Wilson, City Manager PREPARED BY: Paul Emery, Deputy City Manager/Interim Community Services Director SUBJECT: Adopt Resolution No. 2011- 71 approving the application for Grant Funds under the Statewide Park Development and Community Revitalization Program, Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84) to construct an Americans with Disabilities Act (ADA) ramp at LeBard Park to the Santa Ana River pathway Statement of Issue: A City Council resolution is necessary to apply for grant funds under the Statewide Park Program. Grant funds to be used to construct an Americans with Disabilities Act (ADA) accessible ramp at LeBard Park to the Santa Ana River pathway. Financial Impact: Not applicable — no matching funds required. Recommended Action: Motion to: Adopt Resolution No. 2011- 71, "A Resolution of the City Council of the City of Huntington Beach Approving the Application for Statewide Program Grant Funds for Improvements to LeBard Park," under the Statewide Park Development and Community Revitalization Program, Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84). Alternative Action(s): Do not adopt resolution for application for grant funds from the Statewide Park Program for an ADA access ramp at LeBard Park. HB -53- Item 3. - I REQUEST FOR COUNCIL ACTION MEETING DATE: 9/19/2011 DEPARTMENT ID NUMBER: CS-11-014 Analysis: The city has an opportunity to apply, for a grant from the Statewide Park Program (Prop 84) to construct an ADA-accessible ramp at LeBard Park to the Santa Ana River trail as part of the LeBard Park, Phase II project. Phase II of the LeBard Park Reconfiguration Project includes expansion of turf and additional landscaping and walkways to the proposed turf area. LeBard Park is an important element identified in the city's Santa Ana River Blue Ribbon Committee Report as approved by the City Council in February 2007. One of the objectives of the Orange Coast River Park (OCRP) Master Plan is to provide ADA access wherever feasible. The five-acre LeBard Park site is adjacent to LeBard School and the Santa Ana River. The existing three acres of developed city park includes traditional neighborhood park amenities and a public parking lot. The project scope for this proposed grant funding would provide an ADA approved access ramp to the Santa Ana River trail as well as the existing pedestrian bridge linking LeBard Park with Fairview Park in Costa Mesa. Environmental Status: Necessary environmental review would be completed prior to any improvements. LeBard Park conceptual layout showing proposed ramp location Item 3. - 2 HB -54- ATTACHMENT # 1 RESOLUTION NO. 2011-71 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING THE APPLICATION FOR STATEWIDE PROGRAM GRANT FUNDS FOR IMPROVEMENTS TO LEBARD PARK WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Statewide Park Program, setting up necessary procedures governing the Application; and Said procedures established by the State Department of Parks and Recreation require the City of Huntington Beach to certify by resolution the approval of application(s) before submission of its application(s)to the State; and The City will enter into a contract with the State of California to complete the grant scope proj ect, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: Approves the filing of an application for State Department of Parks and Recreation grant funds for improvements to LeBard Park, and 1. Certifies that the City has or will have available, prior to commencement of any work on the project included in its application, sufficient funds to complete the project. 2. Certifies that the City has or will have sufficient funds to operate and maintain the project(s). 3. Certifies that the City has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide. 4. Delegates the authority to the Director of Community Services or his/her designee to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the grant scope. 5. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines. III 68475 Resolution No. 2011-71 6.
