SUBJECT: Identify Projects for Proposition 1 B Funding

Statement of Issue: Identification of specific projects is necessary to receive Proposition 1 B
funds.
Funding Source: Proposition 1 B funds in the amount of $3,006,718 are available to the City
of Huntington Beach.
Recommended Action: Motion to:
Approve the use of Proposition 1 B funds for the revised list of projects under the 2007/08
appropriation as well as the list of projects for the 2009/10 appropriation.
Alternative Action(s): Do not approve the use of Proposition 1 B funds as recommended
and direct staff on how to proceed.

Analysis: In 2007, the State appropriated portions of the $950 million in Proposition 1 B
funds to all cities and counties in the state. The City's appropriation was $3,253,054.
Eligible projects are limited to maintenance and improvement of local transportation facilities.
As a condition of receiving the funding, it is necessary for each agency to identify the
proposed projects and authorize the use of Proposition 1 B funding for those projects. In
2008, the City Council approved the funding be used for the following streets:
Street Segment
- Magnolia Street (Hamilton to Atlanta)
- Gothard Street (Heil to Edinger)
- Edwards Street(Talbert to Warner)
- Magnolia Street (Warner to 1-405)
- Garfield Avenue (Newland to Magnolia)
- Slater Avenue (Graham to Edwards)
- Slater Avenue (Newland to Beach)
After accounting for actual construction costs and incorporating funding changes approved
by City Council at award of construction contracts, it is now necessary to revise the list since
not all projects could be funded with the initial 2007/08 appropriation. In addition, with the
availability of American Recovery and Reinvestment Act (ARRA) funds, Slater Avenue
(Graham to Edwards) and Garfield Avenue (Newland to Magnolia) were identified as the best
candidates and were removed from the list.
The proposed revised list for the 2007/08 appropriation is as follows along with the project
status:
Street Segment Project Status
- Magnolia Street (Hamilton to PCH) Construction Complete
- Gothard Street (Heil to Edinger) Plans Complete, Ready for Bid
- Garfield Avenue (Newland to Beach) Construction Complete
- Newland Street (PCH to Hamilton) Construction Substantially Complete
In February of this year, the State announced the availability of the 2009/10 cycle of
Proposition 1 B funds (Final Installment) in the amount of $3,006,718. Those projects not
funded and removed from the 2007/08 list are recommended for the 2009/10 list. Proposed
projects for the 2009/10 appropriation are as follows:
Street Segment
- Edwards Street (Talbert to Warner)
- Magnolia Street (Warner to 1-405)
- Slater Avenue (Newland to Beach)
- Delaware Street (Yorktown to Main)
The total estimated cost for these projects is $3,500,000. Construction plans for these street
segments are complete and the projects are ready for bid upon receipt of the funds. The
balance of the funding would come from the Gas Tax Fund.
