Statement of Issue: City Council approval is requested for acceptance of the Federal
Emergency Management Agency (FEMA) Assistance to Firefighters Grant award for wildland
firefighting equipment.
Funding Source: The FEMA grant amount is $19,584 and requires a matching amount of
$4,896. Funding for the matching amount is available in the City's Equipment Replacement
Fund account 10040209.83700.
Recommended Action: Motion to:
1. Approve and authorize City staff to accept the FEMA Assistance to Firefighters Grant
award and expend matching funds in the amount of $4,896.
Alternative Action(s): Do not accept the grant award or approve expending matching
funds.

Analysis: For the past eight years, FEMA has made funding available to local fire
departments as part of its Federal Assistance to Firefighters Grants Program. The purpose
of this grant is to enhance the ability of fire departments to protect the health and safety of
the public, as well as that of firefighting personnel. This funding can be used for various
purposes, including the purchase of equipment to upgrade existing operations.
Over the past eight years, the Fire Department has been successful in obtaining grant
funding through this competitive process four times. This funding, totaling approximately
$200,000, has been used to purchase firefighter turnouts, wildland firefighting equipment,
and physical fitness equipment.
On November 14, 2008, the Fire Department received official notice from FEMA that it was
successful in obtaining $19;584 for the purchase of wildland fire shelters and accompanying
web gear. This funding requires a 20% match of $4,896, which is included in the City's
equipment replacement fund for FY 2008/09.
As part of the California master mutual aid system, the City of Huntington Beach Fire
Department annually responds to wildland incidents. This has included deployment on over
50 multi -jurisdictional fires over the past five years.
In spite of the tremendous amount of participation in wildland fire incidents, the Department's
fire shelters, and accompanying web gear, are outdated and need replacing. The current fire
shelters are over twelve years old and do not comply with mandates specified by the National
Interagency Fire Center (NIAFC), the regulating agency in regards to wildland fire fighting
practices and equipment. Further, the current fire shelters also do not meet United States
Department of Agriculture (USDA) Forest Service specifications. They need to be replaced
with the "New Generation" shelter that meets NIAFC and USDA Forest Service
specifications. In addition, all agencies providing wildland responses are required to
purchase the next generation shelters by the end of calendar year 2009.
With this grant funding the City will be able to purchase this important equipment. In doing
so, the Fire Department will be better equipped to respond to this type of emergency.
