Small, Chief of Police SUBJECT: Approve and authorize the Chief of Police to execute a one year grant agreement with the State of California Office of Traffic Safety (OTS) in the amount of$174,209 for a Selective Traffic Enforcement Program (STEP); approve appropriation and establish a separate business unit; and, authorize expenditure of same amount plus any accrued interest Statement of Issue: In July 2011, the Police Department received notice from the California Office of Traffic Safety (OTS) that the City of Huntington Beach was tentatively awarded a one year grant in the amount of$174,209. The awarded funds are intended to reimburse our costs associated with DUI enforcement and selective traffic enforcement details. These events are designed to create public awareness, thus enhancing the overall deterrent effect. City Council action is required to accept the grant award and appropriate the funds. Financial Impact: This one year reimbursable grant agreement is funded by the State of California Office of Traffic Safety through the National Highway Traffic Safety Administration. The amount of $174,209 is for the period of October 1, 2011, through September 30, 2012. The appropriation request is fully offset by the estimated revenues. Recommended Action: Motion to: A) Approve and accept the one year Grant Agreement between OTS and the City of Huntington Beach; and, B) Authorize the Chief of Police to execute the agreement with OTS; and, C) Approve appropriations and estimated revenue in the amount of$174,209; and, D) Establish a separate business unit for this funding and authorize the Chief of Police to expend up to $174,209 plus accrued interest on the Selective Traffic Enforcement Program. Alternative Action(s): Do not approve and direct staff accordingly. Item 5. - I xB -100- REQUEST FOR COUNCIL ACTION MEETING DATE: 9/19/2011 DEPARTMENT ID NUMBER: PD 11-015 Analysis: The City of Huntington Beach is concerned with the safe and efficient movement of vehicular, bicycle and pedestrian traffic on our highways, streets and bike paths. In 2009, Huntington Beach had the third highest per capita arrest rate in California out of the 56 cities with populations ranging from 100,000 to 250,000 according to the California Office of Traffic Safety (OTS). Even with this arrest rate, Huntington Beach was still highest in California for alcohol involved collisions in which there were victims killed or injured where a party (driver, pedestrian, bicyclist) was classified as "Had Been Drinking." In 2010, the Huntington Beach Police Department arrested approximately 1,400 DUI drivers, and we intend to continue our aggressive enforcement efforts. This DUI and STEP grant will allow the Police Department to take a multi-faceted approach toward DUI enforcement. The grant will fund DUI checkpoints, DUI saturation patrols, speed/red light/intersection traffic enforcement, and motorcycle safety enforcement. This additional grant funded enforcement will allow us to continue our efforts to reduce DUI driving and DUI related traffic collisions. In addition, this grant will include a public awareness component to help deter DUI driving to supplement the extra enforcement. Environmental Status: Not Applicable.
