FUNDS FROM THE STATE OF CALIFORNIA RECREATIONAL
TRAILS PROGRAM

Statement of Issue: A City Council resolution is necessary to apply for grant funds under
the State of California, Department of Parks and Recreation, Recreation Trails Program.
Grant funds to be used for resurfacing of Blufftop Park Trails.
Funding Source: Requested grant amount of $344,520 would require a city match of
$46,980, which would be met by city staff in-kind labor for the project. This is a competition
grant program. If the city is successful in receiving the grant, specific staff costs and/or
required matching funds would be brought back to City Council for final approval.
Recommended Action: Motion to:
Adopt Resolution No. 2007- 11 Approving the Application for Grant Funds from the State
of California Recreational Trails Program.
Alternative Action(s): Do not adopt resolution for application for a grant from the State of
California Recreational Trails Program for Blufftop Park trail improvements.

Analysis: The city has an opportunity to apply for a grant from the State of California
Recreational Trails Program to resurface 2.11 miles of Blufftop Park, from 9th Street to
Seapoint Drive.
In 1984, the City of Huntington Beach made improvements over a one-mile bluff area within
the Bolsa Chica State Beach. In 2006, the city constructed improvements including
replacement of damaged railings, rerouting of the beach trails in areas potentially affected by
erosion, and replacement or reparation of concrete work of the beach access-ways.
The project scope for this proposed grant funding is for structural surface treatment of the
deteriorated trail path, which is heavily used by pedestrians, joggers, bicyclists, roller
bladders and skateboarders. The current trail is in disrepair, has disconnected gaps,
cracking, and resultant ponding of water which creates a potential hazard for the public.
Proposed improvements comply with the requirements for grant funding. If received, funds
would enable the city to proceed with improvements to this heavily used trail system. The
city operates this portion of Bolsa Chica State Beach under an operating agreement, with the
State of California Department of Parks & Recreation, which remains in effect to December
1, 2026.
Environmental Status: Necessary environmental review would be completed prior to any
improvements.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH APPROVING THE
APPLICATION FOR GRANT FUNDS FROM THE
STATE OF CALIFORNIA RECREATIONAL TRAILS PROGRAM
WHEREAS, the "Safe, Accountable, Flexible, Efficient Transportation Equity Act"
provides funds to state, local and non-profit organizations to acquire, develop and / or
maintain trails for motorized and non-motorized recreational purposes ("projects"); and
The California Department of Parks and Recreation has been delegated the
responsibility for the administration of the program within the State, setting up necessary
procedures governing application for funds under the Recreational Trails Program; and
The City of Huntington Beach desires to make application(s) for these funds.
Application procedures established by the State require the City to certify by resolution the
approval of application(s)before submission of said application(s) to the State; and
The City will enter into a contract with the State of California to complete the projects,
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of
Huntington Beach does hereby:
1. Approve the filing of an application for grant funds from the Recreational
Trails Program.
2. Certify that the City has or will have available prior to commencement of any
work on the projects included in said application, sufficient funds to operate and maintain the
projects.
3. Certify that the City has reviewed, understands, and agrees to the General
Provisions contained in the contract shown in the Procedural Guide.
4. Appoint the Director of Community Services as agent to conduct all
negotiations, execute and submit all documents, including, but not limited to applications,
agreements, amendments, payment requests and so on, which may be necessary for the
completion of the projects.
5. Agree to comply with all applicable federal, state and local laws, ordinances,
rules, regulations and guidelines.
