Funding Source: Not applicable; city will use already approved state grant for matching portion; if grant application is successful, the Park Acquisition & Development Fund would be used to advance the money for the project. Recommended Action: Motion to: Adopt Resolution No.a*-)9 Approving Application for Funding under California State Parks Land and Water Conservation Funds for Blufftop Park. Alternative Action(s): Do not adopt a resolution authorizing staff to apply for California State Parks, Land and Water Conservation Fund. Analysis: The California State Parks, Land and Water Conservation Fund has funds available through a competitive grants program. This grant is a reimbursement program where the city is expected to advance the financing for the project. Fifty percent of the actual expenditures, up to the grant limit, will be refunded upon completion of the project. Community Services staff has made contact with the state regarding the possibility of funding for the Blufftop Park. The improvements to Blufftop Park would be completing sections of the blufftop that were not finished at the time the park was developed due to existing oil wells. This project would improve public accessibility and expand turf area for general public use. Staff has worked with the architectural landscape firm that designed the existing park to create an infill project that is consistent with the Council-approved master plan for Blufftop Park. 04-014 Approve Resolution-Blufftop Infill&Parking Lot 51312004 1.42 PM 0 0 The infill improvements to Blufftop Park have an estimated cost of $252,000. If successful, the city would be reimbursed for fifty percent (50%) of this cost by the Land and Water Conservation Fund. The city has received two Proposition 12 grants totaling $834,000 for this area of Blufftop Park and the beach to make accessibility improvements, including railing, stairs, and landscape stabilization. The city has confirmed with state staff that this funding can be used as the city's requirements for matching funds for the Land & Water Conservation Grant. If this grant request is successful, staff would return to Council with a budget amendment to have the Park Acquisiton & Development Fund advance the funds for the project. Grants would provide 100 percent reimbursement after the project is completed. Indications from the state are that this project may be a good candidate for funding under this grant. Community Services staff has prepared a Council Resolution that is required by the state to receive funding under the Land and Water Conservation Fund to finance the Blufftop Infill Project. Notification of successful applications should be received between September and November 2004. Environmental Status: The Blufftop Park received environmental compliance through the entitlement process when the park was originally developed. WHEREAS, Congress,under Public Law 88-578, authorized the establishment of a federal Land and Water Conservation Fund Grant-in-Aid program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation purposes; and The California Department of Parks and Recreation is responsible for administration of the program in the State, setting up necessary rules and procedures governing applications by local agencies under the program; and The procedures adopted by the State Department of Parks and Recreation require the City of Huntington Beach to certify by resolution the approval of the applications and the availability of eligible matching funds prior to submission of the grant applications to the State; and The proposed Bluff Top.Infill'project is consistent with the Statewide Comprehensive Recreation Resources Plan California Outdoor Recreation Plan-2002; and The proposed Bluff Top Infill Project is compatible with the land use plans of those jurisdictions immediately surrounding the Project, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach hereby: l. Approves the filing of an application for Land and Water Conservation Fund assistance. 2. Certifies that the City has matching funds.and can finance 100 percent of the Project,half of which will.be reimbursed. 3. Certifies that the Project is compatible with the land use plans of those jurisdictions immediately surrounding the Project. 4. Appoints the Director of Community Services to coriduct all negotiations and execute and submit all documents including, but not limited to, applications, contracts, amendments,payment requests, and compliance with all applicable current state and federal laws which may be necessary for the completion of the Project. Funding Source: Not applicable; Council previously approved total funding for South Beach Improvements Phase II on February 18, 2003. Recommended Action: Motion to: Adopt Resolution No. ' oo3- I? Approving Application for Funding Lander California State Parks Land and Water Conservation Funds for Sunset Vista Campground within South Beach Phase II. Alternative Action(s): Do not adopt a resolution authorizing staff to apply for California State Parks, Land and Water Conservation Fund. Analysis: The City of Huntington Beach was made aware of a grant from the California State Parks, Land and Water Conservation Fund. Ten priority categories for funding were given with recreational camping in developed campsites as its top priority. This grant is a reimbursement program where the city is expected to advance the financing for the project. Fifty percent of the actual expenditures, up to the grant limit, will be refunded upon completion of the project. Community Services staff has made contact with the state regarding the possibility of funding the Recreational Vehicle Element of South Beach Improvement Phase II (Sunset Vista Campground). The camping element within South Beach Phase II will include upgrading of hookups to include water and electricity. The current camping facility does not include hookups for recreational vehicles. Improvements to the camping section of the South Beach Phase II project constitute $225,000 of the overall project cost. Indications from the state are that this project may be a good candidate for funding under this grant.
