of Traffic Safety. The amounts of $107,500.00 and $90,469.00 are for the
period of October 1, 2012, through September 30, 2013. The appropriation request is fully
offset by the estimated revenues.
Recommended Action: Motion to:
A) Approve and accept Grant Agreement No. SC13184 (Sobriety Checkpoint Grant
Program) between OTS and the City of Huntington Beach for $107,500; and,
B) Approve and accept Grant Agreement No. PT1368 (Selective Traffic Enforcement
Program) between OTS and the City of Huntington Beach for $90,469; and,
C) Authorize the Chief of Police to execute both agreements with OTS; and,
D) Approve appropriations and estimated revenue in the total amount of $197,969; and,
E) Establish separate business units for these funds and authorize the Chief of Police to
expend up to a total of $197,969 plus accrued interest on the Sobriety Checkpoint Grant
Program and the Selective Traffic Enforcement Program.

Alternative Action(s): Do not approve the grant and direct staff accordingly
Analysis: The City of Huntington Beach has traditionally been concerned with the safe
and efficient movement of vehicular, bicycle and pedestrian traffic on our highways, streets
and bike paths. The City of Huntington Beach is currently going through several
redevelopment projects, some of which add to both seasonal and yearlong traffic related
issues.
Currently, DUI arrest rankings established by California Office of Traffic Safety (OTS)
indicate out of 53 cities with populations ranging from 100,000 to 250,000, the City of
Huntington Beach has the fourth highest arrest rate in the state. Even with this excellent
arrest rate, Huntington Beach is still ranked the 5th highest city for alcohol involved traffic
collisions.
In 2011, the Huntington Beach Police Department arrested over 1200 DUI drivers, and we
intend on continuing our aggressive enforcement efforts. The Selective Traffic Enforcement
Program and Sobriety Checkpoint Grant Program funded by OTS will allow the Police
Department to take a multi -faceted approach.
OTS has joined forces with the University of California Berkeley Safe Transportation
Research and Education Center (SafeTREC), who will be administering and handling the
grant funds for the Sobriety Checkpoint Grant Program. This particular grant will reimburse
the City for expenditures associated with DUI checkpoint operations. OTS will administer
and handle the grant funds for the Selective Traffic Enforcement Program. This particular
grant will reimburse the City for expenditures associated with DUI saturation and selective
enforcement details.

Congratulations! Through a competitive process, the Office of Traffic Safety (OTS) has tentatively
approved your funding request for the proposal titled "Selective Traffic Enforcement Program" in the
amount of approximately $90,469.00.
Your OTS Coordinator will contact -you to discuss your proposal mid explain the Grant Agreement
process. It is our goal to have all new grants start no later than October 1, 2012. If approval from your
City Council or Board of Supervisors is required, you should begin that process now. Do not incur
grant reimbursable costs prior to the receipt of your official approval packet from OTS or before your
grant start date
OTS will initiate a statewide media news release regarding 2013 proposals selected for funding. Your
agency should not publically announce this tentative award until the grant agreement is fully
negotiated and signed by-OTS.
