Wilson, City Manager PREPARED BY: Stephanie Beverage, Director of Library Services SUBJECT: Approve and accept California State Library LSTA (Library Services and Technology Act) Grant of $37,000 for a Beach Pop Up Library project, and California State Library CLLS (California Library Literacy Services) baseline Literacv Grant of $10,000 Statement of Issue: Approve and accept the grant from the California State Library for the Library Outreach program to support services and approve and accept the grant from the California State Library for the Library Literacy program to support services to learners and tutors. Financial Impact: No Fiscal Impact. Recommended Action: Motion to: A) Approve and accept grant award in the amount of $37,000 - $16,650 upon execution of agreement with State Library, $16,650 on or about October 30, 2013, and $3,700 on completion and return of abatements - for the Huntington Beach Public Library to fund a project providing a Beach Pop -Up library to the community, and to allocate the grant funds to an account to be determined by the Finance Department; and, B) Approve and accept grant award in the amount of $10,000 for the Huntington Beach Public Library Literacy Program to support services to learners and tutors, and to allocate the grant funds to an account to be determined by the Finance Department. Alternative Action(s):' A) Do not approve the Project grant and decline the award from the State Library; and, B) Do not approve the Literacy grant and decline the award from the State Library. Analysis: The California State Library administers the Federal Library Services and Technology Act program for the State of California making grants available in support of Public Libraries. These grants are awarded on a competitive basis and support the development of new and important library services. As part of the LSTA grant program, the State Library has invited libraries to propose innovative new programs and services to extend and enhance the reach of libraries into their communities. In the past grant cycle, the Huntington Beach Public Library proposed an innovative mobile library concept based on the Pop Up Retail model, where a store or business will "pop up" at a location for a short period of time. The idea behind a pop up location is to extend the reach of an organization out into the community and to raise overall awareness of the services provided. With the annexation of Sunset Beach and the increasing population density in the city, a mobile Pop Up Library location will allow the Library to create a mobile mini -branch location Item 4. - I HB -40- Dept. The grant funding will support the fabrication of a mobile kiosk or structure that can be easily transported and set up at a variety of locations, along with the purchase of technology to support basic library functions such as library card sign ups and basic circulation functions. The California State Library also supports Library Literacy programs with ongoing grants to support existing programs in the State. This year the State Library has been able to guarantee a base level of funding for the Huntington Beach Library Literacy Program. The Literacy grant supports the administrative functions of the program and makes it possible for trained tutors to support and assist learners in developing and improving their literacy skills. Our CLLS funding formula consists of three parts which reflect our CLLS mission and values: 1. A baseline amount for each of your approved CLLS program components that reflects the importance of each library having enough funds to provide a minimum level of local literacy staffing and services. 2. A per capita amount per adult learner served.in the previous year that reflects the fact that Adult Literacy Services are the heart of our service, and are the basis for all other literacy services. 3. A rnatcb on local funds raised and expended for adult literacy services —reflecting a commitment to a continuing State/Local partnership, and to providing an incentive for increased local support for adult literacy. At this time, we are providing the $10,000 baseline amount for your program. The remainder of your 2013/14 CLLS award will be determined by applying the other two parts of the formula in the fall to the 2012/13 actual service: statistics and financial data reported in the final report later this summer.
