The Clerk presented the request from the Newport West Homeowners
Association for a solution to a pedestrian hazard to children
using the Banning Street flood control bridge for access to school,
referred to the Diriactor of Public Works and Traffic -Engineer at
the meeting of October 18, 1965.
The Assistant Director of Public Works informed, the Council that the
matter had been taken care of -'by his Department for the striping of
a pedestrian. walkway on the -bridge.

The Clerk presented a requ*at from the Recreation and Parks Commission
for approval of plans for -the development of<Brunswick Park, deferred
from the meeting of Otteber 18, 1965.
On motion by Welch, second Gisler, Council approved the Or6liminary
Plans prepared by Landscape Architect Ric -hard Bigler, and directed
the Directdr of Publ-ic Works to proceed in the preparation of plans
and specifications, resolution on wage scale, and notice inviting
sealed bids. Motion carried.

The Clerk presented the application for Certificate of Public Need
and Necessity submitted by Marion "ratan Detective teau, Anaheim,,
referred to the Chi6f of Police at the me;etiftg of October 18, 1965.
On motion by Lambert, second Gisler, Couhcil denied the 'application
for private patrol of Marion Tatum Detective Bureau, after making
a finding that there:area sufficient n4mber of private patrol
services.olp-erating �rithin the City at the present time. Motion
carried.

The Clerk presented an.assignoent of the Agreement betiween the City
and Lonnie T. Davis, covering-wportion'of the building,at the end
of the pier, used for the sAle of fish bait only, to Earl A. Cameron
and ybelle C. Cameron.
On motion by Welch, seeond-Laffibert,-Countil aPot6v4d the assignment
of lease between the City and Lonnie T. Davis to Earl A. and
Maybelle C. Cameron, sub ject.to'the :approval bf the City Attorney and
the City Aftinistrator, and authoriz6d the MayorAfid City Clerk to
execute same on behalf of the City. Motion earried.

The City:Cla-k presented a request for authorization to transfer
twenty card .-tablesoriginally purchased for use in Memorial Hall,
to the Lake'PaPk Olubfiouse, and further requested permission to
destroy card tables presently being used in the Clubhouse as they
are beyond repair.
On motion by Lambert, second Stewart, Council authorized the Clerk
to transfer twenty card tables to the Lake Park Clubhouse And
granted him permission to'destroy the card tables presently bbing
used thete. Motion carried.

The
Clerk presented a -communication from the Chief of Police request-
ing that his recommendation to impose a fee for inVestigation of
certain types of businesses applying for a business license be
referred to the City Attorney for study.
On motion by Lambert, second -Gisler, Council directed the City
Attorney and Chief of Police to prepare an OrdinAngie establishing
fees for investigation. of certain types of businesses. Motion
carried.

Reference is made to my letter dated September 16, 1965,
wherein I recommended that Investigation Fees be levied ifhen it is
deemed necessary to investigate certain firms, companies or indi—
viduals prior to the issuance of a Business License. A copy of this
letter is attached for referral purposes.
It is requested that my recommendation Tor a City Ordi—
nance providing the City with fees be relerred to the City Attorney
for study. Our Department will be pleased to -work with their
office.
