Statement of Issue: A City Council resolution is necessary to apply for grant funds under
the California River Parkways Grant Program. Grant funds to be used to construct amenities,
including an Americans with Disabilities Act (ADA) accessible ramp, at LeBard Park to the
Santa Ana River pathway.
Funding Source: Not applicable
Recommended Action: Motion to:
Adopt resolution No. 2009- 22 Approving the Application for Grant Funds for the
California River Parkways Grant Program Under the Safe Drinking Water, Water Quality and
Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84).
Alternative Action(s):
Do not adopt resolution for application for grant funds from the California River Parkways
Grant Program for LeBard Park.

Analysis:
The city has an opportunity to apply for a grant from the California River Parkways Grant
Program to construct amenities, including an ADA-accessible ramp connecting to the Santa
Ana River Trail, at LeBard Park to the Santa Ana River trail, as part of the LeBard Park,
Phase II project. Phase II of the LeBard Park Reconfiguration Project, as approved by the
City Council, includes expansion of turf and additional landscaping and walkways to the
proposed turf area. The $600,000 requested grant amount would fund site work, site
amenities, irrigation and planting towards the total estimated project cost of$1,450,000.
LeBard Park is an important element identified in the city's Santa Ana River Blue Ribbon
Committee Report, as approved by the City Council in February 2007. One of the objectives
of the Orange Coast River Park (OCRP) Master Plan is to provide ADA access, wherever
feasible.
The five-acre LeBard Park site is adjacent to LeBard School and the Santa Ana River. The
existing three acres of developed city park includes traditional neighborhood park amenities
and a public parking lot.
The project scope for this proposed grant funding would provide for turf, paths, picnic shelter,
and ADA access within LeBard Park, adjacent to and including the Santa Ana River
Pathway.
Strategic Plan Goal: Land Use: Preserve the quality of our neighborhoods, maintain open
space.
Environmental Status: Necessary environmental review would be completed prior to any
improvements.

RESOLUTION NO. 2009-22
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH APPROVING THE
APPLICATION FOR GRANT FUNDS FOR THE CALIFORNIA RIVER
PARKWAYS GRANT PROGRAM UNDER THE SAFE DRINKING WATER,
WATER QUALITY AND SUPPLY, FLOOD CONTROL, RIVER AND COASTAL
PROTECTION BOND ACT OF 2006 (Proposition 84)
WHEREAS, the Legislature and Governor of the State of California have provided
funds for the program shown above; and
The California Resources Agency has been delegated the responsibility for the
administration of this grant program, establishing necessary procedures; and
Said procedures established by the Resources Agency require a resolution
certifying the approval of application(s) by the Applicant's governing board before
submission of said application(s)to the State; and
The Applicant, if selected, will enter into an agreement with the State of California
to carry out the project,
NOW, THEREFORE, the City Council of the City of Huntington Beach does
hereby resolve as follows:
1. Approves the filing of an application for Le Bard Park.
2. Certifies that the City understands the assurances and certification in the
application.
3. Certifies that the City will have sufficient funds to operate and maintain the
project consistent with the land tenure requirements, or will secure the
resources to do so.
4. Certifies that the City will comply with all provisions of Section 1771.5 of the
California Labor Code.
5. If applicable, certifies that the project will comply with any laws and
regulations including, but not limited to, the California Environmental Quality
Act, legal requirements for building codes, health and safety codes, disabled
access laws, and, that prior to commencement of construction, all applicable
permits will have been obtained.
6. Appoints the Director of Community Services, or designee, as agent to conduct
all negotiations, execute and submit all documents including, but not limited to

applications, agreements, payment requests and so on, which may be necessary
for the completion of the aforementioned project.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at
a regular meeting thereof held on the 4th day of May , 2009.
