STATEMENT OF ISSUE
There is an opportunity to apply for Land and Water Conservation
Grant Funds for the renovation of South Beach from Lifeguard
Headquarters to Beach Boulevard.
RECOMMENDATION
1. Adopt the Resolution of the City Council of the City of
Huntington Beach applying for Land and Water Conservation
Grant Funds for the renovation of South Beach.
2 . Allocate $500,000 from the Parking Authority as the city's
50 percent match for the Land and Water Conservation Grant.
ANALYSIS
The federal government is accepting applications for funding
through the Land and Water Conservation Grant Program. It is
administered by the California State Department of Parks and
Recreation.
Staff is proposing applying for funds to renovate the beach
between Moorhouse Lifeguard Headquarters and Beach Boulevard.
The South Beach Master Plan includes rebuilding rest rooms,
renovating parking lot, splitting the beach service road for
wheel and nonwheel use, improving landscaping and lighting and
the creation of a sand wall to prevent sand being blown on the
service road and into the landscaping. The City Council,
Community Services Commission and the South Beach Parking
Improvement Area Task Force are on record as approving this beach
renovation project.
The project cost is $4 , 000, 000 for Phase I. Staff is
recommending applying for $500, 000 from the Land and Water
Conservation Grant Program. This program requires 50 percent
match. The city's share would be funded through the Parking
Authority. If the grant is approved, the city would move ahead
with $1, 000, 000 worth of Phase I renovations including addressing
the sand wall, rest rooms, and parking lot improvements.

ALTERNATIVE ACTION
1. Do not apply for funding under the Land and Conservation
Grant Program.
2. Fund the city's 50 percent share of the grant from the
Capital Improvement Projects section of the General Fund.

RESOLUTION NO. 6459
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH APPROVING THE APPLICATION
FOR LAND AND WATER CONSERVATION FUNDS FOR THE
SOUTH BEACH RENOVATION PROJECT.
WHEREAS, the Congress under Public Law 88-578 has
authorized the establishment of a Federal Land and Water
Conservation Fund Grant--In-Aid Program, providing matching
funds to the State of California and its political subdivisions
for acquiring lands and developing facilities for public
outdoor recreation purposes; and
The State Department of Parks and Recreation is responsible
for administration of the program in the State, setting up
necessary rules and procedures governing application by local
agencies under the program; and
The proposed South Beach Renovation project is consistent
with the Statewide Comprehensive Recreation Resources Plan:
California Outdoor Recreation Plan - 1988; and
The project must be compatible with the land use plans of
those jurisdictions immediately surrounding the project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach as follows :
1. The filing of an application for Land and Water
Conservation Fund assistance is approved.

2. The city has matching funds from the Parking Authority
and can finance 100 percent of the project; half of which will
be reimbursed.
3 . This project is compatible with the land use plans of
those jurisdictions immediately surrounding the project .
4 . The City Administrator shall be appointed as agent of
the city to conduct all negotiations and execute and submit all
documents, including, .but not limited to, applications,
agreements, amendments, billing statements and so on which may
be necessary for the completion of the aforementioned project.

As required by Resolution 4832, a Fiscal Impact Statement has been prepared for
the proposed appropriation of $500,000 in Parking Authority monies as the City's
required 50% match in the qualifying for Land and Water Conservation Grant Funds
to accommodate the South Beach Renovation Project.
Upon approval of the City Council , the balance the unaudi undesignated
