Statement of Issue:
Approve and accept the LSTA Computers to Go: Mobile Training Lab grant for $4,994 and
authorize the Director of Library Services to purchase a set of laptop computers with wireless
connectivity to support computer training throughout the library system.
Funding Source:
Grant from the State Library of California in support of the Library Eureka Leadership
Program.
Recommended Action: Motion to:
1) Approve and accept grant award in the amount of $4,994 from the California State Library
and appropriate funds into Account number to be determined by the Finance Department to
cover the cost of 5 laptop computers. 2) Authorize the Director of Library Services to submit
a claim form to the State Library for the grant award and purchase 5 laptop computers for
computer instruction.
Alternative Action(s): Do not approve the grant and decline the grant award from the
California State Library.

Analysis: The Library Services and Technology Act funds projects through the California
State Library to expand and enhance Library Services. The Computers to Go: Mobile
Training Lab was a grant developed by Lia Hernandez, Reference Librarian at Huntington
Beach Public Library. Lia was selected to participate in the Eureka Leadership program.
The Eureka program was designed by the State Library to mentor and foster the next
generation of library leaders in the State. As part of the Eureka program, each Eureka
participant develops a grant to create a program or service that is needed in their community.
The Computers to Go: Mobile Training Lab grant will enable the library to provide
personalized training on basic computer and information literacy skills throughout the
community.

On June 30, 2010, this project will be officially closed and no new expenditures may be generated, nor may any
additional funded project activities occur. This project is allowed 60 days to liquidate encumbrances that were
incurred prior to June 30 and all unexpended and encumbered funds must be returned by August 30, 2010.
REPORTING
Reporting on financial and program activities is required as follows:
Financial: quarterly within 30 days of each quarter. The final liquidation report, if -required; is due and 'inust be submitted
by September 15, 2010.
Program: a final narrative report is due within 30 days after the close of the project, by July 30, 2010.
All required reporting materials will be located by February 25, 2010 on the California State Library's website at
hq://www.library.ca.gov/grants/lsta/mana eg html. The forms, along with instructions, are on the website under the
heading "Eureka! Leadership Grant 2009/10." This letter and the enclosed list of LSTA procedural requirements amend
the Consolidated Application/Grant Award Certification document and must remain a part of all your existing copies.
i Failure to provide timely reports is a serious breach of a grant recipient's administrative duty under the grant program,
which may result in federal audit exceptions against the state and the loss of LSTA funds.
PAYMENTS
Please note this clarification regarding payments. If your full grant amount is $20,000 or more, ten percent (10%) of the
grant award is withheld until the end of the project period. It is payable only if the grant recipient fulfills all project
reporting requirements and expends all funds, or returns all unspent grant funds, by the time specified in the grant program.
