Hopkins, PE, Director of Public Works SUBJECT: Adopt Resolution No. 2012-20 authorizing submittal of applications to Orange County Transportation Authority (OCTA) for funding for the First Street Diversion SCADA Project and the Northwest Catch Basin Retrofit Project Statement of Issue: Adoption of a resolution is required to approve the submittal of a project for three grant applications to the Orange County Transportation Authority (OCTA) for funding under the Environmental Cleanup, Tier 1, Grant Program under Orange County Local Transportation Ordinance No. 3. Financial Impact: No funding is required for this action. However, if the grant applications are approved by OCTA, the City will be responsible for a minimum of 25% in local matching funds. Recommended Action: Motion to: Adopt Resolution No. 2012-20, "A Resolution of the City Council of the City of Huntington Beach Authorizing an Application for Funds for the Environmental Cleanup, Tier 1 Grant Program Under Orange County Local Transportation Ordinance No. 3 for the First Street Diversion SCADA Project and the Northwest Catch Basin Retrofit Project." Alternative Action(s): Deny approval of the project in the resolution and forego eligibility to receive grant funds from OCTA. Item 6. - 1 xB -80- REQUEST FOR COUNCIL ACTION MEETING DATE: 5/7/2012 DEPARTMENT ID NUMBER: PW 12-021 Analysis: In March 2012, the Orange County Transportation Authority (OCTA) announced a call for projects for the Environmental Cleanup, Tier 1, Grant Program under Orange County Local Transportation Ordinance No. 3. This program is regional and competitive. As a condition of eligibility, the City is required to adopt a resolution approving the submittal of applications for grant funding. In general, the resolution declares the City's desire to implement the submitted project, as well as an affirmation to follow the Comprehensive Transportation Funding Program (CTFP) procedures, should funding be approved and allocated. If approved by Council, the following projects would be submitted to OCTA for consideration: PROJECT TITLE GRANT AMOUNT LOCAL MATCH AMOUNT First Street SCADA Project $60,000 $15,000 Northwest Catch Basin $100,000 $25,000 Retrofit Project The City will be responsible for a minimum local match of 25% of the project costs. The matching funds may be provided by cash contributions and/or in-kind services. In-kind services can include salaries and benefits for employees who work directly on the project, such as on-going operation and maintenance of the project. The First Street SCADA Project consists of the design and installation of a SCADA system to remotely monitor the diversion of urban runoff from the existing storm drain system into the Orange County Sanitation District sewer line. The project also includes the design and installation of a flow weir to quantify the amount of urban runoff being diverted. The Northwest Catch Basin Retrofit Project consists of installing catch basin screens onto 153 existing catch basins. Public Works Commission Action: Not Required. BE IT FURTHER RESOLVED that the City of Huntington Beach agrees to fund its share of the project costs and any additional costs over the identified programmed amount.
