SUBJECT: Approve and accept a California State Library Literacy Grant in the
amount of $37,577 and a donation from The Friends of the Huntington
Beach Public Library in the amount of $96,000
Statement of Issue: Approve and accept the grant from the California State Library for the
Huntington Beach Library Literacy program to support services, and to approve and accept a
major donation from the Friends of the Huntington Beach Public Library to support the
Library's collections of books and other materials.
Financial Impact: No Fiscal Impact.
Recommended Action: Motion to:
A) Approve and accept grant award in the amount of $37,577 for the Huntington Beach
Public Library Literacy program to support services to learners and tutors, and to allocate
the grant funds to account 98550602.52000 -- State Literacy Grant 12/13 temporary
salaries, and
B) Approve budget appropriation for donation received i
Friends of the Library for books and media materials, and
to allocate the funds to the following Library donation
Donations Books business unit 10350102.64455 and
subscriptions unit 10350102.64470.

Analysis: The Huntington Beach Public Library Literacy Program has been in existence
since the 1980s. Each year the program has been successful in applying for grants in
support of the Literacy program through the State Library of California. The support for
Literacy Services has been threatened in the past few years due to the State's budget
troubles. Funding was restored and available again this year, and the Library has been
awarded $37,577 for this year.
The Friends of the Huntington Beach Public Library regularly donate money to the Library in
support of purchases for the Library Collection. The Library recently requested and received
a donation of $96,000 to support the purchase of books, ebooks, media, and other library
resources and materials. The support from the Friends of the Library has made it possible
for the Library to continue to offer a high level of service for the community during times of
reduced budgets.

We are pleased to be able to provide your library with a California Library Literacy Services
(CLLS) literacy award for 2012/13 in the amount of $37,577.
As a reminder, our goals are:
® To use the reduced funding to ensure that our focus is on our core mission —Adult
Literacy.
To simplify and mesh family literacy into the adult program reporting structure. (NOTE:
This allows local dollars spent on family literacy to be included in the "match" part of the
funding formula.)
You are required to spend a minimum of 80% of your total CLLS funding for the year on adult
literacy (and family literacy if you want that to be part of your program.) If you continue to
provide ELLI or MLLS services, you may spend the remaining 20% on these approved CLLS
ancillary programs, as long as you meet the Program Essentials for those programs.
Next Steps:
(1) Sign and return the attached Claim Form. We will initiate the payment process upon
receipt of your signed Claim Form (attached). You should receive a check for the
above amount within six weeks of submitting your claim form. All of these funds
must be expended or encumbered by June 30, 2013.
(2) Your revised budget will be due in December. My staff will notify you by e-mail
when the online system is available to submit it.
(3) As in the past, you will be asked to report electronically twice this fiscal year — once
in February, and again in August. Our staff will provide more details on this process.
