Q ?' Amending Chapter 3.04 of the Huntington Beach Municipal Code Relating to Fund Regulations. Statement of Issue, Funding Source, Recommended Action, Alternative Action(s),Analysis, Environmental Status,Attachment(s) Statement of Issue: In the process of updating the City's Sewer Master Plan and associated fees and charges, we reviewed various provisions of the Huntington Beach Municipal Code that relate to the collection of sewer fees. During this review we noted that HBMC Chapter 3.04 first adopted in 1910, does not reflect current practices of the City. Funding Source: N/A Recommended Action: Adopt Ordinance No. an ordinance of the City of Huntington Beach deleting Chapter 3.04 of the Huntington Beach Municipal Code relating to fund regulations Alternative Action(s): Do not adopt Ordinance No. - Lc,- . Analysis: Both the City Clerk and City Treasurer have confirmed that the practices described in Huntington Beach Municipal Code Sections 3.04.010 and 3.04.030, adopted in 1910, do not reflect current practices. Further, HBMC Section 3.04.050 was originally adopted in 1959. Currently, fees related to sewer service including the sewer user fee charge and the revised sewer connection fee require that all monies collected be segregated into separate fund accounts. Therefore, it appears that HBMC Section 3.04.050 is unnecessary at this time. Lastly, Sections 3.04.020 and 3.04.040 adopted in 1910 discuss the authority of the Library Board relative to the Library Fund. The Library Board has no responsibilities regarding the Library Fund and therefore these sections should be deleted. It is recommended that HBMC Chapter 3.04 be deleted in its entirety. rSEQUEST FOR COUNCIL AC 1 ION MEETING DATE: December 15, 2003 DEPARTMENT ID NUMBER: CA 03-32 Environmental Status: N/A Attachment(s): City Clerk's Page Number No. Description 1.
