SUBJECT: Approve Acceptance of Grant Funding from reman's Fund for
Purchase of Rescue and Emergency Medical Equipment and Wildland
Firefighting Boots

Statement of Issue: City Council approval is requested for acceptance of grant funding
awarded to the city by the Fireman's Fund Insurance Company Heritage Grant Program for
the purchase of rescue and emergency medical equipment and wildland firefighting boots.
This equipment will be used by the Marine Safety Division of the Community Services
Department and the Fire Department.
Funding Source: The Fireman's Fund grant amount is $42,450 and does not require any
matching amount.
Recommended Action: Motion to: Approve and authorize city staff to accept the
Fireman's Fund Insurance Company Heritage Grant award and expend grant funds.
Alternative Action(s): Do not accept the grant award.

Analysis: In September 2009, Community Services and Fire Department staff applied to the
Fireman's Fund Heritage Grant Program for funding for $42,450 for the purchase of rescue
and emergency medical equipment and wildland firefighting boots. This application has been
approved by the granting agency.
The items applied for, and the grant expenditure, include:

The Marine Safety Division and the Fire Department have immediate needs for these items.
During FY 2009/10 much of this equipment is due for replacement and with recent budget
reductions they are increasingly difficult to obtain.
The primary goal of the Marine Safety Division is to provide quality open water and beach
safety through education, prevention, and emergency response. Accepting this grant allows
them to be better equipped for rescues and emergency medical responses, thereby ensuring
greater safety for our citizens and visitors to our community.
As part of the fire assistance agreement, the City of Huntington Beach Fire Department
annually responds to wildland incidents. This has included deployment on over 50 multi -
jurisdictional fires over the past five years. Due to the size and intensity of wildland fires and
increased wildland/urban interface the department has experienced increases in the number
of wildland responses in recent years. Because of recent equipment failures, it was
determined that the boots currently worn by Huntington Beach firefighters on wildland fires
are inadequate to function in this capacity. With this grant funding the City will be able to
purchase this essential equipment. In doing so, the Fire Department will be better equipped,
protected and safe while responding to this type of emergency.

sufficiently staffed and equipped overall.
