SCHEDULE FOR THE STRAND PARKING STRUCTURE FEES

Statement of Issue:
The Strand Project is near completion and the Shorebreak Hotel will be opening within the
next month. As part of the opening of the hotel, all parking fees need to be established for
the Strand Parking Structure. On November 17, 2008, the City adopted several interim fees,
daily and monthly fees and no overnight or valet fees were established.
Funding Source:
No funding is required; the Parking Structure is operated by CIM with all base parking
revenues to the City. Budget and revenue projections will be brought to the City Council in
May, when the Parking Structure operating budget is approved.
Recommended Action: Motion to:
Adopt Resolution Number 2009- 21, "A Resolution of the City Council of the City of
Huntington Beach Amending Resolution No. 2007 — 60 Entitled "A Resolution of the City
Council of the City of Huntington Beach Establishing a Citywide Schedule for Charges For
Facility Rentals and Recreation Services and Repealing Resolution 2005-76 and all
Supplemental Resolutions Thereto'and Repealing Resolution No. 2008-71.
Alternative Actions :
Do not adopt fees and provide direction to staff regarding fees for The Strand Parking
Structure.

Analysis:
In November, 2008, The Strand began opening the retail portion of the project. Due to the
limited opening, interim parking fees were established for The Strand Parking Structure,
matching the City's Main Promenade Parking Structure daily and monthly employee rates.
The parking structure is owned by the City, but operated by a private company under the
auspices of CIM. The City and CIM entered into an Operating Agreement for The Strand
Public Parking Structure.
As part of the Agreement, CIM was to submit recommendations regarding the various
parking rates to be established for the City's review. CIM and their parking company,
Standard Parking, provided information regarding their request for parking fees. CIM, City
staff and the City's parking consultant, Kimley Horn, reviewed and discussed the parking
fees.
The Strand Parking Structure will provide public parking for the Downtown area, but also will
be providing overnight and valet parking for the Shorebreak Hotel. The City currently does
not have overnight or valet parking fees established. Due to the location and retail/hotel as
part of the overall Strand project, staff will be recommending a different rate structure from
the City's parking structure. The City has also reviewed all parking fees for the Downtown
and beach areas and will be recommending parking rates to be amended at a future meeting
in May.
The fees that are being recommended are:
Daily rates:
(September 16- May 16) (May 15 - September 15)
$1/30 minutes up to 2 hours $1.50/30 minutes up to 2 hours
$1/20 minutes thereafter $2/20 minutes thereafter
$10 maximum daily rates $12 maximum daily rate
A flat rate of $6 can be charged for evening parking after 8:00 p.m., for special events at The
Strand. The flat rate for major events/holidays will be $20 (based upon City holiday
schedule at the Beach lots).
The maximum daily rate will reset at 3 am daily.
Valet rates:
$6 for 2 hours + posted daily rate thereafter up to $16 (September 16 - May 14)
$6 for 2 hours + posted daily rate thereafter up to $18 (May 15—September 15)
Monthly Parking Pass:
Available to employees and Stand tenants in the downtown at a rate of $50.00. The parking
pass allow have 24/7 access with in-out privileges.

Business Hours Parking Pass:
Business hours parking passes will be sold for $17.42 per month and will be available for use
Monday-Friday 7:00 a.m. to 9:00 p.m. to certain tenants of the 100 block of Main Street
pursuant to the Fourth Amendment to Owner Participation Agreement between the
Redevelopment Agency and the Abdelmuti Development company.
City staff and CIM collaborated to establish the proposed parking fees. CIM agrees with all
the proposed fees, with the exception of the Monthly Parking Pass. CIM requested that the
monthly parking pass be available to the employees and tenants in the downtown area at a
rate of $40 per month. However, subject to demand, the Strand may limit availability to the
Strand tenants and employees and charge up to a maximum rate of $75 per month. Based
upon consistency and one rate for all downtown employees, staff recommends just one
amount. Due to staffs concerns of the varied rates (between $40 to $75 per month), CIM
recommended a rate of$50.

WHEREAS, the City imposes a charge on public access and use of certain City property for the
purpose of raising revenue; and
On September 4, 2007, Resolution No. 2007-60 was adopted, establishing a Citywide fee for public
access and use of certain City property; and
On November 17, 2008, Resolution No. 2008-71 was adopted, establishing charges for parking a
the Strand parking structure; and
The City Council desires to amend this fee schedule to establish new charges for parking at the
Strand parking structure as set forth in Exhibit "A" attached hereto and incorporated herein by this
reference,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as
follows:
The charges for parking at the Strand parking structure set forth in Exhibit "A" are adopted by this
Resolution and shall become effective on the date this Resolution is adopted.
All other fees and charges set forth in Resolution No. 2007-60 shall remain in effect.
Resolution No. 2008-71 is hereby repealed.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the_20th day of Apri 1 , 2009.

Dear Kellee:
In response to our March 17, 2009 meeting with City staff, Kimley-born Associates and Standard Parking,
CIMfHuntington, LLC is pleased to provide this revised parking rate recommendation for the Strand Parking Garage
for review and approval by City Council on April 6, 2009, These recommendations supersede those cited in prier
correspondence dated February 13 and 17,2009. It is also our understanding that, subsequent to the April 6th
action,the Council will be considering; n overall reassessment of City parking policies and fees.
Transient Rate
The transient rate will be;
$1130 minutes up to 2 hrs
$1120 minutes thereafter
$10 maximum daily rate
During the summer period from May 15&'to September 15`a' the rates may be increased, dependent upon demand,
to a maximum of;
$1,50/30 rein up to 2 hrs
$2I20minutes thereafter
$12 maximum daily rate
The maximum daily rate will reset at Sam or closing: The Strand tenants will have the opportunity to pre-purchase
parking validations at the applicable parking rates. Annual Public Forking Passes, Monthly`Parking Passes and
validation stickers sold by the City for use at the Main Street Parking Structure, Beach lots, and rather locations will
not to be valid at the Strand parking facility.
Additionally, we are proposing to institute a flat rate of$6 for evening traffic after 9pm if traffic volume does not
warrant an attendant. In prior consultation with the Director of Community Services or designee, Operator may
determine that the flat rate may commence as early as 6pm. A flat rate of up to$20 per entry maybe instituted for
July 4"and other major events where the City allows a premium rate for Beach parking._ Flat rates are collected
upon entry and the customer is given an exit pass which will register the flat rate transaction.

The valet-assisted parking rate will be:
